It is located in a semi suburban setting bounded by low intensity farmland to the northeast, Boreham Road to the south, and existing residential properties to the west. The general location is shown in Figure 1.1 below, with the Indicative Layout Plan included in Appendix A. Figure 1.1 Site Location 1.3 The proposed new development will seek outline permission for a housing development of up to 135 residential dwellings and extensive Public Open Space, community orchard and allotments, with associated car parking, access and landscaping arrangements. The scheme will form a natural extension of the existing residential estate to the west with its vehicular access directly off Boreham Road. October 2016 Page 3 W14141 –TP01_B Travel Plan Boreham Place, Land at Home Farm, Warminster Travel Plan 1.4 Travel Plans are seen by the Government as a strategic management tool in achieving traffic reduction and accelerating the development of more sustainable travel trends on both the strategic and local highway networks. They are part of a tool kit to secure reductions in carbon emissions and contribute to the UK’s target of an 80% reduction in CO2 by 2050. 1.5 The National Planning Policy Framework (NPPF) states “transport policies have an important role to play in facilitating sustainable development, and contributing to wider sustainability and health objectives”. To echo this, the Planning Practice Guidance on “Travel Plans, Transport Assessment or Statement” further address that “Travel Plans should where possible, be considered in parallel to development proposals and readily integrated into the design and occupation of the new site rather than retrofitted after occupation”. 1.6 The Travel Plan is a long term strategy for encouraging multi modal travel to and from the development with the objective of reducing the dependence on private car usage in favour of more sustainable modes of travel. This is achieved through a combination of: raising the awareness of the environmental, health and economic benefits of sustainable travel; introducing a package of measures and initiatives tailored to meet the individual’s travel needs and promote a greener and healthier travel behaviour; establishing a set of realistic and achievable modal shift targets to project a reduction in car use; and long-term monitoring on the operation and performance of the Travel Plan. Developer’s Commitment 1.7 In line with the Local Authority’s aspiration and thus to deliver a sustainable development that promotes a balanced and vigorous local community and contributes to the Government’s shared priorities of reducing congestion, the developer has committed to the implementation of a Residents Travel Plan. 1.8 The document has been developed in accordance with Wiltshire County Council’s Supplementary Planning Guidance ‘Development Related Travel Plans’ 2009 and should be read in conjunction with the Transport Assessment and Design and Access October 2016 Page 4 W14141 –TP01_B Travel Plan Boreham Place, Land at Home Farm, Warminster Statement that has been submitted as part of the planning application package for the proposed development. 1.9 The requirement to deliver and evolve the Travel Plan will initially be included within the S106 Agreement but with provision included for the transfer of such obligations to the final end users. This Document 1.10 The measures identified within this Travel Plan will assist in promoting healthier and more environmentally friendly travel to and from the proposed development in line with local and national policies. The remainder of this document is structured as follows: Section 2 describes the site and the development proposal; Section 3 outlines the accessibility of the site and its location in relation to local services and facilities; Section 4 sets out the objectives and targets of the Travel Plan; Section 5 details the strategy for promoting the Travel Plan to ensure its success; Section 6 provide information on possible measures which Hallam Land could implement; Section 7 outlines the monitoring and review programme that will ensure the Travel Plan continues to progress; Section 8 sets out an Action Plan for the Travel Plan; and Section 9 contains a summary. October 2016 Page 5 W14141 –TP01_B Travel Plan Boreham Place, Land at Home Farm, Warminster 2.0 SITE DESCRIPTION AND PROPOSED DEVELOPMENT Site Location 2.1 The site is located to the east of Warminster. The site is bounded by residential properties and Boreham Road to the south, residential properties and Grange Lane, which forms a Public Right of Way (WARM 40 – Grange Lane) to the west, residential properties and fields to the north and a Public Right of Way (WARM 41) to the east which serves Bishopstrow Court and Home Farm. The location of the site is shown in Figure 2.1. 2.2 Warminster town centre is located 2.0km 'as the crow-flies' to the north-west of the site. Figure 2.1 - Crowflies Proposed Development 2.3 The proposed development is seeking outline planning permission for up to 135 dwellings, associated access design and extensive Public Open Space, community orchard and allotments. October 2016 Page 6 W14141 –TP01_B Travel Plan Boreham Place, Land at Home Farm, Warminster Figure 2.2 Indicative Framework Plan Vehicle Access 2.4 Vehicle access will be taken from a priority junction with a ghost island right turn lane directly off Boreham Road as shown in Figure 2.3. A to scale drawing of the access is attached in Appendix A. 2.5 A maximum visibility splay of 2.4 metres x 80 metres to the west and 2.4 metres x 140 metres in the east can be achieved at the access junction. This is commensurate with the design standards required in MfS standards for the recoded 85th percentile vehicle speed of 50kph along the major road with a wet weather reduction of 4kph applied. Swept path analysis has also been carried out to ensure the manoeuvre of refuse vehicle is appropriate. October 2016 Page 7 W14141 –TP01_B Travel Plan Boreham Place, Land at Home Farm, Warminster Figure 2.3 Site Access Plan 2.6 To reduce the passing vehicle speed and thus create a safer travel environment for all road users, it is proposed to extend the 30mph speed limit some 70 metres east of the site access. This will lower the vehicle speed approaching and exiting Warminster along Boreham Road and benefit both future residents and the wider community with an improved urban environment. Pedestrian and Cycle Access 2.7 Footways will be constructed alongside the access road extending the existing provision into the site. In addition to this, it is proposed to construct three pedestrian points of access to enable access to the two existing public footpaths (WARM40 and WARM41) which border the site. The northern and western access points will provide a route via the existing public footpath to the Public Open Space.
