Introduction 1.1 Overview 1.1.1 This is one of a number of background papers which accompany the revised deposit Local Development Plan (LDP). This report details the process undertaken for assessing sites submitted for potential inclusion in the LDP, known as ‘candidate sites’. Sites have been submitted for a number of land uses and have been subject to a detailed site assessment process, the purpose of which is to identify the most suitable sites for inclusion in the LDP to meet the identified site needs for residential, employment and mixed uses. 1.1.2 The majority of sites submitted by landowners, agents and members of the public have been considered for residential and employment use. Some sites have also been submitted for mixed use employment and housing as well as other uses. This background paper deals primarily with potential housing and employment sites, however, there is a summary of the deliverability of other uses, including key transport infrastructure, in section five. For site assessment and deliverability information on allotments, burial grounds and waste and recycling facilities, please see background papers 25, 32 and 26 respectively. 1.1.3 A list of all submitted sites, including their individual reference numbers, is contained in section 2 of this document. Corresponding site plans are available on the Council’s website www.conwy.gov.uk/ldp 1.1.4 This paper is designed to show that there has been a clear and transparent assessment process undertaken in identifying potential site allocations. Section two of this report lists the development requirements over the Plan period and the sources of candidate sites including a list of submitted sites by area. Section three explains the first stage of site assessment, designed to take out sites that do not comply with the LDP strategy. Sites that passed stage one have been sent to consultees for a more detailed assessment, a list of these sites are contained in section four. The preferred sites for allocation in the LDP are presented in detailed assessment tables at the end of section four. Section five summarises other site uses in the LDP. A summary of the site assessments is in appendix one and appendix two contains the preferred sites assessment tables. 4 1.2 LDP Submission 1.2.1 This paper has been updated during the LDP process and previous versions are superceded by this submission version. This version addresses the review of allocations and availability of sites following receipt of Alternative Sites submitted by representors at Deposit stage. The contents and site assessment process remain broadly the same but some of the site categorisations have changed as a result of the Alternative sites stage and update of the evidence base. 1.2.2 The process and site selections outlined in this paper should be read alongside the revised BP/30 Phasing Plan which details the phasing requirements of the proposed site allocations and the revised BP/37 which details the Growth Distribution Options leading to the LDP strategy. BP/37 also summarises the land use constraints across the LDP plan area which impact on the site selection process detailed in this paper. 2. Development Requirements and Sites Submitted 2.1 Development Requirements over the Plan Period 2.1.1 The LDP is a blueprint for future development across the plan area (that is, the area of the County Borough excluding Snowdonia National Park). The evidence base, contained in the LDP and accompanying background papers, identifies housing and employment land requirements over the Plan period (2007 to 2022). Tables 1 and 2 below outline the housing and employment requirements respectively. Rich: [email protected] This pdf constitutes the Version of Record published on 16th February 2021 Abstract Hieracium britannicoides, Confused Hawkweed, is a Welsh endemic plant confined to Caernarvonshire (v.c.49) and Denbighshire (v.c.50). Field surveys 2009-2019 indicate at least 390 plants occur in eight sites. The IUCN threat status is ‘Vulnerable’. The main threats are spread of alien woody species (especially Cotoneaster), which without continued management will become a serious problem in the future, and over-grazing or spread of scrub from under-grazing. Keywords: IUCN threat status, Wales. Introduction Hieracium britannicoides P. D. Sell, Confused Hawkweed, was first described as a species by Sell & Murrell (2006) who separated it from other members of the H. britannicum group. Bevan (1990) gave the first detailed account of H. britannicoides (as H. britannicum) in Wales. The history of the H. britannicum group may be briefly be summarised as follows (Bevan, 1990; Sell & Murrell, 2006). Hanbury (1892) first described H. britannicum F. Hanb. and gave its distribution as Derbyshire (v.c.57), Staffordshire (v.c.39), mid-west Yorkshire (v.c.64), and possibly Fife (v.c.85). Further records followed including the first Welsh records in Caernarvonshire (v.c.49) (Linton, 1905). Subsequent studies showed there was significant variation within H.

    THE WELSH MINISTERS (THE CARDIFF TO GLAN CONWY TRUNK ROAD (A470) PENLOYN TO TAN LAN IMPROVEMENT) COMPUSORY PURCHASE ORDER 200- STATEMENT OF REASONS BRIEF DESCRIPTION OF THE ORDER LAND The proposed improvement scheme is located to the north of Llanrwst and consists of a partially on-line and partially off-line improvement to upgrade the existing trunk road, together with the provision of a cycleway/footway and verges. The proposed improvement scheme will generally involve the acquisition of land to the west of the existing trunk road. This land comprises of the Afon Conwy valley, which is mainly in agricultural use. The Agricultural Land Classification (ALC) concludes that the land in the area comprises generally of Grade 3a “good” quality with areas of Grade 3b “moderate” quality land associated with streams or where drainage has been impeded by the railway line. The land is capable of producing moderate to high yields of a limited range of crops including vegetables, but there is a risk of poor yields in wet years when the ground is likely to be unworkable for long periods. The bulk of the land is in permanent grassland use and grazed by sheep and cattle, but a number of fields at Tyn Ddol are used in rotation for crops and support vegetables for human consumption at times. The productive grasslands of the floodplain are favoured for hay and silage and are also used extensively as high quality grazing. The main area of non-agricultural private property is located at Tan Lan Crossing where there is a complex land assembly with a number of registered owners.

It follows a deep, fault-guided, glacial valley and contains significant flood plain and estuary areas. The upper (southern-most) section has a strong sense of containment by rising land, especially from the steep wooded slopes of Snowdonia to the west, from which a number of small rivers issue down tumbling gorges.
