MINUTES OF THE FARWAY PARISH COUNCIL MEETING th HELD ON TUESDAY 14 MARCH 2017

1. PRESENT: Cllrs. S. Snell (Chairman), L. White, S. Kastner, S. Loud, S. Tucker. Jenna Baily (Clerk). Cllr G. Godbeer (EDDC)

2. MINUTES OF PREVIOUS MEETINGS th th The minutes of the last parish council meeting held on 17 January 2017 (Council) and Monday 27 February 2017 (Planning) were approved and signed by the Chairman.

3. CORRESPONDANCE Greater Exeter Strategic Plan Consultation (Issues) The Local Authorities for , Exeter, Mid Devon and Teignbridge in Partnership with DCCC are working together to prepare a Great Exeter Strategic Plan (GESP). This formal document will provide the overall spatial strategy and level of housing and employment land to be provided up to 2040. More information is available from the clerk, or visit www.gesp.org.uk . Within this plan a call for sites is running from 27 Feb 2017 – 10 April 2017. This is open to anyone wishing to promote land for housing or economic development within the Greater Exeter area. More information is available on www.gesp.org.uk/call-for-sites

Royal British Legion – Branch – Appeal for Help / Support The Royal British Legion Honiton Branch is making an urgent appeal for help to prevent its possible closure later this th st th year. The branch is calling for new members, information stands will be on March 25 – Tescos, 1 April and 13 May– High Street (St Pauls Church). Clerk has more information if required.

Community Defibrillator Awareness Campaign Poster received promoting defibrillators. Parish Council felt an accessible defibrillator in the village would be good. Clerk to look into more detail (prices / access / nearest current location / joint with etc).

Electoral Review of East Devon th Email dated 9 February 2017, advising that the electoral arrangements for Farway will not change because of EDDC recommendations. More information is available from Parish Clerk or visit www.lgbce.org.uk . The rd consultation closes on 3 April, so still time to have your say.

4) MATTERS ARISING Update on Community Land Trust (CLT) No specific update. The CLT require Farway £40 contribution, this was agreed.

Parishes Together Funding 2015/2016 – Farway Ditch and Drainage Grant st Granted £226.60, money to be spent by 31 March 2017. Further to previous minutes, Burnell Plant to utilise funds as necessary, clearing ditch/drains. Previously discussed ball hill, netherton (bottom of ball hill). Steve Snell to liaise with Nigel Burnell and get an invoice before the end of March.

Parishes Together Funding 2016/2017 – Joint Project with Northleigh, , Colyton Granted £3510 between all, money to be spent by 31 July 2017. Further to previous minutes, requirement from Farway for this venture is still to dig out the ditches along the road – Moneyarce to Woodbridge taking the hedges back to the concrete channels. Nigel Burnell has met with Ken Clifford who is running the project. It is hoped the work will be done in June 2017.

Road Plainings at Moneyarce Cllr Loud agreed he would spread these planings again in the pull in’s along Moneyacrce road.

Post Box in Farway Village Royal Mail have confirmed that the Farway Post Box is part of the Royal Mail 2017-2018 repainting schedule. Question if this includes the post box at Church Green. Clerk to find out.

Farway Ford – Potholes / Repointing / Bridge Repainting Following the last Parish Council Meeting, an email and photos were sent to Cllr Randall-Johnson regarding the poor quality patch repair in the Ford. Cllr Randall-Johnson forwarded this onto Highway Engineer Mike Brown, and asked that he look into reinstating the old cobbles (during appropriate weather). As we have heard nothing since, Clerk to follow up.

The two potholes before the ford / cobbles also need attention and reporting.

It was decided to review the bridge re-painting at the next meeting. Item to therefore remain on the agenda.

Chapter 8 Training Mr Nigel Cleaver has kindly agreed to be the Road Warden for Farway. An application has been submitted and he is currently on the wait list for the Chapter 8 training. Once training completed, the Road Warden can undertake repairs / maintenance on the roads.

5) FINANCIAL REPORT Bank Account Balance at 01 March 2017: £3,754.21 Statements do not show the £1000 cheque for the Village Hall heating to have been drawn yet.

Payments approved; DALC Membership: £59.01 Clerk Expenses £79.05 CLT contribution £40.00

6) REPORT FROM EDDC Cllr Godbeer gave an update on some performance figures from EDDC in January 2017. 48% of waste is now recycled (January) so this may have gone up since. The grey bins now go to the incineration plant at Marsh Barton. Cardboard recycling is hopefully coming to our area Spring / Summer this year. EDDC have agreed to start a building company as part of the housing team to try and capture/assist the middle market. DCC elections are in May. Helen Parr will be standing for election for DCC in this area.
