Years of political instability and civil strife had taken their toll. Light manufacturing, and especially garments, once a mainstay of the economy, had all but disappeared. The garment industry, which employed over 100,000 people in the late 1980s, employed barely 25,000 by 2009. By 2009, the Haitian Government and the donor community had recognized the need to jump-start the economy, with garment manufacturing as one of the pillars of growth. New trade preferences granted by the United States under the Haitian Hemispheric Opportunity through Partnership Encouragement (HOPE) Act had created new interest on the part of potential foreign and domestic investors, though they faced a critical constraint in the lack of serviced industrial land, without which they could not set up their factories. Several donor organizations recognized this need, and the Inter-American Development Bank (IDB), together with the World Bank/IFC took a particular interest, the World Bank/IFC seeking to develop a new generation of industrial parks along a Special Economic Zone (SEZ) model and the IDB pushing for the rapid development of facilities under existing legal and regulatory regimes. A variety of industrial park and free zone projects were conceived, mostly undertaken by private promoters, though some had implicit expressions of interest from donors. The earthquake, in addition to creating a huge humanitarian crisis, further aggravated the economic crisis. Though most of the garment industry escaped without significant damage, the need for an economic base for national recovery became even more acute. Humanitarian assistance, though it could relieve much immediate suffering, could not help Haitians become self-supporting. Only job-creating investment could do that. Following the earthquake, the U.S. Congress passed the Haiti Economic Lift Program (HELP), which expanded some of the trade preferences granted by HOPE I and HOPE II, and extended their validity to 2020. Just as the successive HOPE Acts had done previously, HELP gave some urgency to the push to mobilize investment in garment manufacturing, since even on an accelerated schedule, it would likely be two to three years before an industrial park could be built and garment manufacturers could set up their factories and begin to export. The earthquake also highlighted the vulnerability of Port au Prince; the growth and density of the population had already put tremendous stress on fraying infrastructure, which the earthquake then partly destroyed. Many urban dwellers moved to the rural areas to be close to family and safe from further tremors, while many migrated north to the environs of Cap Haïtien. The northern region is no less geologically active than Southern Haiti, and is also more exposed to hurricanes, but the Government is actively encouraging this migration. The IDB, in collaboration with the CTMO-HOPE Commission and the Ministry of Finance, has commissioned this study to assess the potential for creation of an industrial park in the Départements du Nord and du Nord-Est.

Although these lizards are xerophilic, their dorsal color and pattern are not always pale as is typical of desert lizards. Seven subspecies are recognized on the main island and another on De de la Gonave. These differ in color, pattern, and scutellation, and at least two are apparently widely disjunct from other populations. Two Dominican and two Haitian populations are left unassigned subspecifically, primarily due to inadequate samples. On the Greater Antillean islands of Hispaniola, Cuba, and Puerto Rico is a complex of anoles which have come to be called" grass anoles" due to their habitat. The head and body shapes, as well as their very elongate tails, make these anoles conform to the shapes of blades of grass, although they are not rigidly restricted to this sort of physical situation.

    WATER RESOURCES ASSESSMENT OF HAITI August 1999 Haiti Dominican Republic US Army Corps of Engineers Mobile District and Topographic Engineering Center Water Resources Assessment of Haiti Executive Summary Haiti is one of the most densely populated countries in the world and one of the poorest in the Western Hemisphere. The population has already outstripped domestic food production, and it is estimated that the population will be 8 million by the year 2000. One-third of the population lives in the Département de l’Ouest where Port-au-Prince is located. Heavy migration from rural areas to towns and cities occurring over the past decade has adversely affected the distribution of the water supply. Access to water and sanitation facilities is inadequate, contributing to poor living conditions, disease, and a high mortality rate. In 1990 only 39 percent of the 5.9 million residents had adequate access to water and only 24 percent to sanitation. The lack of potable water for basic human needs is one of the most critical problems in the country. Given the rainfall and abundant water resources, there is adequate water to meet the water demands, but proper management to develop and maintain the water supply requirements is lacking. However, the water supply sector is undergoing complete transformation. Although currently there is no comprehensive water policy, progress is being made towards establishing a national water resources management policy. Numerous agencies and non-government organizations (NGO’s) are working to provide water, many of which conduct their missions with little or no coordination with other agencies, which creates duplication of work and inefficient use of resources.

These aspirations have long been thwarted by political instability, a culture of endemic corruption, and centralization of power and resources within the central government in Port-au-Prince to the detriment of rural communities and populations. All of these factors have contributed to poor resource mobilization, inadequate investments, limited development and a chronic lack of basic public services for all Haitian citizens. Since July 2019, fuel shortages, protests, and restricted movements of the population have further exacerbated the country’s fragile economic situation. Funded by the U.S. Agency for International Development (USAID), the Supporting the Efficient Management of State Resources (GERÉ) project is a three-year project conceived from lessons learned with previous governance sector projects. GERÉ will assist the Haitian Government, both at the central and local levels, to improve good governance, transparency, accountability, decentralization and citizen participation. This will contribute to helping the Haitian government become more transparent and responsive and improve its public service delivery in healthcare, education, agriculture, energy, and modern and sustainable infrastructure.
