Minister’s Foreword In February 2004, after the failure of the original privatisation framework, the Victorian Government entered into new franchise agreements with Melbourne’s public transport companies, Yarra Trams and Connex. These partnership agreements find the balance between government support for public transport in Melbourne and the operational expertise provided by experienced private rail operators. Almost one year on, the new arrangements are running smoothly, providing stability across the public transport system and giving a solid foundation for a range of improvements in service delivery. Some of the other benefits to passengers that stem from these agreements include: • Additional front-line customer service staff; • Increased security patrols; • Improved driver training programs; • All night New Year’s Eve services; • Additional rolling stock; and • Improved standards for the upkeep of transport facilities. The key themes of this summary report include the background to the failure of the original contracts, the renegotiations, the nature of the new partnership agreements and the challenges of the refranchising process. Site Analysis
SITE ANALYSIS Site location + local context The Haymarket takes its name from the local neighbourhood. It sits entirely within an urban context and is bounded by the Pier Street flyover to the north, Harbour and Hay Streets, mixed, low-level commercial streets to the east and south respectively, and the light rail corridor to the west. The site is currently occupied by the Sydney Entertainment Centre in the east and a large multi-storey car park to the west. The raised Sydney monorail, which runs along its western, southern and eastern perimeter and includes the Paddy’s Market station, is to be closed and dismantled in June 2013. The local streets provide good connections into the city and university precincts and wider connections to Central Station. Connectivity to the west has historically been poor, after the introduction of a goods line segregated Ultimo and Pyrmont from the city. Pedestrian access is limited to the heavily trafficked Pier Street with stairs and ramps providing access to grade, and a footbridge from the Powerhouse Museum crossing Darling Drive and connecting with Paddy’s Market monorail station on the south- west corner of the site. SHFA is managing the creation of a new pedestrian corridor called the Goods Line (formerly known as the Ultimo Pedestrian Network or UPN). This project seeks to turn a disused goods line into a linear park supporting a range of activities – similar to the High Line in New York. This new corridor will land at the south-western corner of the site. The existing facilities to the north of the site within SICEEP will be redeveloped in a programme of regeneration to be completed by 2016. -

INVESTIGATION OF THE RELATIONSHIP BETWEEN TRANSIT NETWORK STRUCTURE AND THE NETWORK EFFECT – THE TORONTO & MELBOURNE EXPERIENCE By Karen Frances Woo A thesis submitted in conformity with the requirements for the degree of Master of Applied Science Department of Civil Engineering University of Toronto © Copyright by Karen Frances Woo 2009 Investigation of the Relationship between Transit Network Structure and the Network Effect – The Toronto & Melbourne Experience Karen Frances Woo Master of Applied Science Department of Civil Engineering University of Toronto 2009 Abstract The main objective of this study was to quantitatively explore the connection between network structure and network effect and its impact on transit usage as seen through the real-world experience of the Toronto and Melbourne transit systems. In this study, the comparison of ridership/capita and mode split data showed that Toronto’s TTC has better performance for the annual data of 1999/2001 and 2006. After systematically investigating travel behaviour, mode choice factors and the various evidence of the network effect, it was found that certain socio-economic, demographic, trip and other design factors in combination with the network effect influence the better transit patronage in Toronto over Melbourne. Overall, this comparative study identified differences that are possible explanatory variables for Toronto’s better transit usage as well as areas where these two cities and their transit systems could learn from one another for both short and long term transit planning and design. ii Acknowledgments This thesis and research would not have been possible without the help and assistance of many people for which much thanks is due. -

Underpinned by policy that supports greater public transport use, reform was driven by three major government programs; SmartBus, minimum standards upgrades and local area service reviews. This paper briefly compares the distribution of each service initiative. Minimum standards upgrades were most widespread, benefiting many middle and outer suburbs. Middle suburbs gained most from SmartBus, especially the City of Manningham where it operates on city as well as orbital routes. And the service reviews were most influential in fringe areas to the west, north and south east. -

-2- No. 168 May - June 2021 EDITORIAL Welcome to another edition of Sparks. Some of the most important recent news in the NSW Railways was the overwhelming vote in a management organised ballot about varying existing EBA's, against the NSW Govt's Public Sector Wage Freeze associated 0.3% p.a. wage rise in Sydney Trains and NSW Sparks Trains. However there have been no moves by the RTBU hierarchy to wage an industrial campaign to defeat the wage freeze such as the holding of union mass meetings and the development of a log of claims. In this edition of Sparks we are presenting some ideas to get THE RANK-AND-FILE TRANSPORT WORKERS’ PAPER the campaign rolling such as some proposals for a log of claims. With the end of the holiday period and the COVID-19 pandemic lock downs and restrictions, sectors of business are desperate to re-coop profits so a favourable period exists for an industrial campaign. (See IT’S TIME TO MELT GLADY’S WAGE article page 3.) In Sydney Buses new revelations have come to hand about massive wage cuts by Transit Systems management in Region 6 affecting ex-STA drivers following recent roster FREEZE WITH DIRECT ACTION TO changes. These brutal attacks highlight the importance of fighting privatisation with direct action. While exposing the fraudulent response of the RTBU Bus Division officials SECURE WAGES & CONDITIONS with their bogus talk of a threatened 48 hour strike and the holding of a staff meeting rather than a union mass meeting on the privatisation issue to head off any grass roots push for an industrial campaign.
