1.0 INTRODUCTION

Background 1.1 Jubb has been appointed by Hallam Land Management to develop a Travel Plan (TP) for a residential development on land north of Boreham Road, Warminster.

1.2 The application site occupies a site of approximately 11.08 hectares. It is located in a semi suburban setting bounded by low intensity farmland to the northeast, Boreham Road to the south, and existing residential properties to the west. The general location is shown in Figure 1.1 below, with the Indicative Layout Plan included in Appendix A.

Figure 1.1 Site Location 1.3 The proposed new development will seek outline permission for a housing development of up to 135 residential dwellings and extensive Public Open Space, community orchard and allotments, with associated car parking, access and landscaping arrangements. The scheme will form a natural extension of the existing residential estate to the west with its vehicular access directly off Boreham Road.

Travel Plan 1.4 Travel Plans are seen by the Government as a strategic management tool in achieving traffic reduction and accelerating the development of more sustainable travel trends on both the strategic and local highway networks. They are part of a tool kit to secure reductions in carbon emissions and contribute to the UK’s target of an 80% reduction in CO2 by 2050.

1.5 The National Planning Policy Framework (NPPF) states “transport policies have an important role to play in facilitating sustainable development, and contributing to wider sustainability and health objectives”. To echo this, the Planning Practice Guidance on “Travel Plans, Transport Assessment or Statement” further address that “Travel Plans should where possible, be considered in parallel to development proposals and readily integrated into the design and occupation of the new site rather than retrofitted after occupation”.

1.6 The Travel Plan is a long term strategy for encouraging multi modal travel to and from the development with the objective of reducing the dependence on private car usage in favour of more sustainable modes of travel. This is achieved through a combination of:  raising the awareness of the environmental, health and economic benefits of sustainable travel;  introducing a package of measures and initiatives tailored to meet the individual’s travel needs and promote a greener and healthier travel behaviour;  establishing a set of realistic and achievable modal shift targets to project a reduction in car use; and  long-term monitoring on the operation and performance of the Travel Plan.

Developer’s Commitment 1.7 In line with the Local Authority’s aspiration and thus to deliver a sustainable development that promotes a balanced and vigorous local community and contributes to the Government’s shared priorities of reducing congestion, the developer has committed to the implementation of a Residents Travel Plan.

1.8 The document has been developed in accordance with County Council’s Supplementary Planning Guidance ‘Development Related Travel Plans’ 2009 and should be read in conjunction with the Transport Assessment and Design and Access

Statement that has been submitted as part of the planning application package for the proposed development.

1.9 The requirement to deliver and evolve the Travel Plan will initially be included within the S106 Agreement but with provision included for the transfer of such obligations to the final end users.

This Document 1.10 The measures identified within this Travel Plan will assist in promoting healthier and more environmentally friendly travel to and from the proposed development in line with local and national policies. The remainder of this document is structured as follows:

Section 2 describes the site and the development proposal;

Section 3 outlines the accessibility of the site and its location in relation to local services and facilities; Section 4 sets out the objectives and targets of the Travel Plan; Section 5 details the strategy for promoting the Travel Plan to ensure its success; Section 6 provide information on possible measures which Hallam Land could implement; Section 7 outlines the monitoring and review programme that will ensure the Travel Plan continues to progress; Section 8 sets out an Action Plan for the Travel Plan; and

Section 9 contains a summary.

2.0 SITE DESCRIPTION AND PROPOSED DEVELOPMENT

Site Location 2.1 The site is located to the east of Warminster. The site is bounded by residential properties and Boreham Road to the south, residential properties and Grange Lane, which forms a Public Right of Way (WARM 40 – Grange Lane) to the west, residential properties and fields to the north and a Public Right of Way (WARM 41) to the east which serves Bishopstrow Court and Home Farm. The location of the site is shown in Figure 2.1.

2.2 Warminster town centre is located 2.0km 'as the crow-flies' to the north-west of the site.

Figure 2.1 - Crowflies Proposed Development 2.3 The proposed development is seeking outline planning permission for up to 135 dwellings, associated access design and extensive Public Open Space, community orchard and allotments. An indicative Framework Plan is shown in Figure 2.2.

Figure 2.2 Indicative Framework Plan Vehicle Access 2.4 Vehicle access will be taken from a priority junction with a ghost island right turn lane directly off Boreham Road as shown in Figure 2.3. A to scale drawing of the access is attached in Appendix A.

2.5 A maximum visibility splay of 2.4 metres x 80 metres to the west and 2.4 metres x 140 metres in the east can be achieved at the access junction. This is commensurate with the design standards required in MfS standards for the recoded 85th percentile vehicle speed of 50kph along the major road with a wet weather reduction of 4kph applied. Swept path analysis has also been carried out to ensure the manoeuvre of refuse vehicle is appropriate.

Figure 2.3 Site Access Plan 2.6 To reduce the passing vehicle speed and thus create a safer travel environment for all road users, it is proposed to extend the 30mph speed limit some 70 metres east of the site access. This will lower the vehicle speed approaching and exiting Warminster along Boreham Road and benefit both future residents and the wider community with an improved urban environment.

Pedestrian and Cycle Access 2.7 Footways will be constructed alongside the access road extending the existing provision into the site. In addition to this, it is proposed to construct three pedestrian points of access to enable access to the two existing public footpaths (WARM40 and WARM41) which border the site. The northern and western access points will provide a route via the existing public footpath to the Public Open Space.

Cycle and Vehicle Parking Provision 2.8 Vehicle and cycle parking will be provided in accordance with Wiltshire Council's standards abstracted from Wiltshire Local Transport Plan 2011 – 2026 for residential development:

2.9 The internal road system will be designed to meet with the standards as set out within the Department of Transport publication 'Manual for Streets' with particular emphasis on the creation of safe routes around the site facilitating easy access by foot and cycle. It will reflect the volume and type of trips likely on each link and the number of properties accessed and

 not be designed on motor traffic criteria;  not be bland and unattractive;  offer higher levels of pedestrian and cycle priority than standard residential street patterns;  be safe and welcoming for pedestrians and cyclists;  be well specified and constructed; and  help to build and strengthen the community.

Baseline Travel Pattern 2.10 As end users and their existing travel habits are not known the 2011 ‘Journey to Work’ Census Data has been interrogated to inform existing modal splits.

2.11 Using the ‘Warminster East’ ward as an origin the journey to work data contained within the 2011 Census indicates the expected modal split for the development site and is shown in Table 2.2. This data is based on the nearest ward and is representative of modal choice that the development will generate without a Travel Plan.

2.12 From these figures modal splits have been derived to calculate the percentage of residents who will occupy a car on their own (SOV – single occupancy vehicle) and the percentage of residents who will car share, as shown in Table 2.3.

Travel Surveys 2.13 It is proposed that baseline travel surveys will be undertaken once 60% occupancy is reached for the whole site. Upon the completion of the survey, the collated travel information will be analysed to establish an accurate picture of the residents’ travel patterns with the targets and measures adjusted where is necessary to account for the survey results. This will be submitted to Wiltshire Council as part of the Monitoring and Review process as set out in Section 7.

3.0 EXISTING SUSTAINABLE TRAVEL OPTIONS

3.1 The application site lies within close proximity to a wide range of compatible and supportive ‘day to day’ services offering a range of opportunities for people to travel to and from the site by a variety of means of travel.

Pedestrian/ Cycle Facilities 3.2 The location of the site offers footway and cycleway links to local services and facilities in Warminster.

3.3 A lit and continuous footway is present on the north side of Boreham Road with intermittent provision on the southern side. Zebra crossings are provided on Boreham Road close to the junctions with Houghton Close and Highbury Park. Boreham Road provides direct access to schools, the railway station and the town centre where a further zebra crossing is provided on East Street and pedestrian provision is made within the traffic controlled junction at Market Street / Weymouth Street.

3.4 A lit carriageway with a continuous footway is present on the western/southern sides of Woodcock Road with intermittent provision on the eastern/northern sides. Woodcock Road provides direct access to schools and Woodcock Road employment area and MOD sites.

3.5 In addition there is an extensive network of Public Rights of Way (PRoW) that extend both into the urban area and out to the open countryside providing additional routes to local facilities and access to recreational routes. The PRoW network is shown in Figure 3.1.

3.6 There is a network of existing cycleways in Warminster as shown in the map attached in Appendix B. Approximately 1km south of the site lies National Route 24 which is accessible via Bishopstrow Road. This national route runs from Bath through Radstock, Frome, Warminster and . The location of the route is shown in yellow in Figure 3.2.

Distance to Local Services and Facilities 3.7 It is widely accepted that walking and cycling are the most important modes of travel at the local level and offer the greatest potential to replace short car trips, particularly under 2 kilometres for walking and under 5 kilometres for cycling. The built area of Warminster, the services and facilities that it offers, are all within cycling distance.

3.8 The proximity of the site to local facilities is summarised in Table 3.1 along with the estimated journey time by different means of travel. A Local Movements Plan is included within Figure 3.3 below. It should be noted that:  All the above distances are approximately measured from the centre of the development site along a suitable walking route to the nearby facilities; and  The estimated walking and cycling times are approximated using a walking speed of 80m/min (abstracted from IHT Guidelines for: Providing for Journeys of Foot) and a cycle speed of 240m/min. 3.9 From this analysis it can be seen that there are a wide range of facilities within a reasonable walking distance of the site and that residents of the site would have the realistic option of walking and cycling to these facilities rather than being reliant on the private car.

Public Transport 3.10 The nearest bus stop to the development is located on Boreham Road to the east of Bishopstrow Road, at a walking distance of 270 metres from the centre of the site. These bus stops give access to Regular Bus Service 265. The westbound bus stop is furnished with a flag, timetable, bus boarders and a layby; the eastbound stop is furnished with a flag and bus boarders.

3.11 Additionally, at a walking distance of 500 metres from the site access, Regular Bus Service 54 can be accessed from the bus stops on Boreham Road to the immediate west of Yeatesfield. Daily Service 56 and 55 shuttling between Warminster, Salisbury and neighbouring villages can also be accessed at these bus stops.

3.12 The bus services which utilise these stops are summarised below in Table 3.2 along with a brief route description and the associated operating frequency. The table indicates the general level of provision for the normal weekday peak periods. On certain routes, however, some additional service buses are added or routes varied slightly to accommodate peak period, school journey destination demands and enhanced summer services.

3.13 Warminster railway station is located approximately 2200m walk distance or within a reasonable cycling distance which would take 9 minutes or less; sheltered cycle storage is provided in the car park. The station is operated by First Great Western and is a main station on the Wessex Main Line.

3.14 There is an hourly service in each direction from the station, westbound to Westbury, Bristol Temple Meads and Cardiff Central, and eastbound to and Harbour. There are three services each weekday to/from London Waterloo via Basingstoke, along with a fourth to and from Salisbury.

3.15 The approximate travel time via public transport (including walking time) from the development site to the key destinations are summarised below (as per timetable):

Summary 3.16 The site is accessible by all modes of travel providing future residents with a choice when travelling to and from the site. It is located close to a large number of key local services and facilities and within walking and cycling distance of Warminster town centre.

4.0 OBJECTIVES AND TARGETS

4.1 The ultimate aim of a Travel Plan is to provide measures, information and supporting initiatives that will facilitate a range of realistic and achievable alternative modes of travel and provide residents and visitors with an opportunity to reduce the number of single vehicle occupancy trips.

Objectives 4.2 Objectives and associated targets are designed to be SMART - Specific; Measurable; Achievable; Realistic; Time-bound. The setting of the proposed modal shift focuses on changing travel behaviour in favour of “Active Travel” and reduces the dependency on solo car journeys. 4.3 The key objectives of such a document are identified as follows:  Reduce the impact and frequency of car travel, thus reducing pollution and congestion in the area, and minimising the need for parking;  Facilitate all accesses to key destinations such as retail, leisure, health and education;  Provide suitable and appropriate on-site facilities to encourage the usage of walking, cycling and public transport as appropriate; and  Promote healthy lifestyles for the residents of the development.

Targets 4.4 To assess the effectiveness of the Travel Plan, a set of performance indicators in the form of measurable goals and milestone activities have been identified through which the quantification of travel habits can be made and the measures implemented in conjunction with the collection of said data.

4.5 The following initial targets have been set for a 5-year implementation period from the completion of the development to achieve  A reduction in solo car usage; and  75% awareness of the travel plan. 4.6 In order to meet the aim of the Travel Plan and achieve suitable targets, the introduction of a wide range of measures, initiatives and mechanisms is proposed onsite once the development is built and the travel demand is fully understood and appropriate targets set and agreed with WC. Details are included in Section 6 below.

5.0 TRAVEL PLAN STRATEGY 5.1 In formulating a Travel Plan it is necessary to remember that no single solution will provide an answer to the travel needs of the future occupants as each individual will react differently. It is important that a wide range of measures are available so that residents and visitors can choose a travel mode to suit their needs.

5.2 Measures including those relating to infrastructure, incentives, on-going practices, and effective marketing of the Travel Plan are proposed as follows:

Management 5.3 The appointment of a Travel Plan Coordinator (TPC) is one of the most important aspects of any Travel Plan.

5.4 In light of this, a Travel Plan Co-ordinator will be appointed to oversee the implementation and administration of the Travel Plan and provides the overall co- ordination needed to ensure the Travel Plan’s success from the construction period through to the 5 year implementation post occupation of the development.

5.5 The TPC will be responsible for executing the Travel Plan and reporting against the agreed Travel Plan Targets and Action Plan. The name and contact details of the TPC will be provided to Wiltshire Council (WC).

5.6 The Travel Plan Co-ordinator will need to be a “champion for the cause”, demonstrating enthusiasm, negotiating skills and an ability to communicate effectively with people at all levels. The responsibilities of the Travel Co-ordinator are as follows: . Implementation of the TP in accordance with the agreed Action Plan; . Reporting progress of the Travel Plan Targets and Action Plan; . Liaison with the local planning and highway authorities; . Organisation of travel surveys; . Promotion of sustainable transport measures to the residents of the development; . Maintenance of all necessary systems, data and paperwork, such as tenant contact details and records of the distribution of the Welcome Packs; . Liaison with local schools and businesses who have Travel Plans to share ideas, generate economies of scale and reduce costs; and . Updating the site’s Travel Plan noticeboard.

5.7 The TPC will be given sufficient time and resources to effectively undertake their duties and implement the Travel Plan. He or she will work closely with WC Travel Plan Officers and seek to promote any transport initiatives the Council may have.

Marketing and Consultation 5.8 New residents’ travel behaviour can be heavily influenced by marketing, therefore it will be sold as a positive extra by the developer’s sales staff, who will be briefed on the sustainable aspects of the development.

5.9 To make people fully aware of the existence and benefits of the Travel Plan, a Travel Information Website will be launched for the site accessible at the Site Marketing Office as part of the sales package and promotion activities. It will include a Residential Travel Plan Welcome Pack that outlines comprehensive literature on the health and environmental benefits that the Travel Plan could bring.

5.10 The Travel Information Website will outline the benefits on offer, and any promotional discounts and giveaways aimed at promoting green travel. It will also explain the need for sustainable travel, describing the various travel facilities in and around the site.

5.11 The marketing materials will be designed by a professional party to provide educational tools to help to change peoples’ perceptions and promote the adoption of a greener and healthier lifestyle.

6.0 SUSTAINABLE TRANSPORT MEASURES

6.1 In formulating a Travel Plan it is necessary to remember that no single solution will provide an answer to the travel needs of the future occupants as each individual will react differently. It is important that a wide range of measures are available so that residents and visitors can choose a travel mode to suit their needs.

Design of the Development 6.2 To further improve the walking and cycling link within the development, the design of the internal road system will be purposely engineered to:  Introduce a 20 mph “home zone” area to provide a relaxed environment conducive to walking and cycling;  Facilitate a continuous cycle/footpath running across the site to promote Active Travel ;  Incorporating dropped kerbs and tactile paving to assist the passage of push chairs and people with mobility problems; and  Consideration of slopes and gradients to ensure routes comply with Equality Act requirements. 6.3 In line with Government strategy, the site will be served by the latest communication technology to encourage on-line shopping, home-working and access to real time and up to date travel information.

Informational Measures 6.4 Travel Plan Welcome Packs which will be presented as part of the Travel Website will be prepared at an early stage and introduced to future residents during the sales and welcome process. This will be developed in close consultation Wiltshire Council to include appropriate Travel Plan Literature. This Pack will include:  Positive benefits of sustainable transport, including the health and environmental reasons for change;  Explain how individuals can travel sustainably, including methods of driving to produce fewer emissions;  Useful walking and cycling advice providing a map presenting the cycle and pedestrian links to local amenities;  Contain a list of useful websites associated with buses, cycling, walking and car sharing, as well as that to the Wiltshire Smarter Choices Website, Bikeability and Energy Saving Trust;  Contain a list of local cycle shops and repair centres;  Include Site-Specific Travel Information (sample in Appendix C); and  List contact details of the Travel Plan Co-ordinator.

6.5 A Travel Plan Noticeboard will be installed in a prominent position to be agreed with the Council. Bus timetables, pedestrian and cycle route information, details of car free days etc. will be displayed. These will be updated on a regular basis by the TPC. The Noticeboard will provide residents and visitors details on:  The latest travel information including walking/cycling routes and public transport services;  Updates on the progress and implementation of the travel plan;  Recent travel events such as “bike to work day” and “car free days” in the area;  Any planned engineering work or improvements to infrastructure in the area that will affect local travel;  Health Facts on Active Travel. Encourage Active Travel 6.6 To encourage the uptake of walking and cycling journeys, recommendations are proposed as follows:  Promoting national special events, such as “Cycle Week”, ”Walk to Work Week” and “National Lift Share Day”, to encourage residents involvement and raise awareness;  Sign up to the local “Smarter Choices” Scheme;  Good quality, safe and secure cycle parking on plot and in the Public Open Space;  Pedestrian signage will be provided within the site;  Monitor the demand for cycling facilities and improved cycling measures with Management as necessary;  A cycle voucher to the value of £50 will be provided to each household upon occupation;  Investigate the onsite demand for walking and cycling buddy schemes;  Upon effective occupation, the Travel Plan Co-ordinator will investigate the need for ‘travel to school’ and liaise with Wiltshire Council on travel schemes that are available for local schools and the targets set for school travel. A Walking/Cycling School Bus could also be organised if there is a demand. 6.7 Reserved Matters applications will indicate the location of cycle parking spaces i.e. within individual dwellings using garages or sheds, and for apartments utilising shared enclosed structures with suitable locking points.

Encourage Public Transport 6.8 In addition to the Travel Information Website, newsletters may also be circulated at regular intervals (quarterly) to inform of any changes on local bus and train services and keep residents updated with the latest timetables, travel routes and fares. Subject to negotiation with the bus operator, a book of 10 taster bus tickets could also be distributed to each household to encourage the use of public transport.

7.0 MONITORING AND REVIEW

Monitoring 7.1 The monitoring period will extend from the first occupation for a period of five years. It is proposed that monitoring will be carried out for the first time when a ‘critical mass’ of 60% occupancy has been reached, and then be undertaken annually following the first baseline survey.

7.2 The monitoring will be undertaken in-house by the TPC and an approved travel questionnaire (example in Appendix D) will be issued to each household to reveal their travel habits and share their view on the implementation of the Site Travel Plan.

7.3 The TPC will undertake a full and comprehensive review of the Travel Plan at Year 5 taking into account changes to transport availability, changes in travel patterns, changes in resident numbers and revisions to targets and measures.

Review 7.4 Upon the completion of the full travel surveys, the TPC will compile a Monitoring Report (within 2 month of the travel survey) to establish whether targets are being met and whether the measures implemented are having the desired effect on travel patterns:  to record the results of the travel surveys and on-going monitoring of measures;  to assess the progress of the travel plan;  to gauge the efficiency of the proposed measures and initiatives; and  to examine the level of commitment and support received from the Travel Plan Coordinator.

7.5 The monitoring report will incorporate the survey results throughout the preceding period and include the following aspects: . Site name and address; . A summary of the Travel Plan; . How and when monitoring was gathered; . Whether travel patterns are meeting objectives and targets; and . Proposals to further develop the Travel Plan.

7.6 The monitoring programme will help to identify successful measures. Rectifying problems could involve implementing more or different measures of adjusting targets to more realistic levels.
