National Planning Policy Framework 2012 Paragraph 55 Requires that to promote sustainable development in rural areas ... “Local planning authorities should avoid new isolated homes in the countryside unless there are special circumstances” This underscores West Devon Borough Council Local Development Framework Core Strategy DPD (2006 – 2026) Strategic Policy 5 defining that housing in the countryside will be strictly controlled and only be permitted where there is clear essential agricultural, horticultural or forestry need can be demonstrated in addition to West Devon Borough Local Plan Review 2005 saved Policy H31 restricting residential development outside the defined limits of settlements. While it is noted that the application is for the replacement of a derelict former dwelling, in applying the common law test to establish whether a dwelling has been abandoned, the former dwelling in this case is reasonably considered to be, as a matter of fact and degree, abandoned. -

REPORT BY MRS S SQUIRE, PARISH CLERK, ON ATTENDANCE AT A MEETING ON THURSDAY, 20 AUGUST 2015 AT THE GUILDHALL, BARNSTAPLE ORGANISED BY BARNSTAPLE TOWN COUNCIL TO LOOK AT POSSIBLE WAYS OF MANAGING GRASS AND VERGE CUTTING DUE TO A REDUCTION IN THIS CARRIED OUT BY DEVON COUNTY COUNCIL. Mr Will Austin, Barnstaple Town Clerk introduced himself and said that the invitation to the Meeting had been extended to all Parish and Town Clerk’s in the North Devon Council area. Five Clerks were present, representing South Molton Town Council, Braunton Parish Council, Fremington Parish Council, Mr T Squire representing Atherington, Bishops Tawton, Bratton Fleming, East & West Buckland and Goodleigh Parish Councils and myself representing Ashford, Berrynarbor, Chulmleigh, East Worlington, Georgeham, Horwood Lovacott and Newton Tracey, Kentisbury & Trentishoe and Romansleigh Parish Councils. A Councillor from Ilfracombe and a Councillor from North Molton were also there. Mr Austin explained that DCC had agreed to hand over verge maintenance in Barnstaple to the Town Council. Barnstaple has a sponsorship scheme in place with DCC which allowed businesses, community groups and individuals to take on green and planted areas. The relevant Licence is obtained and no fee is charged. 21 areas are sponsored in this way, some of which have a sponsorship sign. In connection with the sign, I asked about planning permission which was acknowledged as necessary. Barnstaple Town Council organise this on behalf of the people who have sponsored the particular area as it would be advertising the company or group. Disposal of green waste was discussed at length. Mr Austin advised that North Devon Council charge £50 per van load of green waste to dispose of this which is the responsibility of DCC. -

A Sunday service on 'Zoom' is held at 10.00am each Sunday mainly for the congregations of Mark's 'patch' – the parishes of Newton Poppleford, Harpford, Colaton Raleigh and Tipton St John with Venn Ottery – though anyone with internet access is welcome to join in. Email Mark Ward (as below) to receive the link to join in. Ring a friend if you don't know how to use Zoom – more than half the population have learnt how to use it in the last few months. Mark is planning to follow this each Sunday with a simple said service in St Luke's Church, Newton Poppleford at 11.00am. Of course, this will have to follow the safety rules – hand sanitising on entry and exit, social distancing and wearing of face covering. No singing is permitted, so it won't be 'returning to normal' At present, chairs are set out at 2 metre distancing, so there is only space for some 20 people (depending on how many come as couples or family groups). You'll be welcomed if you do come, but please obey any instructions from the steward, and don't be disappointed if there is not enough room to fit you in safely. Colaton Raleigh Church is open for private prayer a couple of mornings a week – see the notice board on the church gate for updated days and times, and please respect the safety and distancing rules. -

THE FAB LINK LIMITED (BUDLEIGH SALTERTON TO BROADCLYST) COMPULSORY PURCHASE ORDER 2016 The Electricity Act 1989 and The Acquisition of Land Act 1981 FAB Link Limited (incorporated and registered in Guernsey with company number 54637 whose registered office is at Glategny Court, Glategny Esplanade, St Peter Port, Guernsey GY1 1WR) (in this order called "the acquiring authority") makes the following order: 1. Shaping our communities to 2031 Regulation 19 Publication Version February 2015 West Devon - A Leading Rural Council Foreword Welcome to ‘Our Plan’, a new strategic plan for West Devon. Whilst the Core Strategy was a plan for future growth and development to take us from 2006 to 2026, since it was written planning policy has undergone some significant changes as set out in the National Planning Policy Framework (NPPF) and we need to ensure our plans are fit for purpose and in conformity with this national policy. This new plan also has to cover a wider range of issues that go beyond traditional planning policy and it makes more sense to write a new plan rather than try and amend the existing ones. Therefore, ‘Our Plan’ will be the overarching strategic plan for the Borough of West Devon up to 2031. Developing a new plan is always challenging and it is often controversial with different sectors and individuals in our communities understandably seeing things from their own view point. However, we need to remember that we are planning for the communities of tomorrow not just for ourselves today. What we do now will have a significant impact on how people live their lives in West Devon in the future. Our biggest challenge is enabling growth and providing much needed homes and jobs whilst, at the same time, protecting the beautiful place that is West Devon - no mean feat as I’m sure you can appreciate. To do this we have gathered and considered evidence about local need and the views and comments shared by you and a wide range of partners during the process have helped us to shape a plan that we believe takes account of local needs and aspirations. -
