Some sections of the media were even calling the events “Tanzania’s Tsunami!” President Kikwete addessing the CCM congress in Dodoma What happened? A summary 1. In July as all the political parties were having difficulty in choosing their candidates for the presidency, the ruling Chama cha Mapinduzi (CCM) party decided to steal a march on the others by bringing forward their own selection process and forcing the other parties to do the same. 2. It seemed as though almost everyone who is anyone wanted to become president. A total of no less than 42 CCM leaders, an unprec- edented number, registered their desire to be the party’s presidential candidate. They included former prime ministers and ministers and many other prominent CCM officials. 3. SWAHILI FORUM 18 (2011): 37-68 MAZUNGUMZO NA ADAM SHAFI JUU YA UANDISHI WAKE WA RIWAYA ADAM SHAFI & LUTZ DIEGNER Adam Shafi aliyezaliwa mwaka 1940 kisiwani Unguja ni mmojawapo wa waandishi mashuhuri wa riwaya ya Kiswahili. Hadi leo hii riwaya zake nne zimechapishwa, kuanzia Kasri ya Mwinyi Fuad (1978), riwaya iliyotafsiriwa kwa Kifaransa na Kijerumani, na Kuli (1979), hadi Haini (2003), riwaya ya kisiasa juu ya kipindi cha utawala wa kabla na baada ya kifo cha Rais wa kwanza wa Zanzibar, Abeid Karume (1972). Riwaya yake Vuta N'kuvute (1999) iliyoanza kutumika mashuleni tangu miaka kumi iliyopita ilisifiwa na kushangiliwa sana na wataalam, wanafunzi na wasomaji kwa ujumla. Riwaya yake ya kitawasifu Mbali na Nyumbani inayosimulia safari zake za miaka sitini kutoka Unguja hadi Ulaya ipo mitamboni. Hivi sasa mwandishi yumo mbioni kukamilisha muswada wa riwaya yake ya sita iitwayo Mtoto wa Mama. Aliwahi kuwa mwenyekiti wa Umoja wa Waandishi wa Vitabu Tanzania (UWAVITA) na wa Baraza la Maendeleo ya Vitabu Tanzania (BAMVITA). Miongoni mwa tuzo nyingine alizopewa ni Tuzo ya Zeze ya Mfuko wa Utamaduni Tanzania mnamo 2002. Mbali na uandishi, Adam Shafi aliwahi kufanya kazi mbalimbali za uandishi wa habari na kazi za ushirika wa kimataifa. Ni mkalimani na mfasiri kwa Mahakama ya Kimataifa ya Jinai ya Den Hague, Uholanzi, na mashirika ya kutetea haki za binadamu. Amechangia mengi katika kutunga kamusi kadhaa, ikiwemo Kamusi ya Kiswahili ya Karne ya 21 (2011). Anaishi Unguja na Dar es Salaam. Mazungumzo tunayoyatoa hapa yana historia ndefu kidogo. Kwa mara ya kwanza tulikutana mwezi wa saba, mwaka 2003 huku Ujerumani, mwandishi alipoalikwa na Akadamia ya Kievangeliki, Iserlohn, tukaendelea na mazungumzo yetu nyumbani kwake Upanga, Dar es Salaam, mwezi wa kumi na mbili mwaka ule ule. -

The power and mobility of finance capital has created the conditions under which rapid scientific and technological change has taken place. This has in turn augmented this power and made it extremely difficult for the state to direct economic and social policy. Capital and foreign exchange controls have everywhere been scrapped; regulations which protected jobs, consumers and the environment; subsidies which benefited the lowest strata of both the urban and rural masses have all gone, as have trade restrictions meant to protect local industries and increase government revenue. These processes have now attained the sanctity of international law through the instrumentality of such institutions as the World Bank Group and WTO and its trade negotiation rounds that have produced GATS, TRIPs, etc. The frontiers of the state have indeed been rolled back. These processes have produced a massive growth in international trade, foreign direct investment flows and unprecedented wealth. Yet they have not led to general prosperity across the world, particularly in poor countries such as Tanzania. On the contrary, general impoverishment comes as an integral part of a global economic order in which an ever-shrinking arrogant officer class , to use the phrase of an eminent British author, lives in affluency. -
Parliamentary Oversight of Defense and Security: the Tanzania
PARLIAMENTARY OVERSIGHT OF DEFENCE AND SECURITY IN TANZANIA’S MULTIPARTY PARLIAMENT Mwesiga Baregu Introduction In 1992, the Parliament of the United Republic of Tanzania enacted the Political Parties Act, which reinstated multipartism in Tanzania’s politics. This was after nearly 30 years of constitutional single-party rule that was formally established in 1964, following a failed military coup attempt. The process of proscribing competing political parties and the muzzling of the autonomous civic organi- sations had, however, been evolving from the early days of independence under the aegis of the Tanganyika African National Union (TANU), which was bent on creating national unity to promote development. Rationalising this trend, Mwalimu Nyerere argued at the time that in order for the twin objectives of nation building and economic development to be effectively pursued and achieved “… there is as much need for unity as was required during the struggle for independence. Similarly there is no room for difference”.1 The country now has 14 registered political parties, five of which are variously represented in Parliament. During this period of single-party rule parliamentary business as a whole was dominated and manipulated by the ruling TANU party in the 1960s and its successor Chama Cha Mapinduzi (CCM) from the mid-1970s, until the advent of multipartism in 1992. This was also a time during which Julius Nyerere, the ‘Father of the Nation’, almost single handedly directed the affairs of state and party as president and chairman, respectively. It was particularly the time when the separation of powers and checks and balances between the executive, the judiciary and the legislature were quite tenuous under party supremacy, implementing a policy of ‘socialism and self-reliance’. -
