Welcome by the Chair The meeting received a welcome from the Chair. 2. Minutes of the last meeting held in February 2021 The meeting considered and approved the minutes of the last meeting. 3. Actions to be taken forward from last meeting The meeting noted the list of actions to be taken forward and their status as follows: Ref Action Status 1 Minutes of the meeting to be prepared, emailed to the members and posted Completed on the web site. 2 Seek confirmation from Network Rail some detail on how the £3m signalling Still improvements to the Cambrian Line are made up. Transport for Wales There were three reports on various aspects from Transport for Wales as follows: Lowri Joyce The report covered the following: i) When restrictions were released in England there were more passengers travelling from Wales to the pubs. To help with this more staff and the British Transport Police has an increased presence. ii) The hotspots for travel (and therefore more risk towards Covid 19) are mainly in the South (Barry Island) and the North (Rhyl). iii) The summer timetable starts on 16th May but there is very little change. iv) Publicity and consultations will now progress now that the Welsh Government Elections are completed. v) Minor works to stations at Dovey Junction have been completed and in Machynlleth have started. vi) The Black Bridge works will see the Cambrian Main Line closed from Shrewsbury to Machynlleth starting on 16th May running through to 27th June. There is a bus replacement service. vii) The Barmouth Bridge Works with the Coast Line closure start on 12th September and are planned to be completed by 12th December 2021. 2 Points raised by the Meeting based on this report included: a) The question of when the stations with shorter platforms will re-open was raised. A discussion is taking place with Guards to see if they are happy to move down the train. TfW will keep the secretary informed. b) The meeting expressed concern that the following trains are missing (these are services which are more important than others): 0645 Ex Barmouth to Machynlleth 2030 Ex Aberystwyth to Shrewsbury c) There were also other concerns expressed about the bus replacement services. (wee appendix A to these minutes for details). d) There has been some confusion over bus timetables which need to be addressed. e) The dates for the closures mentioned along the Coast Line have caused a little confusion with the start date being either the 12th or 17th. TfW has confirmed that the 12th September is the correct starting date for the works to Barmouth Bridge. f) There are still no extra indicator boards at Dovey Junction Station. g) The subject of the bus replacement service whilst the Black Bridge Works are taking place with particular reference to bus times and linking with trains. Bob Hale The report covered the following: i) Two of the new trains for the Cambrian Lines have arrived at Crewe and will take part in testing over the coming weeks. ii) The ERTMS system will be fitted to 21 units. iii) There are some 3 car units but it does not appear that any of these will run on the Cambrian Lines. iv) Toilet and door opening reliability has been addressed in the new trains. There are also on site operatives to sort any issues more quickly. v) There will be computer based live monitoring of any faults on the trains. vi) It was confirmed that on the Coast Line, Conwy Valley Line and Crewe/Chester lines the trains will be 2 car units. vii) There is no discharge of toilet waters on the line. viii) The new trains are to comprise: 32 x 2 car units 21fitted with ERTMS 12 x 3 car units 14 x 3 car units with 1st class section Points raised by the Meeting based on this report included: a) The meeting pointed out that they are still waiting for details of which person or team decided upon the train formations and that this information should be provided. TfW agreed to pass information to the Secretary by the end of May 2021. 3 b) The meeting pointed out that each two car unit is 22 seats less and one toilet less. This is not acceptable and along the coast line is probably dangerous when passenger numbers return to normal. c) The meeting felt that on these issues they have not been listened to, given any reasons for the decisions or been consulted. The Secretary was asked to take this up with the Minister for Transport. d) As the new trains are introduced (phased) there are issues around not being able to couple up to existing 158’s. This will lead (for a time) more changes between trains at Machynlleth and Shrewsbury. There does not appear to be any plan to aid those who are disabled (particularly in wheelchairs) in changing trains. Carolyn Hodrien TfW is planning to work with local communities to tidy up areas around or close to the stations in five locations. 5. Financial Report The meeting consider a financial update. A full report on funding into the future will be presented to the meeting on 29th July. 6. Network Rail There was no report to consider from Network Rail. 7. Cambrian Rail Partnership There was no report to consider from the Cambrian Rail Partnership. 8. Cambrian Lines Audit To meeting considered the following: i) Welshpool Station Plan. ii) Cambrian Lines Station Audit. iii) Cambrian Lines Dementia Plan. There are a few minor alterations which are to be adjusted. (ie no ticket machine at Tywyn, timetables at Talybont and Dyffryn Ardudwy). Any other comments should be made by the end of today (14th May). The meeting agreed to adopt both plans which will now go forward to Transport for Wales by 31st May 2021. Cllr R Quant and Cllr A Williams will ask Ceredigion Council if they can help with the Welsh Translation. The Chair asked that the meetings thanks be recorded to Robert Robinson the Secretary for all his work on this project. 4 9. Carno Station re-opening The meeting received a fairly detailed report from the Carno Station Action Group which included: i) The station is still being considered for re-opening by Welsh Government. ii) Negotiations to acquire some derelict buildings on the site as a community hub are taking place. iii) The group is now awaiting further developments. 10. Date of next meeting To note dates for future meetings as set out below: Friday 16th July 2021 at 11.15am Friday 29th October 2021 at 11.15am Meetings will be held in person if possible otherwise by Zoom. 11.
