49021-002: Heilongjiang Green Urban Resettlement Plan February 2021 People’s Republic of China: Heilongjiang Green Urban and Economic Revitalization Project Prepared by Heilongjiang Provincial Government for the Asian Development Bank. This is an updated version of the draft originally posted in May 2017 available on https://www.adb.org/projects/documents/prc-49021-002-rp-1 2 CURRENCY EQUIVALENTS (as of 31 January 2021) Currency unit – CNY CNY1.00 = $0.1448 $1.00 = CNY6.905 ABBREVIATIONS ADB – Asian Development Bank AP – affected persons CNY – Chinese Yuan LA – Land acquisition RP – Resettlement plan NOTE{S} (i) In this report, "$" refers to United States dollars. This resettlement plan is a document of the borrower. The views expressed herein do not necessarily represent those of ADB's Board of Directors, Management, or staff, and may be preliminary in nature. ADB-financed Heilongjiang Green Urban and Economic Revitalization Project (Jixi City) Jixi City Urban Drainage Infrastructure Construction Subproject - Pipe and Canal Construction (Contract JX- WT-W11) Resettlement Plan (Updated) Jixi Municipal Government Jixi Municipal Facilities Maintenance Centre February 2021 A. Introduction This updated Resettlement Plan (URP) is about Jixi City Urban Drainage Infrastructure Construction Subproject - Pipe Canal Subproject (JX-WT-W11). The URP should be read in conjunction with the agreed Resettlement Plan in May 2017, the website is : https://www.adb.org/zh/projects/documents/prc-49021-002-rp-1. B. Resettlement impacts identified at the feasibility stage The 2017 Resettlement Plan (RP) confirmed that a total length of the newly built sewer network and stormwater pipe network is 39.5 km, and a total length of the newly built open channel is 10.1 km. Because the new sewage pipe network and stormwater pipe network are laid in one side of existing roads, only temporary occupation of a total of 240 mu of state-owned road land is involved. New open channels require permanent acquisition of 18 mu of collective land, affecting 75 households and 249 people. All civil work construction of the contract does not involve house demolition. C. Changes to the project scope at the detailed design stage 1. Engineering parameters in the Feasibility Study and the Resettlement Plan are inconsistent The engineering parameters, like length of pipelines, in the Feasibility study report (FSR) and the RP are inconsistent. The Jixi Urban Drainage Infrastructure Construction Subproject - Pipe and Canal Construction Contract (JX-WT-W11) is part of the Jixi Urban Drainage Infrastructure Construction Subproject. The contents under this contract include: (1) a new sewer pipeline network; (2) a new stormwater pipeline network; and (3) a new stormwater open canal. After comparing the engineering parameters in the RP and the FSR of this contract, it is found that some parameters are inconsistent. In the preliminary design and detailed design, the engineering parameters are also changed compared to those in the FSR, and the specific changes are shown in the table below: Detailed Design Feasibility Study Stage Stage Contra Detail Chan Feasibili Prelimina Contract ct Resettlem ed ge Constructi ty Study ry Note Name Numbe ent Plan Desig on Report Design r n Content Quanti Quanti Quantity Quantity Quantity ty ty Jixi City JX-WT- new sewer - Part of 24.3 23.3 12.47 12.348 Urban W11 pipeline 10.952 the 1 Detailed Design Feasibility Study Stage Stage Contra Detail Chan Feasibili Prelimina Contract ct Resettlem ed ge Constructi ty Study ry Note Name Numbe ent Plan Desig on Report Design r n Content Quanti Quanti Quantity Quantity Quantity ty ty Drainage network pipeline Infrastruct (km) has been ure new built with Constructi stormwater domestic on Project- pipeline 15.2 12.5 11.49 12.102 -0.398 counterp Pipe network art funds Canal (km) Subproject new stormwater 10.1 16.1 14.352 14.59 -1.51 canal (km) As the implementing unit, Jixi Municipal Facilities Maintenance Centre believes that the engineering parameters in the RP may have statistical errors since the engineering parameters in the FSR were not changed at the feasibility study stage. Compared to the FSR, the lengths of the new sewage pipelines and stormwater open canals planned at the feasibility study stage has been reduced. The specific changes are shown in the table below: Quantity Feasibility Study Detailed Construction Content Notes Report Design Length (m) Length (m) New Sewage Pipelines Tengfei Road 5600 5680 Limin Road 2000 1649 completed with New Dark Pipes 1200 0 counterpart funds Zhongxing Street 400 513 West Xiangguang Road 600 339 completed with Nanxing Street 2500 0 counterpart funds completed with Kuangling River Upper Extension 3500 0 counterpart funds completed with Foundry Bridge Upstream 4000 0 counterpart funds Wanjia River 1000 1005 Lengjiagou Upper Extension 500 569 Lengku Canal 1200 1323 Tiexi Canal 800 1270 Subtotal 23300 12348 New Stormwater Pipelines 2 Quantity Feasibility Study Detailed Construction Content Notes Report Design Length (m) Length (m) Tengfei Road 4300 4831 Limin Road 1700 1633 New Rain 1700 1965 Shuian Street 1700 1281 Zhongxing Street 900 1662 Xiangguangxi Road 600 730 completed with the Nanxing Street 1600 0 counterpart funds Subtotal 12500 12102 New Stormwater Open Channels Cold Storage Open Channel 2100 1164 Tiexi 2500 2169 Kuangling River Upper Extension 3500 3498 Foundry Bridge Upstream 4000 4069 Wanjia River 3000 3131 Lengjiagou Upper Extension 1000 559 Subtotal 16100 14590 2. The construction content was reduced during the detailed design phase. As can be seen from the table above, the length of the new sewage pipelines, stormwater pipelines and stormwater open canals planned at the feasibility study stage has been greatly reduced by 11, 0.4, and 1.51 km, respectively. This is mainly because some of the pipeline construction has been completed with the counterpart funds along with the construction of the urban roads or flood control works of other projects. At the same time, at the detailed design stage, the length of the pipeline is designed according to the actual survey data, and the estimated value of the feasibility stage is modified. The resettlement due diligence has been carried out for 4 sewage pipelines and 1 stormwater pipeline built with counterpart funds in the above table. See Annex 1: Resettlement Due Diligence Report for details. D. Impacts of land acquisition and house demolition 1. Comparison of impact scope According to the draft Resettlement Plan, the impact of resettlement from the sewer/stormwater network and the stormwater canal included temporary land acquisition from the sewer/stormwater network and permanent land acquisition from the stormwater canals but does not involve house demolition. The sewer/stormwater network will be piped 3 along the side of existing roads and will be excavated and restored on state-owned road construction area. Therefore, the temporary land occupation does not involve collective lands and will not affect any individual households. The restoration of the temporary land shall be the responsibility of the civil works contractor, and the costs are included in the civil works contract. The civil works contractors are responsible for road restoration when the sewer/stormwater pipes are installed. For the stormwater open channel construction, only the new extension section of the Lengjiagou Upper Extension Canal will be constructed on rural collective land and involve permanent land acquisition, but not involve contracted farmland. At the same time, some collective land will be occupied temporarily. According to detailed design and resettlement detailed measurement survey, the contract will occupy 176.99 mu land temporarily, including 5.86 mu collective-owned land and 171.13 mu state-owned land; and acquire 6.07 mu collective land permanently. The impacts have been reduced from 240 mu temporary land occupation and 18 mu land acquisition in the RP respectively. In addition, 1066.42 m2 of residential houses will be demolished with 9 households and 39 people affected, which are newly added compared with the RP. The changes of permanent and temporary land acquisition in the Resettlement Plan and the detailed design are shown in the table below: 4 Resettlement Plan Detailed Design Construction Permanently Temporary Affected Permanently Temporary Affected Affected Affected Affected Affected Content Acquired Land Occupied Households Acquired Land Occupied Households / Household Person Households Person (mu) Land (mu) / Person (mu) Land (mu) Person New Sewage Pipelines Tengfei Road 0 0 0 42 0 0 0 42.60 Limin Road 0 0 0 15 0 0 0 12.37 New Dark 0 0 0 9 0 0 0 0 Pipes Zhongxing 0 0 0 3 0 0 0 3.85 Street Pipes are Xiangguangxi laid along Pipes are laid 0 0 0 4.5 the 0 0 0 2.54 Road along the road roadside, side, which do Nanxing which do 0 0 0 18.75 0 0 0 0 not involve Street not involve permanent land permanent Kuangling acquisition and land house River Upper 0 0 0 37.5 acquisition 0 0 0 0 demolition. 2021 5th International Conference on Economics, Management Engineering and Education Technology (ICEMEET 2021) Research on the Development of Tourism Industry in Resource-Based City Jixi Zhang Mao College of Economics and Management, Heilongjiang University of Technology, Jixi, Heilongjiang, 158100, China Keywords: Tourism industry, Resource-based city, Jixi Abstract: Resource-based cities refer to cities that rely on natural resources in the process of social and economic development. The main industries are the development of natural resources and the primary processing industry. These industries are usually non-renewable, so such cities are called resource-based cities. Resource-based cities have the characteristics of simple development of industrial structure, usually only pay attention to economic growth, often neglect the development of the protection of the ecological environment and the development of natural resources, when natural resources are exhausted, the local economy, economic recession, natural ecology Will be irreundered, resulting in ecological imbalance, hindering the development of socio-economic activities, which makes the advantageous resources of resource-based cities in development unlimited use of exhaustion, and gradually develop into resource depleted cities. 1. Introduction (1) Excessive consumption of resources Like all resource-based cities, Jixi excessively pursues economic growth in the long-term resource development process, and exchanges excessive consumption of resources for temporary economic benefits, and pays huge resources and environmental costs. Mine development and production activities occupy a large area of land, most of which is forest land or cultivated land. The black soil contaminated by coal accumulation will make the fertile black soil unusable for agricultural production or ecological land.
