Abstract Small, Medium and Micro Enterprises (SMMEs) are considered to be the engines of growth of any economy. In the light of recent economic events and the recession that is surging rapidly across the globe, more and more attention is being focused on SMME development and support. Whilst there are a number of organisations (both public and private) which provide support to SMMEs within the eThekwini Municipality Area (EMA), the overall impacts of these initiatives on SMME growth and development is minimal and there is a dearth of studies that critically examine business support services for SMMEs which the public and private sectors provided. One of the major reasons for this minimal impact is the lack of communication and coordination between various service providers which often results in fragmentation and duplication of services. This study analyses the support measures offered to SMMEs not only from the perspective of the SMMEs themselves but also examines the perspectives of service providers from both the public and private sectors. This study is also placed within a multi-disciplinary conceptual framework which includes the political economy approach, neoliberalism, the public- private-sector debate and empowerment theories with specific reference to the South African context. This study is unique in that it analyses SMME development and support within the EMA from various perspectives within a single study. The objectives of this study were to investigate the awareness and experiences of SMMEs with regards to their support and development and also to critically examine the attitudes and perceptions of service providers (both public and private) towards SMME development and support. In addition, this study sought to assess the capacity of both the private and public sectors to provide effective support and development to SMMEs. An additional objective of this study was to determine the value placed on support measures by determining SMMEs’ willingness to pay for services provided, but more importantly to determine the attitudes of the public and private sectors towards the payment for services offered. Both qualitative and quantitative methods were adopted. In terms of the latter, quantitative surveys were conducted with 250 SMMEs who attended various fairs and conferences held across the EMA. Semi-structured interviews (qualitative approach) were conducted with representatives from the private and public sectors that provide support or services to the SMMEs in the EMA. In this regard, 53 representatives from the public sector and 50 from the private sector were interviewed. The analysis was undertaken thematically and, where relevant, findings pertaining to the different stakeholders interviewed were compared and discussed. Some of the key findings indicate that SMME respondents were more aware of local government and the services they provide than any other tier of government. Furthermore, SMME respondents within the study did not fully grasp the concept of Business Development Services (BDS) and the associated benefits for their business. SMMEs rely heavily on government to provide services free of charge. The main finding is that private sector service providers are better qualified, positioned and trained to provide BDS than the public sector whose main roles should be that of regulator, facilitator and promoter. Whilst government has been a strong proponent of SMME development and support since 1994, this study presents a strong case for the increased role of the private sector. In addition, this study also motivates that local government through their Municipalities can play a significant role in SMME development and support in partnership with the private sector. The social costs for users are exacerbated due to being ostracised from families and their communities. In acute cases users are at risk of premature deaths due ill health, people involved in accidents as well as innocent drivers, violent crime and suicide. The harmful use of alcohol and drugs exposes non-users to injury and death due to people driving under the influence of alcohol and drugs and through being victims of violent crime. Socially, the families of addicts are placed under significant financial pressures due to the costs associated with theft from the family, legal fees for users and the high costs of treatment. The emotional and psychological impacts on families and the high levels of crime and other social ills have left many communities under siege by the scale of alcohol and drug abuse.

    SPEAKING OUT AS CITIZENS: VOICE AND AGENCY IN POST-APARTHEID SOUTH AFRICAN MEDIA Communitas ISSN 1023-0556 2012 17: 39-57 Herman Wasserman and Anthea Garman* ABSTRACT At the heart of the 1996 South African Constitution is a new vision of citizenship. The Constitution is premised on the eradication of apartheid separation and provisions for a shared humanity. Bearing in mind an authoritarian history and a systematic denial of voice to the majority of people, the Truth and Reconciliation Commission entrenched the right to speak and the recognition of a shared humanity as factors in our shared public life. But questions about who is a South African, who belongs and who has the right to speak and criticise erupt frequently in the media as themes alongside issues of great public importance being debated. There is also a steady increase over the years since 1994 in protest action, which could be considered a demand by citizens to be heard. These protests have provoked violent response from state agents, thus undermining ordinary South Africans’ sense of their ability to affect political processes. We ask whether these features of our public life are indicative of a crisis in citizenship in a post-authoritarian, “new” democracy and what mediated modes of practising citizenship, apart from casting votes, are available to South Africans and whether these have value in deepening democracy. The article explores the relationship between the media and the emergence of new forms of citizenship in democratic South Africa by providing a brief overview of various notions of citizenship before illustrating how these notions find manifestation in contemporary South Africa.

Executive Summary Fisheries and other human activities have direct and indirect impacts on the aquatic and marine ecosystems, which have resulted in growing ecosystem degradation, loss of habitat as well as inadequate management-oriented research, poor long-term monitoring and limited integrated planning of conflicting uses. The focus of this report is the human activities that can be managed and monitored in the BCC environment. The document provides a synthesis of information on human induced threats pertinent to the protection of seabirds, turtles and other vulnerable species, including reference to elasmobranchs, marine mammals and fish species. As the main thrust of the project is to update the National Plan of Action (NPOA) to curb the incidental mortality of seabirds, emphasis has been placed on providing detailed information which will assist in the compilation of the NPOA. Data and suggestions pertinent to the Penguin Biodiversity Management Plan (PMP) and Turtle Biodiversity Management Plan, both developed by the Department of Environmental Affairs (DEA) are also included. Catastrophic incidents such as oil spill disasters and the long-term impact of plastic debris also fall outside the scope of this report.

South Africa has travelled a long way to freedom, suffering a lot through colonialism and segregation. It is due to the hegemony of racism that the native becomes subject to poverty and illiteracy and consequently experiences ‘subalternity’ and ‘marginalization’ in their own land. The discourse is applied to the indigenous by preventing them from recognizing and retaining their collective identity. For example, by giving natives a new colonial subjectivity through religion, schooling, and the economy, the West asserts its position as the ‘Subject’ thereby assigning the non-Western the role of the ‘subject,’ or in other words, the ‘mute’ native. To smash such S/subject relationships or to attain a ‘voice’ the ‘silenced’ need to challenge the hegemony of the oppressor by reclaiming his/her collective identity.

    South Africa’s water resources are scarce, getting scarcer, and are often unpredictable. This change in approach presents an opportunity to evaluate the potential for a payments for catchment services scheme that could assist with water demand management. Fair deals for watershed services in South Africa This report reviews the potential of developing such a scheme in the upper Ga-Selati sub-catchment and the Sabie Sand catchment.
