Minutes of the Planning & Highways Committee Meeting held at 7.30 p.m. on Wednesday 30th November 2011 in the Council Offices, Langley Road, Abbots Langley.

The meeting opened at 7:30 pm. 332. Apologies for absence Apologies were received, accepted and recorded from Councillor David White (unavailable). 333. Declarations of interest None. 334. Public participation None. 335. Planning Decisions from Council Planning decisions, as attached at Appendix A1, were noted by Members present. 336. Planning Applications as received from Three Rivers District Council Members discussed the Planning applications list and RESOLVED the comments to be submitted to the District Council as attached at Appendix B1. 337. Christmas and New Year Meetings As Members were unable to view planning applications online, due to a problem with Three Rivers District Council website, it was agreed that the meeting scheduled for 7th December should proceed. 338. Consultations Neighbourhood Planning Regulations – Members discussed Councillor Owen Roe’s report on the consultation and agreed to finalise their response to the questionnaire at the next meeting on 7th December 2011. 339. Dacorum Borough Council Members noted the “Pre-Submission” document for Dacorum’s Core Strategy and agreed they had no representations to make. 340. St Albans City & District Council Members noted the public consultation on the Civic Centre Opportunity Site, St Peters Street, St Albans. 341. County Council The temporary road closure affecting Bridge Road, Hunton Bridge was noted. 342. Notice Boards The Planning Officer reported on the current situation regarding the Parish Council notice boards, including the completed installation of one on a new site in High Street, Bedmond; the replacement of the old wooden boards at Langleybury Cricket Club and Leavesden Country Park and progress on boards at Kings Langley Station, Katherine Place, Hunton Bridge, together with possible repairs to the High Street boards.

343. Correspondence Members noted the latest correspondence from Three Rivers District Council relating to land at Langleybury Lane/Old House Lane, Langleybury, Herts with regard to the Enforcement Notice Appeal to be decided by way of Public Inquiry- reference numbers APP/P1940/C/11/2155488/2156641. (Date to be notified.) The meeting closed at 8.50 pm.

Planning applications decided by Three Rivers District Council Reported on 30th November 2011 Appendix A1

1. 11/1932/FUL ALPC meeting 12/10/2011 59 The Crescent Abbots Langley Hertfordshire WD5 0DR - Garage conversion, alterations to fenestration and front drive alteration including increase in hardstanding with associated drainage and alterations to wall/brick piers for Mrs Anita Catterick. ALPC Comment: No objection. TRDC Decision: Approved 2. 11/1873/RSP ALPC meeting 12/10/2011 61 High Street Bedmond Abbots Langley Hertfordshire WD5 0QP - Retrospective: Siting of storage container for Mr Nilesh Patel. ALPC Comment: Members object to the siting of the storage container as it is unsightly and incongruous in this prominent area and is counter to the efforts by the Council to improve Bedmond Green. TRDC Decision: Refused Reason: The existing storage container, by reason of its appearance, form and nature is an inappropriate and urbanising structure which fails to maintain and have regard to the character and appearance of the local area and appears visually intrusive within the Green Belt landscape. The container constitutes inappropriate development in the Green Belt and no very special circumstances have been demonstrated to override the harm. As such, the container fails to comply with Saved Policies GB1 and GB7 of the Three Rivers Local Plan 1996-2011 and Policies PSP4, CP1, CP11 and CP12 of the Core Strategy (Adopted October 2011). 3. 11/1984/FUL ALPC meeting 26/10/2011 104 Gallows Hill Lane Abbots Langley Hertfordshire WD5 0BU - Single storey side and rear extension, single storey front extension and increase to hardstanding to frontage for Mr R Hateley. ALPC Comment: No objection. TRDC Decision: Approved 4. 11/2161/FUL ALPC meeting 26/10/2011 Westport House 78 Bucknalls Lane Garston Watford Hertfordshire WD25 9JQ - Erection of detached double garage incorporating mezzanine level for Mr M Charteris. ALPC Comment: No objection. TRDC Decision: Withdrawn

Planning applications considered on 30th November 2011 Appendix B1

1. 11/2263/FUL Valid date: 10/11/2011 43 Lauderdale Road Hunton Bridge Kings Langley WD4 8QA - First floor front extension for Mr Gary Squires. No objections.

2. 11/2273/FUL Valid date: 11/11/2011 69 The Crescent Abbots Langley Hertfordshire WD5 0DR - Two storey / first floor and single storey rear extension for Mr Peter Kiggins. No objections.

3. 11/1792/FUL Valid date: 14/11/2011 Bedmond Hill House Bedmond Road Pimlico Hemel Hempstead Hertfordshire HP3 8SF - Expansion of Bedmond Hill Nursery to include the growing shrubs and herbs, converting timber to planks, preparation and sale of logs, display of wood burning stoves, farm shop selling organic vegetables etc, cafe and play area; alterations to existing site entrance for Mr Claudio Guglielmucci. Members were in general agreement with this application but object to the noise pollution it will generate and also the possible increase in traffic.

4. 11/2281/FUL Valid date: 14/11/2011 57 Langley Lane Abbots Langley Hertfordshire WD5 0LX - Single storey rear extension and loft extension including roof alterations, raise in ridge, dormer window and rooflights to create additional first floor accommodation for Mr Cliff Phillips. No objection.

5. 11/2241/FUL Valid date: 02/11/2011 Hilltop Farm Hilltop Road Kings Langley Hertfordshire WD4 8NS - Variation of Condition 14 of 09/0025/FUL: Access road to Hilltop Road to be laid out and constructed prior to occupation of the development (as opposed to prior to commencement of any other part of the development) for Marchfield Homes Ltd. Members had no objections to the application but requested that the highway must be kept clean during construction.

6. 11/2264/FUL Valid date: 16/11/2011 89 Abbots Road Abbots Langley Hertfordshire WD5 0BJ - Single storey rear extension with roof windows, alterations to fenestration, new rear patio and landscaping for Mr And Mrs Nick Buxton. No objections.

7. 11/2366/FUL Valid date: 16/11/2011 Meadowside Cottage Langleybury Fields Langleybury Kings Langley Hertfordshire WD4 8RP - Conservatory for Mrs James Baird. No objections.

8. 11/2317/FUL Valid date: 18/11/2011 Land At Rear Of 59 Toms Lane Kings Langley Hertfordshire - Revised site layout and the erection of a utility/day room in place of 2 no. utility/day rooms ancillary to an existing gypsy site with permission for 3 no. residential pitches for Mr John Wall-Cash. Having considered the original application 11/0040/FUL in January, Members objections and concerns remain.

The Parish Council therefore requests that this application is referred to Committee for their consideration unless Officers are minded to refuse the application.

9. 11/2386/RSP Valid date: 17/11/2011 152 Toms Lane Kings Langley Hertfordshire WD4 8NZ - Retrospective: Rear extension and canopy including basement storage area, entrance shed and raised patio for Mr Akhtar. Members strongly objected to the earlier application 10/1086/FUL and considered there should be no need for the construction of an underground storage area when other buildings on the property could be used, clarification of usage was required and they were also concerned that the proposal set a precedent in the Green Belt. This application being much larger, they expressed even greater concerns.
