Background 1.1 Falkirk Council, like many local authorities, is strongly opposed to the closure of post offices in the Falkirk Council area. The Council recognises the important social function that post offices have, and that for many individuals in our communities, the post office functions as the main village or local shop. These facilities are used largely by elderly people, people with young children and those with mobility problems to purchase essential items. 1.2 The Council has for a number of years used post offices to provide services such as rent collection etc. Since 1979, Falkirk Council has supported the local area Post Office Network through the facility for tenants to make payment of rent at post offices. This was extended to include council tax payments in 1996. Our contract is with the Alliance & Leicester. Payments are made through a service known as 'BillPay'. Payments are made using plastic payment cards issued by Falkirk Council which can be used to pay rent and/or council tax at the Council's One-Stop-Shops and any post office in the UK. This method of payment is 1 of 7 options that are available to our customers. 1.3 As a result of the development of more efficient and convenient methods of payment, e.g. by Direct Debit, via the Web and by telephone, and the reduction in the Council's housing stock through the right to buy, the number of payment transactions made at post offices has reduced year on year over the past 10 to 15 years.

In 2009 the Grangemouth Moray site recorded 65 exceedances. This is greater than the 35 allowed by the objective. All SO 2 monitors outside the AQMA met the 15-minute objective, with all sites meeting the hourly and daily SO 2 objectives. A breach of the 2010 annual PM 10 objective was recorded at the Falkirk West Bridge St site in 2009. This result will be used in the Falkirk Town Centre Further Assessment. Therefore the Council will wait for this report to be completed before considering whether to adjust the current AQMA. Since the 2009 USA the Council has declared three AQMAs for NO 2, two are in Falkirk Town Centre and one in the Haggs and Banknock area. In addition, the Banknock area near Cowdenhill Quarry remains subject to a Detailed Assessment for PM 10 . An Action Plan update for the Grangemouth AQMA is given. The Council continues to work on the measures outlined in the plan. In addition, a statement by INEOS about their tail gas treatment and other SO 2 emission reduction work is also included in this report.

Their powers to hear offences against neighbourliness gradually evolved into modern planning and building control regulations. From 1862 Town Councils were permitted to set up Dean of Guild Courts and from 1892 all town councils were required to set up Dean of Guild Courts. The Dean of Guild Courts had powers to impose conditions relating to public health under the 1862 Police Act. County Councils had similar powers from 1889. Scope and Contents Building warrant files, building warrant application registers and annotated Ordnance Survey maps, for the geographical area formerly administered by Stirling County Council and now administered by Falkirk Council. Building warrant files contain the plans, petitions (ie applications), completions certificates, correspondence and related papers submitted to the local authority for permission to build or to make structural alterations to domestic and public buildings under successive building control and building standards legislation. The Registers provide a summary list of applications and their outcome. Arrangement Stirling County Council building warrants from c 1900-1964 were separated into geographical areas and this order has been maintained. The red area covers the south and east of the former County of Stirling, including Shieldhill, Polmont and the Braes. The yellow area covers the areas around Bonnybridge, Denny and Dunipace. The blue area covers Airth, Larbert and Stenhousemuir. However it should be noted that some building warrant files were put into the “wrong” colour-coded area and there has been no attempt to correct this.

This part contains a list of the maps and plans held by the firm of Russel & Aitken. Maps & plans The plans held by Russel & Aitken were either related to work on behalf of clients (such as property transactions, sequestrations and boundary disputes) or were related to the property and mineral rights and interests of members of the Aitken and Russel families. Most of these were separated from the legal papers and while it is possible to make connections to some surviving papers, these maps and plans have been retained in a separate series. Note on custodial history and arrangement The maps and plans consist of two separate deposits. Description of the site The Firth of Forth Site of Special Scientific Interest (SSSI) covers the coastline stretching from Alloa along the Fife coast as far as Crail and along the Falkirk and Lothian coast to Dunbar. The site is important for the variety of coastal habitats which are found. The estuary west of the Forth Bridges contains extensive invertebrate-rich intertidal mudflats which provide feeding grounds for nationally and internationally important numbers of wintering and migratory birds. Most of these are waders but there are also large numbers of wildfowl, particularly shelduck and pink-footed geese. Behind these mudflats are often saltmarshes which, as well as supporting scarce plants and providing feeding and roosting grounds for birds, are also a natural coastal defence, absorbing the impact of waves. The 2003 site condition monitoring (SCM) assessment of the saltmarsh found the feature to be in an unfavourable condition; however, this was largely due to the survey methodology used as the vast majority of the feature is actually in favourable condition.

Police Report On behalf of PC Christopher Morrison, PC Matt Newall presented the latest report. The period covered was from 16th May to 20th June 2018 and identified 7 reported crimes / offences in the area. These included drink driving, drug driving, threatening and abusive behaviour, possession of cannabis, fraud and theft. There had been 86 calls to Police from Airth in this period. The majority of these related to road traffic matters and also to antisocial behaviour, missing persons, trees on the road and suspect persons. During May 2018 Police Scotland ran Operation Monarda to raise awareness and tackle doorstep crime. Of note, the fraud mentioned above relates to an incident whereby the victim received a phonecall pretending to be from BT. The victim was convinced to allow remote access to her laptop and resulted in £18000 being transferred from her bank account. PC Newall urged caution and advised those present to highlight this threat to as many people as they can. From the previous meeting, the incident of fly tipping at Higginsneuk has resulted in a crime report being raised and a named suspect identified.
