It was inevitable, then, that 2010 would be an important year for scholarship on the Japanese colonisation of Korea. In response to this momentous anniversary, Cipango – Cahiers d’études japonaises launched a call for papers on the subject of Japan’s colonial past in the spring of 2009. 2 Why colonisation in general and not specifically relating to Korea? Tactics are for Losers Military Education, The Decline of Rational Debate and the Failure of Strategic Thinking in the Imperial Japanese Navy: 1920-1941 A submission for the 2019 CN Essay Competition For Entry in the OPEN and DEFENCE Divisions The period of intense mechanisation and modernisation that affected all of the world’s navies during the latter half of the 19th and first half of the 20th century had possibly its greatest impact in the Imperial Japanese Navy (IJN). Having been shocked into self- consciousness concerning their own vulnerability to modern firepower by the arrival of Commodore Matthew Perry’s ‘Black Fleet’ at Edo bay on 8 July 1853, the state of Japan launched itself onto a trajectory of rapid modernisation. Between 1863 and 1920, the Japanese state transformed itself from a forgotten backwater of the medieval world to one of the world’s great technological and industrialised powers. The spearhead of this meteoric rise from obscurity to great power status in just over a half-century was undoubtedly the Imperial Japanese Navy, which by 1923 was universally recognised during the Washington Naval Conference as the world’s third largest and most powerful maritime force.1 Yet, despite the giant technological leaps forward made by the Imperial Japanese Navy during this period, the story of Japan’s and the IJN’s rise to great power status ends in 1945 much as it began during the Perry expedition; with an impotent government being forced to bend to the will of the United States and her allies while a fleet of foreign warships rested at anchor in Tokyo Bay. -

Asylum Seekers and Refugees in Indonesia: Problems and Potentials Muzafar Ali Independent Researcher Linda Briskman Swinburne Institute for Social Research Lucy Fiske University of Technology Sydney Abstract Asylum seekers and refugees in Indonesia increasingly experience protracted waiting times for permanent settlement in other countries. They have few, if any, legal rights, coupled with extremely limited financial resources and no access to government provided services. In response to the prospect of living for many years in this difficult and liminal space, a small community of refugees in the West Java town of Cisarua has built relationships, skills and confidence among themselves and with host Indonesians to respond to identified needs. This paper outlines the main political and policy frameworks affecting the lives of refugees in Indonesia and then draws on research interviews and participant observation to illustrate the resilience and agency utilised by the community to mitigate uncertain futures. The major focus is on education for asylum seeker/refugee children. Introduction Increasingly protracted situations confront forced migrants in Indonesia. This cohort includes asylum seekers (awaiting determination of their refugee status) and those who have been granted asylum (refugees) who are awaiting third country resettlement1. The time of waiting can extend for several years and is marked by marginality – of attaining a level of immediate safety, but with no realisable rights beyond an assurance of non-deportation. Migration profile of INDONESIA Executive Summary The Republic of Indonesia is now the world's fourth most populous democracy, with an estimated 262,787,403 people (July 2018), and the largest Muslim-majority nation. At 87.2%, Islam is the dominant religion while 7% are Protestant and 3.33% are Roman Catholic. The current President Joko Widodo has brought numerous positive changes in governance since 2014. Although a secular state, there is increasing Islamization in the country with the existence of Muslim fundamentalist and terror groups wanting to set up a caliphate in South East Asia. Emerging from dependence on agriculture, Indonesia has the largest economy in South-East Asia and is an emerging economic powerhouse. Besides sending out migrants, Indonesia is also a magnet for foreigners and investors, who are keen to expand their horizons in this country, especially those from China. There are an estimated 9.8 million internal migrants, approximately 4.5 million documented international migrants, about 16,000 IDPs, and 13,840 refugees and asylum seekers from some 49 different countries, with half originating from Afghanistan. Many refugees are boat people turned away by Australia. They are deemed to be illegal and face grave challenges concerning housing, healthcare, education and job opportunities. The Government has estimated that a significant 1.9 million of the 4.5 million Indonesians working abroad are exploited in forced labor and debt bondage in Asia and the Middle East, primarily in domestic service, commercial sex industry, factories, construction, manufacturing, on Malaysian palm oil plantations, and on fishing vessels throughout the Indian and Pacific Oceans. -

Analisis Potensi dan Prioritas Pengembangan Pariwisata di Kota Bogor Provinsi Jawa Barat merupakan penelitian yang bertujuan untuk : (1) menganalisis potensi pariwisata (2) menganalisis skala prioritas pengembangan pariwisata di Kota Bogor Provinsi Jawa Barat. Penelitian menggunakan metode observasi langsung yaitu pengamatan secara langsung menggunakan lembar observasi yang telah disediakan untuk observer. Analisis dilakukan dengan menggunakan potensi gabungan obyek wisata dan analisis SWOT. Terdapat tiga hasil penelitian yang menunjukkan bahwa (1) potensi pariwisata di Kota Bogor memiliki nilai potensi gabungan (potensi internal dan eksternal) yang bervariasi dari rendah – tinggi. Potensi tinggi ada pada obyek wisata Kebun Raya Bogor, The Jungle, Rancamaya Country Golf, Istana Bogor, Country Club Cimanggu (Marcopolo) dan Prasasti Batutulis yang dimana nilai total skornya antara 38 – 48. Potensi sedang ada pada obyek wisata Plaza Kapten Muslihat, Museum PETA, Museum Zoologi, Jungle Fest, Museum Tanah, Museum Etnobotani, dan Museum Perjuangan Bogor yang dimana nilai total skornya antara 28 – 37. Potensi Rendah ada pada obyek wisata Situ Gede dimana nilai total skornya antara 18 – 27. -
