NATIONAL DRUG MASTER PLAN 2013 – 2017 FOREWORD BY THE MINISTER OF SOCIAL DEVELOPMENT The impact of alcohol and substance abuse continues to ravage families, communities and society. The youth of South Africa are particularly hard hit due to increases in the harmful use of alcohol and the use and abuse of illicit drugs. The use of alcohol and illicit drugs impact negatively on the users, their families and communities. Alcohol and drugs damage the health of users and are linked to rises in non-communicable diseases including HIV and AIDS, cancer, heart disease and psychological disorders. Users are also exposed to violent crime, either as perpetrators or victims and are also at risk of long-term unemployment due to school dropout and foetal alcohol syndrome, being in conflict with law and loss of employment. The social costs for users are exacerbated due to being ostracised from families and their communities. In acute cases users are at risk of premature deaths due ill health, people involved in accidents as well as innocent drivers, violent crime and suicide. The harmful use of alcohol and drugs exposes non-users to injury and death due to people driving under the influence of alcohol and drugs and through being victims of violent crime. Socially, the families of addicts are placed under significant financial pressures due to the costs associated with theft from the family, legal fees for users and the high costs of treatment. The emotional and psychological impacts on families and the high levels of crime and other social ills have left many communities under siege by the scale of alcohol and drug abuse. -

The policy review takes place against the background of a global scholarly publishing system in which African knowledge is seriously marginalised and is poorly represented in global scholarly output. Scholarly publishing policies that drive the dissemination of African research into international journals that are not accessible in developing countries because of their high cost effectively inhibit the ability of relevant research to impact on the overwhelming development challenges that face the continent. -

29 March 2017 Re: ‘Too colonial’ Cape Town City Ballet finds new home Good day, Your article titled “‘Too colonial’ Cape Town City Ballet finds new home” refers. The article claims that Cape Town City Ballet (CTCB) was “kicked out of its Base at the University of Cape Town for being “too colonial”” and reports this as a fact. This is, in fact, the second time this claim has Been reported as a fact By Times Media. Despite this claim, UCT was not offered the right to reply in an article that turned out to be unbalanced and unfair. In NovemBer 2016, a different journalist claimed that CTCB was “booted out of its University of Cape Town premises Because Ballet is “Eurocentric and colonial””. UCT provided a detailed response to this claim, which we are again providing. There is certainly no truth to the claim that “#FeesMustFall protesters demanded that the ballet company Be removed from UCT last year” as reported in this latest article. UCT’s lease agreement with CTCB for studio space expired on 31 December 2016. The lease had been under discussion for almost two years, as UCT had already been taking in larger numBers in our dance courses – which include classical Ballet, as well as choreographic studies and dance teaching methods. The space constraints for UCT dance courses had already reached a tipping point as early as 2014. At the Beginning of 2016, UCT took the proactive step of approaching the Cape Town municipality aBout the possiBle use of an alternate venue for CTCB. Discussions around the lease agreement, and UCT’s steps to proactively arrive at a possiBle solution, Began long Before the spate of protests on campus last year. -

SOUTH AFRICA YEARBOOK 2013/14 The Department of Arts and Culture (DAC) con- tinues to make signifi cant strides in positioning Arts and the cultural and creative industries as one of the main drivers of economic growth and job crea- tion in South Africa. The success of the arts and culture sector is also reliant on effective governance, infra- Culture structure and skills development, partnerships, research, sharing of information and enterprise development. In this context, the department is committed to supporting a number of emergent shifts in the arts, culture and heritage sector over the next fi ve years. These shifts have the potential to increase the growth and development of the sector signifi cantly. They include addressing a number of inade- quacies in the policy and regulatory environment to strengthen governance in the sector, increase investment and improve information and sta- tistics for more effective planning and decision - making. The DAC is strengthening co - operation with a range of public and private sector institu- tions and stakeholders. The development and implementation of the Mzansi Golden Economy Strategy is an example of how to mobilise the resources of all stakeholders in the sector. Measures to promote the arts include: • providing fi nancial, as well as information and communication technology support to artists to enable the creation of works expressing national creativity, while opening space for vibrant debate • strengthening the Independent Communica- tions Authority of South Africa’s mandate for nation - building and value inculcation • incentivising commercial distribution networks to distribute and/or host art • developing and implementing plans for a more effective arts and culture curriculum in schools with appropriate educator support • supporting income-smoothing for artists in a special unemployment insurance scheme and evaluating funding models for such initiatives • developing sectoral determination legislation frameworks to protect arts-sector employees. -

Voice and Agency in Post-Apartheid South African Media
SPEAKING OUT AS CITIZENS: VOICE AND AGENCY IN POST-APARTHEID SOUTH AFRICAN MEDIA Communitas ISSN 1023-0556 2012 17: 39-57 Herman Wasserman and Anthea Garman* ABSTRACT At the heart of the 1996 South African Constitution is a new vision of citizenship. The Constitution is premised on the eradication of apartheid separation and provisions for a shared humanity. Bearing in mind an authoritarian history and a systematic denial of voice to the majority of people, the Truth and Reconciliation Commission entrenched the right to speak and the recognition of a shared humanity as factors in our shared public life. But questions about who is a South African, who belongs and who has the right to speak and criticise erupt frequently in the media as themes alongside issues of great public importance being debated. There is also a steady increase over the years since 1994 in protest action, which could be considered a demand by citizens to be heard. These protests have provoked violent response from state agents, thus undermining ordinary South Africans’ sense of their ability to affect political processes. We ask whether these features of our public life are indicative of a crisis in citizenship in a post-authoritarian, “new” democracy and what mediated modes of practising citizenship, apart from casting votes, are available to South Africans and whether these have value in deepening democracy. The article explores the relationship between the media and the emergence of new forms of citizenship in democratic South Africa by providing a brief overview of various notions of citizenship before illustrating how these notions find manifestation in contemporary South Africa. -
