These comments incorporate by reference all previous comments individually and collectively submitted by Conservation Organizations and their officers. Although the Conservation Organizations continue to view the length of the comment period as highly inadequate to allow the public and topical experts to fully engage in the many new issues raised in the Corps’ FEIS—let alone to sufficiently analyze them under federal law and the best available scientific evidence—these comments provide a general overview of the organizations’ primary concerns with the FEIS. September 2008 NSW Submission to the Senate Standing Committee on Rural and Regional Affairs and Transport Inquiry into water management in the Coorong and Lower Lakes NSW Water Legislation The management of the surface water and groundwater resources of NSW, including the allocation of water entitlements, is undertaken under the Water Act, 1912 and the Water Management Act 2000. The NSW Government is progressively transitioning water management from the Water Act 1912 to the Water Management Act 2000. The vast majority of water extraction in the NSW portion of the Murray-Darling Basin is covered by statutory water sharing plans under the Water Management Act 2000. The legislation and rules in the water sharing plans provide the framework for the implementation of the COAG-agreed water reforms, including: • the provision of water entitlements specifically for the environment; • the separation of water entitlements from land; and • clearly identified tradeable water entitlements. The priority for water sharing under the legislation is: Priority 1 Water for the environment and basic landholder rights (e.g. domestic and stock rights); Priority 2 Town water supply, domestic and stock and major utility licences (e.g. power generation, major urban water supply); Priority 3 High security licences (e.g. for permanent plantings); Priority 4 General security or unregulated river licences (e.g. for irrigation of annual crops); and Priority 5 Supplementary licences (e.g. to access high flows). However, in times of severe water shortage the priority of water for domestic purposes (i.e. either under a basic landholder right or licence) is elevated above the environment. -

In these countries and to a certain extent in some least developed countries there is a substantial interest to develop new IBWTs. IBWTs are being applied or developed not only for irrigated agriculture and hydropower, but also for municipal and industrial water supply, flood management, flow augmentation (increasing flow within a certain river reach or canal for a certain purpose), and in a few cases for navigation, mining, recreation, drainage, wildlife, pollution control, log transport, or estuary improvement. Debates on the pros and cons of such transfers are on going at National and International level. New ideas and concepts on the viabilities and constraints of IBWTs are being presented and deliberated in various fora. In light of this the Central Office of the International Commission on Irrigation and Drainage (ICID) has attempted a compilation covering the existing and proposed IBWT schemes all over the world, to the extent of data availability. The first version of the compilation was presented on the occasion of the 54th International Executive Council Meeting of ICID in Montpellier, France, 14 - 19 September 2003. -

A distributed hydrological model (SWAT), which is widely used both domestically and internationally, was selected to quantitatively analyze the impact of land use and climate change on runoff in this paper in Dawen River Basin, China. The calibration and validation results obtained at Daicunba and Laiwu hydrological stations yield R2 values of 0.83 and 0.80 and 0.73 and 0.69 and the Ens values of 0.79 and 0.76 and 0.71 and 0.72, respectively. Taking 1980-1990 as the reference period, the annual runoff increased by 288 million m3, which was caused by changes in the land use of basin from 1991 to 2004, whereas the annual runoff decreased by 132 million m3 due to climate change. Land use changed from 2005 to 2015, which resulted in an increase in annual runoff of 13 million m3, and annual changes in climate caused a decrease in annual runoff of 61 million m3. An extreme land use scenario simulation analysis shows that, compared to the current land use simulation in 2000, the runoff of cultivated land scenarios and forest land scenarios was reduced by 38.3% and 19.8%, respectively, and the runoff of grassland scenarios increased by 4.3%. -
