It is conceived as an in-depth analysis of the Romanian-Finnish relations based on the criticism of archival sources discovered in the Romanian, Finnish and British archives. Becoming “allies without alliance” almost overnight, the relations between the two countries acknowledged a quick shift from low profile bonds to an agreement based on a combination of balance of power and joint action. The aim was to remove the threat Russia was posing to the two countries and to increase their influence at a peace conference to be open following the expected defeat of their big neighbour. Romania was the advocate of closer ties between the two countries keeping in line with its search for influence rather than autonomy in its foreign relations, while Finland was more prudent consistent with its choice for autonomy rather than influence. The ideological and historical background Looking at the period between the two world wars, it is useful to avoid certain stereotype ideas which are usually attached to some political and ideological terms. This is especially the case when the terms "fascist" and "conservative" are used vaguely. These terms are often used as political slander in disguise; they are terms which are usually applied only as accusations and libels and most often by their fervent opponents. The reputation of both the Finnish and the Hungarian Conser­ vatives between the world wars is generally not very favourable. Both are considered to have been pro-German, reactionary, illiberal and extremely old-fashioned - although the stigma of fascism, which was used especially during the 1970s seems to have been abandoned by now. But even now they are not usually evaluated from their own viewpoints and merits (or dismerits) and it is not ap­ preciated that Fascism/Nazism was almost equally "under-class" and "revolutionary" in their eyes as socialism and communism were. Conservatism in the Europe of the 1920s and 1930s had at least two main creeds: the parliamentary one and the autocratic one. Par­ liamentary Conservatism was the stronger creed in Northern and Western Europe - in the old established democracies, which had long traditions of both liberal democracy and moderate upper-class aristocratism, but also in those "young" countries where at least verbal democratic radicalism was the political tune of the day.

Chief attention is directed to the shaping of diplomatic relations, the procurement of relief supplies for Finland, the resolution of the problem of obtaining recognition for Finnish independence and the issues of the Aland Islands (Ahvenanmaa) and East Karelia. The matter of intervention in Russia is also dealt with insofar as it relates to military operations planned by the so-called White Russians in the Finnish sector and the possible participation of Finland in such action as well as to the relations between the Western Powers and Finland in this connection. The questions involved had by and large emerged in the field of international politics before hostilities had ended, but the radical change in the world situation in the months of October and November 1918 gave them a different position and significance in many respects within the framework of relations between the Western Allies and Finland.

Dostluk antlaşmalarının imzalanmasında; dönemin birçok devletinden çok daha kötü şartlarda olan Türkiye'yi kısa sürede çağdaş devletler seviyesine yükseltmeyi başaran Mustafa Kemal Atatürk'ün etkin kişiliği de önemli rol oynanuştır. Dostluk antlaşmalarının imzalanması ile birlikte Türkiye, bağımsı,z ülkelerin büyük bir kısmı ile resmi ilişkiler kunnuş oluyordu. Resmi ilişkilerin başlamasıyla birlikte taraflar arasında zamanla ilişkilerin geliştiği ve çeşitlendiği görülmektedir. Bu ülkelerden birisi de Finlandiya'dır. Çalışmamda; Türkiye ile Finlandiya arasında siyasi ilişkilerin başlama sürecini ana hatlarıyla verdikten sonra; Finlandiya Cumhurbaşkanı Pehr Evind Svinhufvud ile Dışişleri Bakanı Yrjö Koskinen'in Türkiye ile ilgili görüşlerini ortaya koymaya ça1ışacağım.     Finnish-Croatian Diplomatic Relations 25 Years Helsinki, 16 March 2017 Ambassador Pertti Torstila Ladies and gentlemen, Finland recognized the independence of Croatia on 17 January 1992. Diplomatic relations were established one month later, on 19 February 1992. As Finland’s first ambassador to the new republic I presented my credentials to President Franjo Tudjman in Zagreb on a sunny autumn day of 29 September 1992. My permanent residence was in Budapest, Hungary and therefore Zagreb became a side accreditation. Croatia had declared its independence from Yugoslavia in June 1991. The government in Belgrade responded to this by declaring secession illegal and in July the federal forces - that is Serb-led army - started their advance on Dalmatian coastal areas and the military conflict began. As the war progressed several important cities and one third of the Croatian territory came under attack by the Yugoslav forces. I had started as ambassador in Budapest in August 1992. To Budapest I moved from neighboring Austria where I had worked as Finland’s CSCE ambassador in 1989-1992. From these two Yugoslav’s neighbors, Austria and Hungary I followed closely not only the fall of the communist system in Europe, but also the escalation of the Balkan conflict from its earliest days. My term as ambassador to Croatia ended four years later, in April 1996. Peace had returned to the war-torn country in autumn 1995, but the memories of the bloody civil war were still fresh. The war had caused great damage to Croatia´s key economic assets: tourism, transit traffic and investments. GDP growth was negative and hundreds of thousands refugees were on the move.
