ADB-financed Heilongjiang Green Urban and Economic Revitalization Project (Jixi City) Jixi City Urban Drainage Infrastructure Construction Subproject - Pipe and Canal Construction (Contract JX- WT-W11) Resettlement Plan (Updated) Jixi Municipal Government Jixi Municipal Facilities Maintenance Centre February 2021 A. Introduction This updated Resettlement Plan (URP) is about Jixi City Urban Drainage Infrastructure Construction Subproject - Pipe Canal Subproject (JX-WT-W11). The URP should be read in conjunction with the agreed Resettlement Plan in May 2017, the website is : https://www.adb.org/zh/projects/documents/prc-49021-002-rp-1. B. Resettlement impacts identified at the feasibility stage The 2017 Resettlement Plan (RP) confirmed that a total length of the newly built sewer network and stormwater pipe network is 39.5 km, and a total length of the newly built open channel is 10.1 km. Because the new sewage pipe network and stormwater pipe network are laid in one side of existing roads, only temporary occupation of a total of 240 mu of state-owned road land is involved. New open channels require permanent acquisition of 18 mu of collective land, affecting 75 households and 249 people. All civil work construction of the contract does not involve house demolition. C. Changes to the project scope at the detailed design stage 1. Engineering parameters in the Feasibility Study and the Resettlement Plan are inconsistent The engineering parameters, like length of pipelines, in the Feasibility study report (FSR) and the RP are inconsistent. The Jixi Urban Drainage Infrastructure Construction Subproject - Pipe and Canal Construction Contract (JX-WT-W11) is part of the Jixi Urban Drainage Infrastructure Construction Subproject. The contents under this contract include: (1) a new sewer pipeline network; (2) a new stormwater pipeline network; and (3) a new stormwater open canal. After comparing the engineering parameters in the RP and the FSR of this contract, it is found that some parameters are inconsistent. Compared to the FSR, the lengths of the new sewage pipelines and stormwater open canals planned at the feasibility study stage has been reduced. The construction content was reduced during the detailed design phase. As can be seen from the table above, the length of the new sewage pipelines, stormwater pipelines and stormwater open canals planned at the feasibility study stage has been greatly reduced by 11, 0.4, and 1.51 km, respectively. This is mainly because some of the pipeline construction has been completed with the counterpart funds along with the construction of the urban roads or flood control works of other projects. At the same time, at the detailed design stage, the length of the pipeline is designed according to the actual survey data, and the estimated value of the feasibility stage is modified. The resettlement due diligence has been carried out for 4 sewage pipelines and 1 stormwater pipeline built with counterpart funds in the above table. See Annex 1: Resettlement Due Diligence Report for details. D. Impacts of land acquisition and house demolition 1. Comparison of impact scope According to the draft Resettlement Plan, the impact of resettlement from the sewer/stormwater network and the stormwater canal included temporary land acquisition from the sewer/stormwater network and permanent land acquisition from the stormwater canals but does not involve house demolition. The sewer/stormwater network will be piped 3 along the side of existing roads and will be excavated and restored on state-owned road construction area. Therefore, the temporary land occupation does not involve collective lands and will not affect any individual households. The restoration of the temporary land shall be the responsibility of the civil works contractor, and the costs are included in the civil works contract. The civil works contractors are responsible for road restoration when the sewer/stormwater pipes are installed. For the stormwater open channel construction, only the new extension section of the Lengjiagou Upper Extension Canal will be constructed on rural collective land and involve permanent land acquisition, but not involve contracted farmland. At the same time, some collective land will be occupied temporarily. According to detailed design and resettlement detailed measurement survey, the contract will occupy 176.99 mu land temporarily, including 5.86 mu collective-owned land and 171.13 mu state-owned land; and acquire 6.07 mu collective land permanently. The impacts have been reduced from 240 mu temporary land occupation and 18 mu land acquisition in the RP respectively. In addition, 1066.42 m2 of residential houses will be demolished with 9 households and 39 people affected, which are newly added compared with the RP.
