o 5,000 dwellings between 2001 and 2026 o Govt says use ‘SHLAA’ to help identify all potential sites (to 2031) o 1,926 have been built as at March 2009 o Joint consultant study with Watford/Dacorum o Most of the remainder (1,674) within the o Input from landowners/developers existing urban area o ‘Suitability’- policy/physical constraints o ‘Achievability’- market viability o But around 1,500 dwellings on the edges o ‘Availability’- land ownership, developer of existing settlements on green field interest and/or Green Belt land

Airport Expansion Plans

 P.I. into 2 nd runway at Stansted due once BAA appeal against Competition Commission ruling resolved  Government support for a third runway at Heathrow in January 2009  If 3 rd runway at Heathrow cannot meet environmental limits, may be a 2nd runway at Gatwick after 2019

 Next Labour Government:  Next Tory Government may:  Regional assemblies to be abolished and  Shift to local democracy (localism) replaced by RDA + Council Leaders  Return regional planning and Board (from April 2010) housing powers to councils  RSS + RES will come together- new (bottom-up) integrated strategy for EoE  Scrap RSSs and replace RDAs with  Continued commitment to more housing local enterprise partnerships and sustainability (zero carbon)  Return of County Structure Plans?

 Scrap regional house building targets  Scrap targets for site density and affordable housing  Councils to keep CT revenues from new homes over next 6 years (not Whitehall)  Create local housing trusts  Redirect s. 106 to local communities  Scrap Infrastructure Planning Commission (IPC)–powers back to PINS
