What is the importance of statistics in your daily life? “Statistical information is very important as it helps a person to do things in an organizational way with greater precision unlike when one does not have. In my business, for example, statistics help me know where I can get raw materials, get to know the number of my customers and help me prepare products accordingly. Indeed, the numbers show the trend of my business which allows me to predict the future. My customers are both locals and foreigners who yearly visit the region. In June every year, I gather information from various institutions which receive foreign visitors here in Dodoma. With estimated number of visitors in hand, it gives me ample time to prepare products for my clients’ satisfaction. In terms of my daily life, Statistics help me in understanding my daily household needs hence make proper expenditures.” Mr. Kulwa James Zimba, Artist, Sixth street Dodoma.”. The power and mobility of finance capital has created the conditions under which rapid scientific and technological change has taken place. This has in turn augmented this power and made it extremely difficult for the state to direct economic and social policy. Capital and foreign exchange controls have everywhere been scrapped; regulations which protected jobs, consumers and the environment; subsidies which benefited the lowest strata of both the urban and rural masses have all gone, as have trade restrictions meant to protect local industries and increase government revenue. These processes have now attained the sanctity of international law through the instrumentality of such institutions as the World Bank Group and WTO and its trade negotiation rounds that have produced GATS, TRIPs, etc. The frontiers of the state have indeed been rolled back. These processes have produced a massive growth in international trade, foreign direct investment flows and unprecedented wealth. Yet they have not led to general prosperity across the world, particularly in poor countries such as Tanzania. On the contrary, general impoverishment comes as an integral part of a global economic order in which an ever-shrinking arrogant officer class , to use the phrase of an eminent British author, lives in affluency. -

Policy Brief: TZ.11/2010E Did they perform? Assessing fi ve years of Bunge 2005-2010 1. Introducti on On July 16th 2010, following the completi on of the 20th session of the Bunge, the President of Tanzania dissolved the 9th Parliament. This event marked the end of the term for Members of Parliament who were elected during the 2005 general electi ons. Now that the last session has been completed it allows us to look back and to consider how MPs performed during their tenure. Did they parti cipate acti vely and represent their consti tuencies by asking questi ons and making interventi ons, or were they silent backbenchers? The Bunge is the Supreme Legislature of Tanzania. The Bunge grants money for running the administrati on and oversees government programs and plans. The Bunge oversees the acti ons of the Executi ve and serves as watchdog to ensure that government is accountable to its citi zens. To achieve all this, Members of Parliament pass laws, authorize taxati on and scruti nize government policies including proposal for expenditure; and debate major issues of the day. For the Bunge to eff ecti vely carry out its oversight role, acti ve parti cipati on by Members of Parliament is criti cal. MPs can be acti ve by making three kinds of interventi ons: they can ask basic questi ons, they can ask supplementary questi ons and they can make contributi ons during debates. This brief follows earlier briefs, the last of which was released in August 2010. It presents seven facts on the performance of MPs, including rati ng who were the most acti ve and least acti ve MPs. -
