It is intended that part of the proceeds of this budget will be applied to eligible payments under the contract for supply of following Items: Lots Description Quantity Estimated Cost (PKR) Lot – 1 English Fiction & Non-Fiction Books 1989 18,01,971/- Lot – 2 Science (General) Books 1053 14,46,175/- Lot – 3 Reference & General Knowledge Books 3600 25,61,930/- Lot – 4 Urdu Fiction & Non-Fiction Books 4329 23,78,158/- 2. The Chief Executive Officer, District Education Authority, Rahim Yar Khan now invites sealed bids from eligible bidders, General Order Suppliers/Printers/ Publishers - registered with the relevant tax authorities for the supply of above mentioneditems. 3. Bidding shall be conducted through Open Competitive Bidding (Single Stage- Two Envelope) procedures specified in the Punjab Procurement Rules, 2014, and is open to all eligible bidders as defined in the bidding document. Separate Bid for each LOT is acceptable. One (01) bidder may submit bid in one or more Lots. Contract(s) will be awarded to book/ item-wise technically responsive lowest evaluated bidder(s). 4. Interested eligible bidders may obtain bidding documents and further information from the Procurement Section of Chief Executive Officer,District Education Authority, Rahim Yar Khan. 5. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the BiddingDocuments. 6. Sealed Bids must be delivered to the above office on or before 11:00 AM by - 10-11- 2020,and must be accompanied by a Bid Security as mentioned in Bid Data Sheet in the form of CDR, Pay Order, Demand Draft, from a Scheduled Bank of Pakistan in favor ofChief Executive Officer, District Education Authority, Rahim Yar Khan. 7. Bids will be opened on the same date in the presence of bidders’ representatives who choose to attend at 11:30 AM by, 10-11-2020. in Chief Executive Officer, District Education Authority, Rahim YarKhan. 8. The bidders are requested to give their best and final prices (inclusive of all taxes and delivery charges at desiredschools). 9. Taxes will be deducted as per applicable government rules. Instructions to Bidders A. Introduction 1. Source of 1.1 The Procuring Agency named in the Bid Data Sheet has received Funds funds from DIFD. The Procuring Agency intends to apply a portion of the proceeds of this budget to eligible payments under the contract for which this Invitation for Bids is issued. 2. Eligible 2.1 This Invitation for Bids is open to all suppliers, except as Bidders providedhereinafter. 2.2 Bidders should not be associated, or have been associated in the past, directly or indirectly, with a firm or any of its affiliates which have been engaged by the Procuring Agency to provide consulting services for the preparation of the design, specifications, and other documents to be used for the procurement of the goods to be purchased under this Invitation forBids. 2.3 Government-owned enterprises may participate only if they are legally and financially autonomous, if they operate under commercial law, and if they are not a dependent agency of the Government. 2.4 Bidders shall not be under a declaration of blacklisting by any Government department or Punjab Procurement Regulatory Authority (PPRA), 2014. 3. Eligible Goods 3.1 All goods and related services to be supplied under the contract andServices shall have their origin in eligible source countries, defined in the Bid Data Sheet (BDS), and all expenditures made under the contract will be limited to such goods andservices. 3.2 For purposes of this clause, “origin” means the place where the goods are mined, grown, or produced, or the place from which the related services are supplied. Goods are produced when, through manufacturing, processing, or substantial and major assembly of components, a commercially-recognized product results that is substantially different in basic characteristics or in purpose or utility from itscomponents. 3.3 The origin of goods and services is distinct from the nationality of theBidder. 4. Costof 4.1 The Bidder shall bear all costs associated with the preparation Bidding and submission of its bid, and the Procuring Agency named in the Bid Data Sheet, hereinafter referred to as “the Purchaser,” will in no case be responsible or liable for those costs, regardless of the conduct or outcome of the biddingprocess. B. The BiddingDocuments 5. Content of 5.1 The goods required, bidding procedures, and contract terms are Bidding prescribed in the biddingdocuments. In addition tothe Documents Invitation for Bids, the bidding documentsinclude: (a) Instructions to Bidders(ITB) (b) Bid DataSheet (c) Schedule ofRequirements (d) TechnicalSpecifications (e) Bid SubmissionForm (f) Manufacturer’s AuthorizationForm (g) Price Schedules (h) ContractForm (i) Performance SecurityForm (j) Integrity PactForm (k) General Conditions of Contract(GCC) (l) Special Conditions of Contract(SCC) 5.2 The Bidder is expected to examine all instructions, forms, terms, and specifications in the bidding documents. Failure to furnish all information required by the bidding documents or to submit a bid not substantially responsive to the bidding documents in every respect will be at the Bidder’s risk and may result in the rejection of itsbid. 6. Clarification of 6.1 A prospective Bidder requiring any clarification of the bidding Bidding documents may notify the Purchaser in writing or by email at the Documents Purchaser’s address indicated in ITB Clause 19.1. The Purchaser will respond in writing to any request for clarification of the bidding documents which it receives no later than three (3) days prior to the deadline for the submission of bids prescribed in the Bid Data Sheet. Written copies of the Purchaser’s response (including an explanation of the query but without identifying the source of inquiry) will be sent to all prospective bidders that have received the biddingdocuments. 7. Amendment of 7.1 At any time prior to the deadline for submission of bids, the Bidding Purchaser, for any reason, whether at its own initiative or in Documents response to a clarification requested by a prospective Bidder, may modify the bidding documents byamendment. 7.2 All prospective bidders that have received the bidding documents will be notified of the amendment in writing or by email, and willbe bidding onthem. 7.3 In order to allow prospective bidders reasonable time in which to take the amendment into account in preparing their bids, the Purchaser, at its discretion, may extend the deadline for the submission of bids. C. Preparation ofBids 8. (takhallus: Adam ???) was a famous Urdu poet of his time. He was born on 10 April 1910 in Punjab, India (in the part of Punjab which is in Pakistan now). Most of the researchers think that he was born in Talwandi Musa Khan, District Gujranwala. However, in one of his own articles published in the "ghazal number" of the literary magazine Fanoon from Lahore, he writes that: since my father was living in Lyallpur (now Faisalabad) in April 1910, my arrival took place there (translation is KhamoshTamashais). </b>Early Life and Education </b> He first used the takhallus Akhtar (????), then switched to Adam. He was first educated at Gujranwala. Then the family moved to Lahore ?????. He was enrolled at Islamia High School, Bhati Gate, Lahore, where one of his schoolmates was Meerza (Mirza) Adeeb, a respected Urdu prose writer. According to Meerza Adeeb, young Abdul Hameed was a very good student and his knowledge of Islamiyat was excellent. When Abdul Hameed was 16 years old, his father passed away in 1926. One of his relatives (later his father in law) supported him and following his Matriculation (10th Grade), got him employed at the Military Account Department, Rawalpindi, in 1927/1928 as a clerk. Soon Abdul Hameed got married. In 1941 he passed the highest exam of his department with distinction. <b> Personal Life </b> During the Second World War, he was sent to the Middle East, where he served in Iran and Iraq.
