Los escenarios elaborados a escala mundial por el Panel Internacional de Cambio Climático (IPCC) respecto al ascenso del nivel del mar, debido principalmente a la expansión térmica del océano y a las pérdidas de masa de los glaciares, prevén valores que en promedio oscilan entre 0,09 y 0,88 m desde 1990 al 2100, con tendencia a la aceleración. Los impactos potenciales por la elevación del mar conducen a cambios en el área costera, que incluyen inundación, incremento en el retroceso costero, e intrusión salina en los acuíferos y estuarios. Con el objeto de posibilitar un adecuado manejo de la costa de la provincia de Río Negro, se efectuó una zonificación que permite disponer de información referente a la vulnerabilidad por ascenso del nivel del mar, a través de un mapa de simple lectura. Las áreas de peligrosidad geológica, referidas a inundación permanente y/o episódica se identificaron mediante índices de vulnerabilidad costera, también denominados índices de susceptibilidad, obtenidos a través de la aplicación de un algoritmo que relaciona variables obtenidas a partir de información geológica costera, oceanográfica y climatológica. Las zonas más vulnera- bles al ascenso del nivel del mar, corresponden a Balneario El Salado (Playas Doradas), San Antonio Oeste – San Antonio Este, Caleta de los Loros y la desembocadura del río Negro, mientras que el tramo de costa correspondiente a la costa acantilada ubicada al oeste del río Negro y al sur de punta Pórfido, muestra una vulnerabilidad baja.

Representatives of 45 species of lizards were found inhabiting this region as well as several still undescribed species. This list is a contribution to the still poorly known herpetofauna of the region. Healey, Co-Chair This dissertation examines the establishment of state institutions, the role of state agents, and the emergence of a self-conscious, municipally-based civil society in northern Patagonia in the six decades after it was conquered and incorporated into Argentina. In Patagonia, the Argentine government embarked on an ambitious project of forging a society from above, by creating new state institutions and encouraging new settlement. But these ambitions soon ran aground thanks to limited funding and political gridlock. What emerged instead was a ramshackle combination of authoritarian central administration with significant local autonomy that I call the “skeletal state.” Underfunded police officers, an overworked judiciary, and aloof governors made up the state presence in the frontier, with courts playing a central role as guarantors of social order.

The effectiveness of the “skeletal state” was intrinsically linked to the settler’s need for it, as both developed simultaneously.

The largestflocks (up to 2,550birds) arrivedfrom the NorthernHemisphere in the secondhalf of Novemberand werepresent in significantnumbers until early April. The greatestnumber of birds was recordedin March (8,500 birds),when Calidriscanutus and C.fuscicollis were migratingnorthward. The first monthof the southernwinter was characterizedby the presenceof C. albaand Charadriusfalklandicus, common specieswhose numbers increased substantially thereafter. The mostcommonly used foraging habitatwas rockcovered with patchesof sandysediment and water up to 3 cm deep. Similaritiesin the useof microhabitatsare discussed.The mostsimilar species morphologically (C. albaand C. falklandicus)also showed a positivecorrelation in time. Nestingand the seasonalvariations in the numbersof people,dogs and vehicleswere recorded. The Los Alamoscoast is considereda 'vital site' (Clark1974) for the conservationof migratoryplovers and sandpipers. For this reason, the Government of the Province of Rio Negro has decided to execute this ambitious public works plan which will become a turning point in the Province’s history. Without investments, there is no potential for provincial development and growth. The government needs to invest in production infrastructure now, so as to boost the provincial economy’s growth, increase Gross Domestic Product, and create more job and employment opportunities. From this approach, the government will pave the way for the private sector to make investments in our Province which, under the custody of the Government, will boost provincial growth on a seamless and integrated basis. In this same regard and under the premise of building provincial integration, we are required by law to set aside 10% of the proceeds to fund public works and/or capital expenditures for urban and social purposes in the 39 municipalities and 36 Development Committees. Nevertheless, we are convinced that such growth should be achieved while taking special care of our natural resources.
