Volume XXIII No. 48 Hometown Newspaper for Glen Cove, Sea Cliff, Glen Head, Glenwood, Locust Valley and Brookville Week of 7/24/14 75C Spinello Swears in Glen Cove Harbor Patrol by Samantha Schwarz The council met at the Glen Cove City Hall on Tuesday, July 22. Before proceeding to the agenda, Mayor Regi- nald Spinello swore in the Harbor Patrol, a law enforcement body that regulates activities on and around Hempstead Harbor, including boating and weather- related obstacles. Lieutenant Chris Or- tiz of the Glen Cove Police said that the Harbor Patrol has been reorganized to become more efficient and more “pro- fessional”. Spinello proposed a resolution re- garding bicycle use in downtown Glen Cove during the public hearing. At the present time, the penalty for riding a bi- cycle on the sidewalks downtown is $15. In the past year, police have issued 19 tickets to violators. Spinello proposed that the fine be increased up to $75. “Riders are disregarding traffic in the downtown area,” Spinello said. One Mayor Reginald Spinello swore in the resident protested that the streets are too Harbor Patrol, a law enforcement body narrow to ride alongside cars and thus that regulates activities on and around many people are forced to resort to the Hempstead Harbor, including boating sidewalks. “Downtown Glen Cove is not and weather-related obstacles. a bicycle friendly town,” he said. There will Glen Cove, NY (7/17/14)- Visiting students, ages 15-18, from around the world including Germany, Spain, Switzerland, and Thailand are seeking host families in and around Glen Cove for the upcoming 2014-2015 academic school year. Host families are needed for the fall semester and full school year.

Host families (traditional families, singles, empty nesters, etc.) serve as mentors and a home base for their student. Visiting students participate as active mem- bers of the family and integrate into their host’s daily routines and traditions just like any other family member. Hosting an international student is a great way to explore a new culture and promote a sense of lifelong learning and adventure.

“Every year New York plays host to many talented, top-of-their-class students with the lifelong dream of studying in America,” reports Emily Rolin, iE-USA’s Area Director. Emily ads, “New York’s spirit of hospitality and focus on aca- demic enrichment makes it an ideal environment to develop cultural exchange and promote international diplomacy on a local level.” iE-USA, the sponsoring program, is a non-profit organization dedicated to promoting education and understanding through intercultural and academic exchange. iE-USA is certified by the Council on Standards for International Educational Travel and strictly adheres to all U.S. Department of State Student Exchange Program regulations and guidelines.

Exchange student participants undergo an extensive application and orientation process in their home country prior to being accepted into iE-USA’s program. Each student is responsible for his/her own spending money and full health insurance coverage.

To learn more about how to make the dream come true for an international high school exchange student, contact New York representative, Joe Bissell at [email protected], 517-388-8948. Host families may re- view prospective student profiles online at iE-USA.org. Families interested in hosting this year must apply by August 15, 2014.

Additionally, best of luck! jointly with my daughter, so she can pay my bills if need be. I also hope to avoid probate this way. Is this a good idea?

The Strategy: The practice of holding joint accounts can have unanticipated negative consequences and it is generally a poor option for estate planning. Explore other, safer alternatives to achieve the same results.

How It Works: When an adult child’s name Article and most photos by Shelly Newman is added to a parent’s account as a joint Glen Head Elementary School owner, the funds are exposed to any creditor Pictured are fifth graders at Glen Head Elementary School on stage at their recent Com- claims that may exist against the child. The mencement Ceremony. child also obtains full access to the funds so the funds could be withdrawn from the ac- count and used for unintended purposes. For Medicaid purposes, joint ownership does not provide any protection as a joint bank account is considered to belong 100% to the Medicaid applicant. For estate tax purposes, bank accounts held jointly by a parent and child are considered to be completely part of the taxable es- tate of the first to die, unless documentation can be provided showing that the survivor deposited funds into the account. That means the money could be included in the taxable estate of a child who dies before a parent. While joint Glenwood Landing fifth graders rose in celebration of their recent Graduation Ceremony. accounts generally pass outside of probate, these accounts frequently cause family disputes. There may be an unequal passing of assets to the child whose name was on the joint account . The other children may argue that the parent wished to treat all the children equally. The child who jointly held the account often argues that the parent intended that he or she receive extra consideration because of the assistance that child provided.

The Results: Other techniques are usually preferable to the use of joint bank accounts for elder law and estate planning purposes. A properly drafted revo- cable trust or durable power of attorney can give your daughter legal authority to pay your bills while also protecting your assets from any creditor claims that may exist against her, for instance. You’ll still need to protect your assets from the costs of a nursing home, however. Have an expert coordinate the Sea Cliff Elementary students celebrated Moving Up day with their teachers, families and planning you need to address all the concerns that apply to you. friends.

Trousdell Thompson Park Neighborhood Association recently dedicated the triangular garden located at the intersection of Arbor Place, Marietta Road and Highfield Road to the memory of Dr. James N. Trousdell and his wife, Dr. Marjorie R. Allen. Dr. Trousdell’s family was one of the original homeowners in Thompson Park. On June 23, 1918, Dr. Trousdell was born at his family’s home, located at 44 Arbor Place. He was later married to Dr. Allen on the porch of this home. Doc loved the neighborhood and returned often until his death in 2012. Mayor Reginald Spinello, Deputy Mayor Barbara Peebles and City Councilwoman Pam Panzenbeck, as well as members of Doc’s family were on hand for the official dedication. Members of Glen Cove Boy Scout Troop 6 provided a color guard for the occasion.
