MINUTES OF THE FARWAY PARISH COUNCIL MEETING th HELD ON TUESDAY 17 JANUARY 2017

2. MINUTES OF PREVIOUS MEETINGS th The minutes of the last parish council meeting held on 15 November 2016 (Council) were approved and signed by the Chairman.

3. CORRESPONDANCE EDDC Infrastructure Delivery Plan Review (email from Keith Lane dated 16 Dec, distributed to councillors by email) EDDC adopted its Local Plan in January 2016 setting out the scale and broad location for future housing up to 2031. The Local Plan was supported by evidence on infrastructure capacity known as the IDP (Infrastructure Delivery Plan). An initial draft of the IDP has been made. Councillors are asked to consider several options and questions regarding the development to be built at the main settlement sites between 2016 – 2031. Email dated 16 Dec 2016 outlines full details.

Funding to help Devon Communities be better prepared for flooding (email from Jamie Buckley dated 16 Dec 16, distributed to councillors) Grants of up to £2000 can be applied for, to help be better prepared for flooding. Funding will be given on a first come first served basis.

Highway Community Enhancement Fund (email from Lucy Barrow dated 22 Dec 16, distributed to councillors by email) The aim of this fund is to provide some financial assistance to those who wish to carry out self-help work within communities. The fund isn’t limitless and those signed up to the Road Warden Scheme will received priority application status.

Consultations on new Public Space Protection Order EDDC (letter dated 21 Dec 16) Proposal that dogs must be kept on leads on the highway and on footpaths adjacent to the highway. Also proposals to some minor changes to the seasonal dog exclusions on beaches. And a proposal on prohibition no feeding seagulls on or near beaches. Consultation will run until 31 January 2017. Full details of the consultation can be found on EDDC website along with information on how to respond by email or letter.

Superfast Broadband (email from Andrea Wood, ) A resident from Northleigh is trying to secure better broadband. Neil Parish is offering to put a case to BT Openreach providing they can show enough people want it. If willing to support, they required some statistics. Number of people living in Farway, and number of businesses on broadband.

Cllrs initial thoughts are that the broadband rate through Farway is very variable with some residents getting better speeds than others. Suggestion to send an email to ask people what speeds they are getting and if they are happy with the connection.

Cllr Randall-Johnson gave an update on the superfast broadband contract in Devon. Gigaclear have now been given the contract, and the understanding is that they will roll out in our area in next couple years.

Post meeting update Northleigh Parish are organising to leaflet everyone in Northleigh, Farway and so a combined interest / registration can be put together direct to Gigaclear. It is calculated there are approx. 750 households in all 3 parishes and apparently you need at least 100 to get the supplier to take interest and action.

4) MATTERS ARISING Update on Community Land Trust (CLT) No meeting since last Farway Parish Council meeting.

Parishes Together Funding 2015/2016 – Farway Ditch and Drainage Grant st Granted £226.60, money to be spent by 31 March 2017. As we have put forward to the joint project (below) to clear ditches etc from top of Moneyarce to Woodbridge, it is felt that this money should be put towards other roads. Suggestion is to focus on bottom of Ball Hill also ditch by Netherton. Works could be combined when contractor does works for the funding below. However, deadline dates are fast approaching.

Parishes Together Funding 2016/2017 – Joint Project with Northleigh, Southleigh, Colyton Granted £3510 between all, money to be spent by 31 July 2017. Ken Clifford has agreed to ‘head’ this project and has been in discussion with Cllr Snell. Potential that the funds will be split between parishes and we could get £900 towards the ditches and drainage problems in Farway. However, all is still under review dependant on village priorities which Ken is looking into along with estimates to do the work. All the money will go through Colyton and they will claim back the VAT. Burnell Plant has put in an estimate to do the works. Requirement from Farway is still to dig out the ditches along the road, taking the hedges back to the concrete channels.

Road Plainings at Moneyarce A load of road plainings have been delivered in a pull-in along Moneyarce road (near school). Unsure if they are actually for Farway Parish Council to spread. Cllr Randall-Johnson to find out before we go ahead and use them again in pull-ins.

Post Box in Farway Village Needs re-painting. Clerk to continue to research and speak to Royal Mail.

Grit Bins From Locality Budget funding – kindly delivered and in place. The grit bin at the top of Warren Hill needs putting back in place.

Farway Ford Pothole The big pothole in the ford has been repaired, but only with tarmac, no repair or replacement of the granite stones. Councillors and members of the public expressed disappointment with this repair. Cllr Randall-Johnson suggested to feedback concerns on the work. Understand that the repair has been completed within the DCC timescales and it is no longer a safety defect, but potentially repointing the ford may have to be a special project in the summer.

Chapter 8 Training Cllr Randall-Johnson explained that anyone who completed the Chapter 8 training can undertake repairs / maintenance on the roads. Chapter 8 training also allows an individual to close roads in order to complete the task. It is a 2-day course – funded by DCC. The parish council would then only need to purchase the materials.

Note the council support tax has been reduced to £19. A decrease across the broad as the Government Contributions are reducing.

Discussions regarding money for a tree at Church Green, money for highway repairs – if the parish ever has to buy materials, and repairs/purchase of a new flood gate (by Oak Tree). Proposal that some money from the precept is allocated and put towards these purchases. These items to be put on the next meeting agenda for future discussion.

It was proposed that the precept remain at a total of £2000 (£1981 plus £19 CTSG). Proposed by Cllr Kastner Seconded by Cllr Tucker

5) FINANCIAL REPORT Bank Account Balance at 01 December 2016: £3976.51

Payments approved; £1000 to Farway Village Hall for new heating (Locality Budget funding)

6) REPORT FROM EDDC EDDC are currently going through their budget process. The grant from the Government is reduced and approx. half from last year. More update at next meeting when budgets hopefully finalised.

7) REPORT FROM DCC Similar to EDDC, DCC are also currently going through their budget process. Proposed increase in adult social care and children services as the demand is going up. All other topics already covered in meeting.
