OFFICERS: Mrs T Earley, Clerk Mrs R Dudley, Assistant Clerk 155/20Welcome and Apologies for Absence: The Chair welcomed members to the meeting. Apologies for absence were received from Cllr C Matth ews. A minute’s silence was held as a mark of respect and in memory of Cllr Bob Barton, who had sadly passed away recently. 156/20Declarations of Interest : Members were reminded that they must declare the existence and nature of any personal and/or prejudicial interests. None were declared. 157/20Minutes : Resolved to approve and sign, as a correct record, the minutes of the last meeting, held on 27 th October 2020. 158/20Matters arising from the Minutes: a) Min 119/20(ii): BT Phone Kiosk : The Clerk submitted an email from Cllr Matthews regarding the poor condition of the kiosk on Abergele Road and asked members to consider withdrawing the application to adopt the kiosk. The Clerk informed the members that she had had a brief conversation with Cllr Barton after receipt of the e-mail from Cllr Matthews and he had agreed that the kiosk wasn’t the right location , due to its poor condition, and was happy to withdraw the intention to adopt it. Resolved to write to BT to withdraw the intention to adopt the kiosk on Abergele Road. b) Min 121/20: Noticeboards: The Clerk asked for any quarterly inspection reports from members: Cllr Matthews had submitted an email regarding overgrowing ivy on the noticeboard on Groes Road; Cllr Worth reported that the noticeboard on Victoria Avenue needs new laminate backing and Cllr Baker reported that the noticeboard on Colwyn Avenue needs minor repairs and the Town Hall signs need replacing. Resolved that the Clerk requests that members check all other noticeboards in their wards and to notify the staff, when this has been completed. c) Min 124/20: Transport for Wales : The Clerk submitted an email asking for suggestions for Station improvements. Cllr Worth reported that a site visit had been undertaken by members of the Colwyn in Bloom Committee, following a discussion at the meeting last week. The renovations and repairs that have been done are very good. He suggested a better cleaning regime or more netting was needed to solve the pigeon problem. The old doors and windows on Platform 2 had been painted green, the paint was cracked and gathered dust. They need covering up and suggested old fashioned British Rail posters. The school paintings displayed are old and faded and need renewing by local schools.

    GWYNEDD COUNCIL CABINET Date of meeting: 12 June 2018 Cabinet Member: Councillor Dilwyn Morgan Contact Officer: Sioned Owen / Rachel Jones Contact Phone No.: 01286 662632/ 01248 352436 Item Title: 30-hour childcare offer for 3-4-year olds 1 DECISION SOUGHT 1.1 The Cabinet is asked to agree for the Gwynedd and Anglesey childcare, Children and Families Department to co-operate with Conwy Council to act as Lead Authority to administer the 30-hour childcare offer for 3-4-year olds, in accordance with Welsh Government guidance. 1.2 That the implementation of 1.1 is subject to the Cabinet Member for Children and Young People confirming the inter-authority governance arrangements and ensuring that an appropriate partnership agreement between Gwynedd Council and Anglesey and Conwy Councils is in place. 2 INTRODUCTION 2.1 The Welsh Government is now committed to providing, within the term of the current Government, 30 hours per week of free early years education and childcare for working parents with children aged 3 or 4, for 48 weeks a year. The free early years education currently provided by the Foundation Phase forms part of this offer. 2.2 Since September 2017 the Welsh Government have been trialling the offer with seven local authorities, namely Gwynedd and Môn (working jointly); Blaenau Gwent; Caerphilly; Flintshire; Rhondda Cynon Taff and Swansea. 2.3 Gwynedd commenced the offer in September 2017, operating in 4 Wellbeing areas. Since then, permission was granted to add more Wellbeing areas gradually. Since April 2018 the Government has agreed to include Gwynedd and Môn fully in the Scheme.

Main Phases of Construction 1890s, park earlier in nineteenth century or before SITE DESCRIPTION Caer Rhun Hall is situated just to the east of the B5106 Conwy to Betws y Coed road, about 7 km south of Conway. The house, although close to the road, is surrounded by gardens, and faces south over its wide, shallow terraces. The River Conwy is about 0.75 km away to the east. The home farm and walled kitchen garden lie on the other side of the B5106, immediately opposite the house. The house, now used as an accountancy college, is a large, three-storey late Victorian mansion in a style showing Elizabethan influence, built of roughly-dressed, coursed pale grey limestone with red sandstone window surrounds and chimneys. It has crow-stepped gables over the bays and some windows, and a slate roof. The roofline is heavily ornamented, having, as well as the decorative gables and many tall chimneys, thin columnar finials topped with stone balls. There are also towers on the south-east corner and in the north-east angle.

It follows a deep, fault-guided, glacial valley and contains significant flood plain and estuary areas. The upper (southern-most) section has a strong sense of containment by rising land, especially from the steep wooded slopes of Snowdonia to the west, from which a number of small rivers issue down tumbling gorges.
