If you look at just this one function in terms of Complete Streets policy, the Roadway Design office addresses the needs of the customer (road user) and designs facilities to match those needs (Sales if you will). OK, the needs may have been one-sided in the past, but Complete Streets policy was adopted in 2014 and implementation will take time. Now take a look at the FDOT Safety office.
