A- 41 Introduction The Educational Facilities Master Plan (EFMP) is a long-range (ten year) planning document that is produced annually. Within the document are analyses of Washington County communities, the physical and functional state of each school facility, and student enrollment trends. This data is then used to create a plan for facilities that meets the needs of Washington County Public Schools (WCPS). This plan helps inform the public, and various county and municipal officials, about the short- and long-range needs for school facility improvements, including the prioritization of the identified needs. The approved plan is sent to the Maryland Department of Planning for review and comment. Implementation of the plan is accomplished through the subsequent development of an annual Capital Improvement Program (CIP) request for funding which mirrors the plan set forth in the EFMP, and is submitted to both the county and state governments for project funding approval. The CIP request includes both the current funding year, as well as the next five (state) to ten (local) years of estimated funding needed to accomplish the master plan. This 2020 EFMP has also taken into account the impact that the COVID-19 pandemic may have on local and state government revenues by delaying the start of some major school replacement projects by one fiscal year and instead focusing on a number of systemic replacement projects. As events unfold over the next year and beyond, the plan will continue to evolve to ensure that the most critical and affordable facility needs are met. The plan is developed in accordance with the guidelines set forth in the Maryland Public School Construction Program’s Administrative Procedures Guide (COMAR 14.39) and contains the following chapters: Chapter 1 – Goals, Standards, and Guidelines: This chapter details Board of Education of Washington County policies, regulations, and procedures that have an impact on, and which are vital to, the understanding of the facility needs of WCPS. Chapter 2 – Community Analysis: This chapter investigates various demographic, economic, and land development trends in each of the seven high school educational service areas in Washington County. Chapter 3 – Inventory and Evaluation: This chapter details the current conditions and status of the existing inventory of school facilities. Detailed within this section are school capacities, ages, and descriptions of major mechanical, electrical, life safety, and building envelope systems. An assessment of the physical and functional condition of each school is included. Chapter 4 – Enrollment Data: This chapter discusses ten-year enrollment projections on a countywide and school-by-school basis. Introduction, Basic Parameters and Assumptions 1 Chapter 5 – Facility Needs Analysis: This chapter uses the information presented in the first four chapters to form a master plan of facility needs for the next ten years. A calendar of large capital projects is included, as well as lists of the major and systemic renovation projects proposed for the next ten fiscal years. The information in Chapter 5 will be used to develop the Fiscal Year 2022 CIP request. Appendices: Various exhibits referenced throughout the document are included in the appendices. Introduction, Basic Parameters and Assumptions 2 Basic Parameters and Assumptions The following list of parameters and assumptions provide the framework within which the recommendations contained in this plan were made: Enrollment projections have been revised based on actual September 30, 2019 enrollment, and serve as a foundation for the development of the master plan. The 2019 EFMP, the current status of the FY2021-FY2031 Capital Improvement Program funding requests, and contributions from staff, citizens, and the Washington County government were considered as the 2020 EFMP has been developed. The timing of capital projects are planned in such a way as to maximize the availability and approval of state funding. Both the physical and functional attributes, along with the age of each facility are studied in determining the need for building system renewal, renovations, additions, modernizations, or replacement of facilities. As a facility reaches 50 years in age, it should be considered for a complete renewal or replacement to ensure the best, up-to-date learning environment is provided for students. Unless serious health, safety, code, or program deficiencies exist, provision for capacity takes priority over renovation projects where no additional capacity is planned. The construction of a new school is justified in part via the comparison of enrollment and capacity data of geographically clustered schools. In order to receive maximum state funding, it must be demonstrated through enrollment projections that the capacity of these

The purpose of the draft is to assign amateur baseball players to major league teams. The draft order is determined based on the previous season's standings, with the team possessing the worst record receiving the first pick. Eligible amateur players include graduated high school players who have not attended college, any junior or community college players, and players at four-year colleges and universities three years after first enrolling or after their 21st birthdays (whichever occurs first). From 1966-1986, a January draft was held in addition to the June draft targeting high school players who graduated in the winter, junior college players, and players who had dropped out of four-year colleges and universities. To date, there have been 1,170 Maryland players selected in the First-Year Player Drafts either from a Maryland High School (337), Maryland College (458), Non-Maryland College (357), or a Maryland amateur baseball club (18). The most Maryland selections in a year was in 1970 (38) followed by 1984 (37) and 1983 (36). The first Maryland selection was Jim Spencer from Andover High School with the 11th overall selection in the inaugural 1965 June draft.
