The article attempts to assess the impact of small busi- ness on the revenue side of budgets of various levels. The analysis of the revenue side of the Magadan budget, the consolidated budget of the Magadan Oblast, the consolidated budget of the Russian Federa- tion for 2014-2018 is carried out and the share of tax on total income is determined in them. The analysis showed that the municipal budget depends more on the taxation of small businesses, however, the share of tax revenues paid by small businesses is also small and does not exceed 23%. Keywords. Small business, budget, tax revenues, total income tax, special tax regimes, tax burden. Introduction Small and medium business is the basis for the development of the state economy. Small business is involved in the formation of budgets of all levels by direct deductions to the budget from own revenues, and also helps to collect taxes, creating jobs and being a source of in- come for the population. Unlike representatives of medium and large businesses, small enterprises regularly and promptly pay taxes. In this regard, the task was set to determine the contribution of small businesses to the formation of the revenue side of budgets of various levels. 8 Process Management and Scientific Developments Materials and research methods Evaluation of the impact of small business taxation on the occupancy rate of budgets of various levels is not the subject of many works of do- mestic researchers. Most often, it is proposed to use separate indicators characterizing the level of taxation in the region, such as a tax rate coef- ficient [4, p.127], an indicator of the structure of tax revenues [1, p.379], other indicators that can be calculated based on tax statistics [ 5, p. 241 -242]. However, these works do not allow us to comprehensively assess the role of small business in generating budget revenues. The most detailed and generalized indicators for assessing the effec- tiveness of the regional system of taxation of small businesses are pre- sented in the article by Perekrestova L.V., Irizepova M.Sh. These authors systematized and formed a set of tax statistics indicators used in assess- ing the regional tax system [3]. The methodology proposed by the authors is available and allows one to fairly accurately assess the effectiveness of the regional taxation system for small enterprises, including filling the regional budget with tax revenues. However, the authors did not suggest approaches to assessing the impact of small business on the formation of the revenue side of budgets of other levels of the budget system. For the purposes of our study, the method proposed by N.Zotikov [3] is most suitable, which consistently assessed the contribution of small busi- nesses to the occupancy of the municipal budget, regional budget and the budget of the Russian Federation based on the allocation in budgets of different levels of tax revenues

In these countries and to a certain extent in some least developed countries there is a substantial interest to develop new IBWTs. IBWTs are being applied or developed not only for irrigated agriculture and hydropower, but also for municipal and industrial water supply, flood management, flow augmentation (increasing flow within a certain river reach or canal for a certain purpose), and in a few cases for navigation, mining, recreation, drainage, wildlife, pollution control, log transport, or estuary improvement. Debates on the pros and cons of such transfers are on going at National and International level. New ideas and concepts on the viabilities and constraints of IBWTs are being presented and deliberated in various fora. In light of this the Central Office of the International Commission on Irrigation and Drainage (ICID) has attempted a compilation covering the existing and proposed IBWT schemes all over the world, to the extent of data availability. The first version of the compilation was presented on the occasion of the 54th International Executive Council Meeting of ICID in Montpellier, France, 14 - 19 September 2003.

Sipko Institute of Problems Ecology and Evolution RAS, Moscow, Russia Abstract The area of the European bison during historical time Holocene is discussed with addition of new information published in last years. Northern border of an area corresponds 60 0 N. The area included average and southern Urals Mountains, the south of Western Siberia. On the east the European bison lived up to the Altay Mountains and Lake Baikal. The same area at a red deer having similar ecological needs. Increase of inbreeding level considerably and negatively influences adaptable and reproductive opportunities of a bison. This circumstance is especially shown in case of its reintroduction in mountain areas. The basic projects on cultivation of the European bison in Russia are discussed. Keywords : European bison, geographical range, inbreeding, reintroduction Bison Habitat The studies on historical changes of European bison habitat are important both theoretically and practically. Historical geographical range of a species is the most favorable area for reintroduction and creation new free populations. In Pleistocene, the European bison range covered the most part of Eurasia (Flerov 1979). From the beginning of Holocene natural conditions changed (especially in the western part of the region). Glacier shield and vast pre-glacier lakes shortened and disappeared. Forest boundary migrated to the North. Humans occupied the area. Snow cover became deeper and lasted longer and become a limiting factor of European bison distribution at the Russian plain. Read Full License Page 1/19 Abstract After the construction of the Volga Hydroelectric Station and other dams, migration routes of the Caspian lamprey were obstructed. The ecological niches vacated by this species attracted another lamprey of the genus Lampetra to the Upper Volga, which probably came from the Baltic Sea via the system of shipways developed in the 18 th and 19 th centuries. Based on collected samples and observations from sites in the Upper Volga basin, we provide diagnostic characters of adults, and information on spawning behavior. Silver coloration of Lampetra uviatilis was noted for the rst time and a new size-related subsample of “large” specimens was delimited, in addition to the previously described “dwarf”, “small” and “common” adult resident sizes categories. The three water systems: the Vyshnii Volochek, the Tikhvin and the Mariinskaya, are possible invasion pathways, based on the migration capabilities of the lampreys. Dispersal and colonization of the Caspian basin was likely a combination of upstream and downstreams migrations.

Ieshko Institute of Biology, Karelian Research Centre, Russian Academy of Sciences, Petrozavodsk, Russia This paper offers a summary of the data on parasites of European smelt based on own col- lections and materials published in journal reviews, scientific papers, conference procee- dings and theses. The system of parasitic organisms published in Catalogues of parasites of freshwater fishes of North Asia [Pugachev, 2001–2004] is used, taking into account new studies on the systematics of infusorians and trematodes. Other groups of parasites are considered within the frameworks of widely used classifications. The species struc- ture of European smelt and its ecological forms follow the classification by L. Berg [1948] and Yu. Reshetnikov [Atlas …, 2003]. Altogether 65 species/taxa of parasites have been recorded from the distribution range of European smelt (Conoidasida – 1, Haplophasea – 2, Ichthiosporea – 1, Myxosporidia – 1, Phyllopharyngea – 1, Oligohymenophorea – 3, Monogenea – 1, Cestoda – 9, Trematoda – 11, Nematoda – 19, Palaeacanthocephala – 7, Hirudinea – 1, Bivalvia – 1, Crustacea – 7). Each parasite species is briefly described; the species occurrence in different smelt ecoforms, sources for species records (prov- enance and author) are stated. For higher taxa, we analyzed the taxonomic diversity of smelt parasites, their zoogeographic zoning and distribution, as well as specificity, dis- tinctive morphological, biological and ecological traits.

Southward penetration of northern species was facilitated by the formation of a cold-water hypolimnion in the Volga reservoirs. Following reservoir impoundment, 106 invasive species have been found in the Volga River basin, a process that occurred over two different time periods. The first period of invasions occurred between 1940 and 1970, and involved many northern species (77% of total species) moving downstream by passive dispersal. The second period of invasions is still on going and involves invasions by many Ponto-Caspian species (51% of total species) while new invasions by northern species has decreased substantially (7% of total spe- cies). The proportion of exotic species (i.e., invaders originating from basins not adjacent to the Volga basin) increased from 7% during the first period to 41% during the second period.

At the same time it is known that very common process for this group of fish is hybridization. The aim of this study was to analyse the genetic relationships between two close species, vendace Coregonus albula and peled C. peled, because these data can be useful for understanding the origin and taxonomical status of these species as well as monitoring of interspecific hybridization. Samples of the vendace and peled were collected from 2003 to 2011. Genomic DNA was extracted using the phenol-chloroform extraction protocol or the Diatom®DNA Prep 100 (“IzoGen”, Moscow). We performed PCR-RFLP analysis of the mitochondrion ND-1 fragment (about 2050 bp). Also a fragment of the ND-1 gene (300 bp) was sequenced. The sequences of the studied fragment of all specimens of the peled entirely coincided with the E-1 variant of the vendace, although we studied the mtDNAs of fishes from two local populations and analysed samples belonging to two different composite haplotypes from each population. At the same time we found specimens with peled’s type composite haplotype in vendace’s population from Rybinsk reservoir (upper reaches of Volga River) although peled was not observed in catches after its introductions in the middle of the 20th century.

The Bank was founded by the intergovernmental agreement signed in January 2006 by the Russian Federation and the Republic of Kazakhstan. In December 2008, The Council of the Eurasian Development Bank approved the entrance of Armenia, Belarus and Tajikistan to the Bank. In April 2009 Armenia has completed all the admission procedures and became the third full member of the Bank. The Agreement on Establishing the Eurasian Development Bank has come into force for Belarus and Tajikistan. Both countries are in the process of finalising the required admission procedures. The Kyrgyz Republic is in the process of obtaining the inter-ministerial clearance on issues related to joining the EDB. Electric power, water and energy, transportation infrastructure and high-tech and innovative industries are the key areas for Bank’s financing activity. As part of its mission the Bank carries out extensive research and analysis of contemporary development issues and trends in the region, with particular focus on Eurasian integration. The Bank also hosts regular conferences and round tables addressing various aspects of integration.
