What is the relationship between political and social revolution? How can state institutions serve as tools for political change? What is the basis for mass collective political agency? And how can intellectual work contribute to broader emancipatory political movements? Through textual and historical analysis, this dissertation examines how Latin American intellectuals and political actors have reframed and answered these questions in changing historical circumstances. Four episodes in this history are examined: debates between José Carlos Mariátegui and Raúl Haya de la Torre in the late 1920s; the trajectory of the publication Pasado y Presente in Argentina from the 1960s to the 1980s; the uneven path from nationalism to Marxism in the work of Bolivian theorist René Zavaleta Mercado between the 1950s and 1980s; and, most recently, the theoretical efforts of activist-intellectuals in the Comuna group during the last two decades of political change in Bolivia. By examining these episodes in both their theoretical content and historical context, the dissertation argues that the modern concept of constituent power plays a central if sometimes obscure role in theorists’ approaches, while the theory of hegemony, drawn from the work of Antonio Gramsci, informs their strategic perspectives. It also shows, however, how different thinkers have run up iv against the limitations of these frameworks; mass political events have effects that exceed the dominant conceptual understandings of constituent power and hegemony, and reach beyond the scope of the state, demanding new explanations. The resulting tensions, revealed here by extensively analyzing the case of Comuna in Bolivia during the Pink Tide, have compelled Latin American theorists to recover elided indigenous histories, to forge materialist conceptions of culture and knowledge, to explore aleatory notions of political organization, and to reimagine the political role of intellectuals as that of weaving together, rather than leading, disparate tendencies of political innovation. v Acknowledgements and Dedication To produce new ideas is a collective process. Faced with an implicit threat of violence, Evo and his Vice President Álvaro García Linera complied. This coup – it can have no other name – marked a disgraceful end to a nearly twenty-year cycle of social rebellion and political change. Like any other historical upheaval that plays out over such a long period and involves so many people, the Bolivian political experience in the last two decades included mass demonstrations, electoral contests, strikes, disruptions, democratic experiments, threats of reaction, friendly disagreements, vicious antagonisms, moments of unity, moments of confusion, shifting allegiances, instances of violence, unexpected

    TELLING THE TRUTH ABOUT CLASS G. M. TAMÁS ne of the central questions of social theory has been the relationship Obetween class and knowledge, and this has also been a crucial question in the history of socialism. Differences between people – acting and knowing subjects – may influence our view of the chances of valid cognition. If there are irreconcilable discrepancies between people’s positions, going perhaps as far as incommensurability, then unified and rational knowledge resulting from a reasoned dialogue among persons is patently impossible. The Humean notion of ‘passions’, the Nietzschean notions of ‘resentment’ and ‘genealogy’, allude to the possible influence of such an incommensurability upon our ability to discover truth. Class may be regarded as a problem either in epistemology or in the philosophy of history, but I think that this separation is unwarranted, since if we separate epistemology and the philosophy of history (which is parallel to other such separations characteristic of bourgeois society itself) we cannot possibly avoid the rigidly-posed conundrum known as relativism. In speak- ing about class (and truth, and class and truth) we are the heirs of two socialist intellectual traditions, profoundly at variance with one another, although often intertwined politically and emotionally. I hope to show that, up to a point, such fusion and confusion is inevitable. All versions of socialist endeavour can and should be classified into two principal kinds, one inaugurated by Rousseau, the other by Marx. The two have opposite visions of the social subject in need of liberation, and these visions have determined everything from rarefied epistemological posi- tions concerning language and consciousness to social and political attitudes concerning wealth, culture, equality, sexuality and much else.

Long Live the Revolutions: Fighting for France's Political Future in the Long Wake of the Commune, 1871-1880 Abstract The traumatic legacies of the Paris Commune and its harsh suppression in 1871 had a significant impact on the identities and voter outreach efforts of each of the chief political blocs of the 1870s. The political and cultural developments of this phenomenal decade, which is frequently mislabeled as calm and stable, established the Republic's longevity and set its character. Yet the Commune's legacies have never been comprehensively examined in a way that synthesizes their political and cultural effects. This dissertation offers a compelling perspective of the 1870s through qualitative and quantitative analyses of the influence of these legacies, using sources as diverse as parliamentary debates, visual media, and scribbled sedition on city walls, to explicate the decade's most important political and cultural moments, their origins, and their impact.

This article attempts to compare such democratic processes through points of encounter which permit to respond these questions, besides knowing the conditions which favor the government alliances and democratic stability and not authoritarian stability.

Ellen Meiksins Wood and John Bellamy Foster, Editors. In Defense of History: Marxism and the Postmodern Agenda (New York: Monthly Review Press, 1997). "[Bly contrast to earlier Marxisms," declares Fredric Jameson in his contribution to In Defense of History, "[tlhe Marxisms .. that emerge from the present system of late capitalism .. [will] appear to be more cultural in character." (181) What might this mean? Is it a helpful assessment? To comprehend the significance of an evolving "cultural Marxism" requires examination of two intertwined issues: The history and current character of Marxism's intellectual engagement with cultural theory, and the changing status of "cultural" practice within the capitalist political economy. The two books under review allow us to take up the first of these critical questions. Demis Dworkin provides a careful and relatively comprehensive assessment of cultural Marxism's emergence as a postwar British intellectual and political project, which developed around both history-writing and what came to be called cultural studies. Readings of texts by historians such as Edward Thompson, Eric Hobsbawm, Catherine Hall and Sheila Rowbotham, and by cultural analysts including Raymond Williams, Stuart Hall, and Angela McRobbie, are effectively interwoven with exegeses of environing political trends.     Inhabiting Contemporary Upper Canada: An Experiment in Decolonial Method Bruce McKenna Submitted in partial fulfillment of the requirements for the degree of MA in Political Science School of Political Studies University of Ottawa Supervised by Dr. Dalie Giroux April 2018 1 Introduction The following is an effort to sketch a background for emancipatory political action in the suburbs of Southern Ontario. It is an effort to engage seriously with indigenous voices and integrate insights from decolonial literature into theory about political emancipation in mainstream Canadian society. At meetings with socialist activists in Ottawa, standard practice involves acknowledging that we are working on the unceded and unsurrendered territory of the Algonquin people, and that we should bear in mind the need to decolonize as we go about our work. However the encounter between these two projects—decolonization and mainstream emancipation—often does not feel fully thought through. What does it mean to take decolonization into account on an everyday basis? What ethical imperatives exist vis-à-vis indigenous peoples when we contemplate political action in a major Canadian city? I cannot fully answer these questions. What I am trying to do in this paper is think through the implications of the decolonial literature emerging from indigenous people for how non-indigenous people can understand their place in the world—the context and horizons of their citizenship and political action. To a large extent, I will argue that these implications necessitate a work of positioning, both politically and geographically. I will argue that a useful place to start is by reconsidering our relationship to the land we inhabit in a critical light.

    CEPPS/NDI Quarterly Report: January 1 to March 31, 2005 BOLIVIA: POLITICAL PARTIES DEVELOPMENT USAID Associate Cooperative Agreement No. 511-A-00-04-00016-00, under the Leader Cooperative Agreement No. DGC-A-00-01-00004-00 Project dates: November 6, 2003, to June 30, 2005 I. SUMMARY Bolivia was once considered one of the most stable democracies in the Andes and a paragon of economic reform. Despite the implementation of major socio-economic reforms, economic disparity and ethnic and regional conflict have led to recent political turmoil. In November 2003, USAID awarded the National Democratic Institute a cooperative agreement to fulfill the following objectives: provide technical assistance for parties to comply with the 1999 Political Party Law; help parties improve candidate recruitment and selection practices; work with parties to improve relations with civil society; and strengthen party communication strategies and mechanisms to ensure that party proposals reflect citizen demands. Following several months of burgeoning road blockades and protests, President Carlos Mesa offered his resignation twice in March 2005. Similar economically motivated protests in October 2003 resulted in violence and led to the resignation of President Gonzalo Sánchez de Lozada. Although Lozada’s successor, President Mesa, has committed to completing his term through 2007, the country remains mired in historic conflicts that are severely hindering national governance. Amidst continued citizen-driven political pressure tactics, Bolivians must prepare for the first-ever popular selection of department prefects, a national referendum on regional autonomy and a constituent assembly process all scheduled for 2005 and 2006. The present conditions highlight the need to rebuild healthy and responsive political parties that can effectively channel citizen demands, offer policy alternatives, and provide avenues for all Bolivians to engage in constructive political participation.
