This has in turn augmented this power and made it extremely difficult for the state to direct economic and social policy. Capital and foreign exchange controls have everywhere been scrapped; regulations which protected jobs, consumers and the environment; subsidies which benefited the lowest strata of both the urban and rural masses have all gone, as have trade restrictions meant to protect local industries and increase government revenue. These processes have now attained the sanctity of international law through the instrumentality of such institutions as the World Bank Group and WTO and its trade negotiation rounds that have produced GATS, TRIPs, etc. The frontiers of the state have indeed been rolled back. These processes have produced a massive growth in international trade, foreign direct investment flows and unprecedented wealth. Yet they have not led to general prosperity across the world, particularly in poor countries such as Tanzania. On the contrary, general impoverishment comes as an integral part of a global economic order in which an ever-shrinking arrogant officer class , to use the phrase of an eminent British author, lives in affluency.

Mr. Speaker, I beg to move that this esteemed House now resolves to debate and approve Government proposals for Revenue and Expenditure estimates for the Financial Year 2003/04. The Government budget has been consolidated into four volumes. Volume one presents revenue estimates, volumes two and three contain recurrent expenditure estimates for ministries, government departments, and regions, including urban and district councils. The fourth volume contains the development expenditure estimates for the ministries, government departments, regions, and councils. In addition, there is the 2003/04 Finance Bill. 2.     COUNTRY REPORT Tanzania Comoros At a glance: 2001-02 OVERVIEW The ruling Chama Cha Mapinduzi (CCM) party was victorious in the mainland presidential and parliamentary elections held on October 29th. Voting was judged to have been peaceful and fair. However, the Zanzibar poll was chaotic, so much so that voting was annulled in 16 of the 50 constituencies. The Zanzibar Electoral Commission refused to rerun the entire election, but announced new voting in the 16 constituencies. Anti- government demonstrators clashed with riot police following the decision not to rerun the entire election, and opposition parties refused to participate in the partial rerun. Substantial real GDP growth is forecast during the outlook period, driven by strong growth in agriculture and expansion in the mining, manufacturing and tourism sectors. Exports and imports are both set to rise during the forecast period, with the current-account deficit narrowing between 2001 and 2002. Inflation is predicted to continue its downward trend. Key changes from last month Political outlook • The prospect of further violence is likely, as Zanzibar awaits the rerun of voting in the 16 constituencies where polling was annulled. Economic policy outlook • Economic policy continues to be led by the IMF poverty reduction and growth facility. Kwa kuzingatia mamlaka hayo ya kikanuni, Mheshimiwa Spika, aliunda Kamati ya pamoja na kuipa majukumu rasmi ya kuchambua, kutoa maoni na mapendekezo kuhusu Muswada wa Mapitio na Majadiliano kuhusu Masharti Hasi katika Mikataba ya Maliasili za Nchi wa Mwaka 2017 [The Natural Wealth and Resources Contracts (Review and Re-Negotiation of Unconscionable Terms)] Bill, 2017 iliyowasilishwa Bungeni tarehe 29Juni, 2017.
