1. The Fisheries Administration (FiA) (hereinafter called “Client”), Ministry of Agriculture, Forestry and Fisheries (MAFF) of Cambodia has requested financing from the European Commission. The Commission has proposed to delegate part of its financial contribution (hereinafter called “the funds”) to the French Agency for Development (AFD), which has agreed to manage the financing under a delegation agreement toward the cost of Programme for Sustainable and Inclusive Growth in the Fisheries Sector: Aquaculture Component (CaPFish Aquaculture). The Client intends to apply a portion of the funds to eligible payments under the contract for which this Request for Proposals is issued.

2. The MAFF/FiA now invites proposals from Consultants to provide the following consulting Services: Individual Consulting Services for Frog Hatchery Expert. More details on the Services are provided in the Terms of Reference (TOR).

3. A Consultant shall be selected under the Quality Based selection method (QBS). The candidates should possess a vast and recent experience with frog hatchery and nursery, using different technologies and approaches, and preferably with Asian species and at least 15 years of experience in working experience of aquaculture, seed production and research development in developing countries and particularly SEA. The maximum budget for those Services is USD 60,000.

BACKGROUND

The Agence Française de Développement (the “AFD”) and Ministry of Agriculture, Forestry and Fisheries (MAFF)/ Fisheries Administration (FiA) have signed a Financing Agreement for Programme for Sustainable and Inclusive Growth in the Fisheries Sector: Aquaculture Component (CaPFish Aquaculture) the “Project”.

NOW THEREFORE THE PARTIES hereby agree as follows:

1. Services (i) The Consultant shall perform the Services and submit the reports specified in Annex A, “Terms of Reference and Scope of Services,” which is made an integral part of this Contract (“the Services”).

(ii) The Consultant shall mobilize the expertise and shall use the methodology specified in Annex B, “Technical Proposal of the Consultant”.

13. Dispute Any dispute, controversy or claim arising out of or relating to this Resolution Contract or the breach, termination or invalidity thereof, shall be settled by arbitration in accordance with the UNCITRAL Arbitration Rules as at present in force.

15. BACKGROUND The overall objective of the CaPFish Programme is to contribute to food security and socioeconomic development in Cambodia in order to enhance people's livelihoods and the nation's prosperity.

The specific objective of CaPFish-Aquaculture is to ensure a more sustainable, climate-resilient and inclusive growth in the aquaculture sector.

The purpose of the project is a holistic and comprehensive approach to support the sector that encompasses all the different component of the aquaculture value chain. It will support the development and scaling up of successful aquaculture systems, as well as the development and dissemination of more sustainable and efficient practices in the rapidly growing commercial sector. It enables the supervising administration to lead, directly and with the help of external partners; accompanying actions that gradually solve the critical issues of the sector mentioned above (environmental, technical, economic, commercial, financial and organizational) and raise the level of knowledge and professional mastery of private and public sector actors.

The expected results are; (i) the scaling-up successful aquaculture experiences to ensure an inclusive growth of the aquaculture sector and to contribute to income diversification and improved food and nutrition security at the rural household level; and (ii) developing and diffusing more sustainable and efficient practices in the rapidly growing culture of high-input species for export, regarding in particular reduced dependence on the use of ‘trash fish’ and the use of captured juveniles, as well as the control of disease and water pollution to minimize the negative impacts of this intensive aquaculture and foster access to profitable external markets.

The CaPFish – Aquaculture program covers three regions: the Tonle Sap Lake, the Mekong flood plains and the currents area of the Mekong, and primarily focus on the following 10 provinces: Pursat, Battambang, Siem Reap, Kampong Thom, Kampong Cham, Banteay Meanchey, Kandal, Takeo, Prey Veng, and Kampong Chhnang. Target groups of CaPFish-Aqua are seed producers and small and medium-scale commercial aquaculture producers in the 10 provinces.

Two Government breeding centres (NARDI and FARDeC) will be targeted by CapFish-Aqua, through the development of research activities (especially seed, feed, climate change components). Their staff will benefit from capacity building with the ultimate objective to improve the centres abilities to transfer know-how and better technologies to seed producers. Department of Aquaculture Development (DAD) officers who are already providing extension services to hatcheries and nurseries will be trained in the breeding centres and be able to transfer new technologies to seed producers, they will monitor progress in processes development and provide information to producer.

DAD staff will also benefit from capacity building in governance and project management: strategy, planning, staffing, implementation and monitoring.

The main project objective is to contribute to food security and the main beneficiaries are the fish farmers who will enhance their capacity to increase production. Subsistence farmers using extensive production with low inputs will benefit from improved extension services and by receiving guidance on appropriate choice of species for polyculture, pond stocking, feeding and improved management. Emerging fish farmers, willing to increase commercial production, and the already existing commercial farmers will represent the most important number of beneficiaries. They will be

8 Section III – Technical Proposal – Standard Forms 9 given access to high quality fingerlings, good feeding management and good aquaculture practices through the development of a training network.

The CaPFish – Aqua programme will achieve its objectives through conducting 3 main axes to develop programme activities:

1 Develop the research sector in aquaculture, by: - Upgrading and managing with international partners (research centres, universities), the existing governmental breeding centres: NARDI and FARDEC, to introduce biosecurity protocols in national seed production facilities, to improve production process, broodstock domestication and genetic selection of the main cultured species, to import improved strains of key cultivated species and to develop research on diversification with new produced species of economical and nutritional interests; - Designing dissemination system of seed production technologies and selected broodstock to private seed producers; - Designing protocol for certification/quality seal of fish seeds; - Improving feed efficiency, and particularly feed production in farms, with the objective to reduce trashfish use and offer better feeding practices; - Developing new feed formulation based on locally available ingredients and supporting ecological intensification; - Maturing and testing climate smart aquaculture production process for the farmers and piloting good environmental practices; - Developing protocols for fish disease monitoring at the farm and landing sites; - Understanding the role of aquaculture production in intra-households food and nutrition security and pilot nutrition sensitive.

2 Implement capacity building and innovation system in the country, by: - Offering international scholarship for students (PhD, MSc.); - Improving of national aquaculture programmes for bachelor and MSc. levels, and the development of a vocational training for private stakeholders; - Implementing a full transfer of aquaculture technologies and business skills to a selected pool of master trainers; - Developing, under the supervision of the master trainers, a network of trainers in each province embedded in local private hatcheries or farms and able to introduce new technologies to any private farmers; - Supporting the dissemination of knowledge and information through different media and channels, including the regulatory framework.

3 Strengthen the sector governance, by: - Improving Fisheries Administration (FiA) management capabilities at central and cantonment level; - Reinforcing and implementing aquaculture regulations and control for seed and feed; - Implementing control procedures for farm licensing, environmental impacts, bio- security in farms, fish health, farms labour, markets price and necessary farm registrations; - Developing the tools for improving M&E of all registered data, and particularly through a GIS mapping for present and potential future situation, and a suitable Aquaculture Database able to register and monitor all interesting data to follow and evaluate real production and aquaculture development in the country;

- Supplying financial support to private farmers and permit them to access suitable loans to upgrade their facilities or to build new farms. MISSION CONTEXT:

Seed production The estimated amount of fingerlings used for aquaculture in 2017 was estimated at around 345 million, with 52% coming from national hatcheries, 9% captured in the natural waters, and 39% imported (mainly from ). Around 32 million of fingerlings are captured in natural waters to supply aquaculture production. The main captured species are the striped catfish (Pangasianodon hypophthalmus), the striped snakehead (Channa striata) and the walking catfish (Clarias spp.). These important captures are harmful for the biodiversity, and induce a decrease in the fishery catches of interesting marketable species. Fingerlings imports are mainly oriented to species used in intensive facilities (striped catfish, snakeheads and walking catfish), but also to tilapia and cyprinids species as local production is often of bad quality.

Most of the national seed producers are technology deficient to produce very interesting commercial species (snakehead, catfish, freshwater prawn and frog) and need more skill to upgrade nursery technics (cyprinids species, frog) to reduce mortality and produce healthy fingerlings of a reasonable size (only one hatchery is producing striped catfish, one is offering prawn juveniles, and no one is able to produce snakehead fingerlings).

Fingerling imports are mainly done from Vietnam and there is no border control for the fingerlings: species, quality, disease.

Governmental and private hatcheries are undertaken researches to produce new interesting species which present a high market value. However due to biological background and technologies deficiencies commercial production of these species is not yet developed.

Frog production There are two main species already produced in Cambodia: the Indian bullfrog ( tigerinus) and the Chinese edible frog (Hoplobatrachus rugulosus), both are cultured in some provinces at northern part of Cambodia such as Siem Reap, Banteay Meanchey, Kampong Cham, and Kampong Thom provinces. These two frog species were introduced to farmers from early 2009 by TSTD-MAFF activity. In addition, the technical process of frog culture is supported by National Aquaculture Experts of Department of Aquaculture Development, who work for the activity from 2009 up to 2013. The rearing characteristics of these two species are:

1) The Indian bullfrog is a species originated from Indian subcontinent but introduced in several countries. It was introduced in Cambodia from neighbouring country: in 2009. It is a popular species, can be fed with both pellet feed and home-made feed, and is easy to culture within the Cambodian environmental conditions. In case of culture in tank with a properly feed and feeding, the rearing density reaches 70-135 ind/m2. With temperature ranging from 28-30ºc, good water quality with a water pH level ranging from 6.5-8.5, a daily water exchange of at least 50%, and good tank hygiene, the species can grow faster than H. rugulosa, and can reach a market size of 250g to 300g in 2.5-3 months of culture period.

2) The Chinese edible frog is a native species. For farming purposes the strain was imported from neighbouring country: Vietnam in 2009. It is also a popular species, can be fed with home- made feed, trash fish, and others live feed such as snail, earth worm, crab, insects, etc. which are often available in the farmers vicinity. The species is also easy to cultivate considering the environmental conditions of Cambodia. In case of culture in tank with proper feed and feeding, the rearing density reaches also 70-135 ind/m2. With temperature ranging from 28-30ºc, good water quality with a pH level ranging from 6.5-8.5, a daily water exchange of at least 50%, and good tank hygiene, the species can grow faster than other local wild frog species, and can reach a market size of 150g to 200g in 2-3months of culture period.

At the moment it is not confirmed what of the 2 species is really grown in Cambodia. Considering that seed producers are exchanging breeders from province to province, it could be possible that the frog presently grown in Cambodia is an hybrid from the 2 species.

In hatchery males and females are separated and only put together in a tank for breeding. Spawning is done directly in the tank and then breeders are removed. Hatching is done in the tanks and tadpoles will be reared in the same tank. Tadpoles are ded with pellets 35 to 40% proteins content. Mortality seems quite important during the tadpoles nursing and can be decreased by using better practices. Particularly there is a large difference in growth rate for the tadpoles, this inducing cannibalistic behaviour. Young froglets are obtained after 2 to 3 weeks nursing period.

FARDeC The Freshwater Aquaculture Research and Development Centre (FARDeC) is located in Bati village, Peam Ror commune, Peam Ror district, Prey Veng province.

FARDeC is a training and fish seed production center. It is also to support applied research on and demonstration of:  production live fish food in tanks,  pond fish culture i.e. the easily sustainable low external input aquaculture systems, as well as  applied research on feed and feeding systems.

There are 15 permanent and 5 contract staff in FARDeC: The director, 2 deputy directors (production and research), 4 persons in the administration, 5 staff in the aquaculture production, 3 staff in the research and laboratory and 3 staff in the feed and culture of fish food. The staff of the center is complemented with 5 workers.

The objective of the consultant work will be to reinforce FARDeC staff in froglets production.

MISSION OBJECTIVES

During 2021 the CaPFish Aqua project will improve the existing two breeding centres (public hatcheries): the National Research and Aquaculture Development Institute (NARDI) and the Freshwater Aquaculture Research and Development Centre (FARDeC). These centres have to become the main support to private hatcheries in developing a bio-secure production of selected domesticated breeders, upgrading the technologies to produce fry and fingerlings for the present

11 Section III – Technical Proposal – Standard Forms 12 commercial species, implementing research programmes in domestication and genetic to get better fish strains, selecting new species for diversification, and supplying assistance and training to private seed producers to increase their production and to upgrade the quality of the fingerlings. This mission is only concerning the improvement of NARDI centre but some training session shall be also performed for the technician of FARDeC.

As the improvement of the centres will not be completed before end-2021, the Individual Consultant will mainly work on the development of breeding and research protocols and programmes to be implemented by FARDeC during the following years. These protocols will be complemented by a practical training in suitable technologies to upgrade froglets production.

SCOPE OF SERVICES, TASKS AND EXPECTED RESULTS

The Services provided will be a Lump Sum contract. The maximum budget for those Services is USD 60 000.

The Consultant will be based in FARDeC, with eventual specific training works to be done in NARDI and in Phnom Penh.

The intended start date is March 2021 and the period of implementation will last in July 2021, with a minimum of 87 working days, i.e. excluding weekends and public holidays to achieve the mission. Timesheets will be provided by the Consultant to present the time spent on the mission.

Services to be provided The scope of services is divided into two components:

Task 1: Froglet production protocols and breeding programme design The main task of the Consultant will be to evaluate the breeding programmes presently developed for the frog and develop a direct practical training of centres technicians to operate and upgrade the different hatchery production steps: breeder production, spawning, larva rearing, nursing, and weaning.

The Consultant will supply the protocols and programmes to be implemented in the centre to produce domesticated bio-secure breeders and assist in procurement of local broodstock. Considering the tanks available, the programme shall include for frog: the number of breeders to be stocked, the percentage of renewal through auto-production, through wild capture and/or from private hatcheries, the number of juveniles to be produced each year, the pre-breeders which can be sold to private hatcheries, etc.

The Consultant shall evaluate for frog production, the activities to be developed in the improved centre, the need in personnel (skilled technicians and workers), and a calendar, and will prepare a yearly detailed business plan and operation budget (per activities).

Task 2: Workshop At the end of the mission, the Consultant will conduct a half day workshop to present to Fisheries Administration, Department of Aquaculture Development and breeding centres staff the main results and conclusions for the mission. Workshop attendants will be maximum 45.

Expected deliverables The Consultant will provide: :  Deliverable 1: A situation report of the frog breeding technics presently developed in FARDeC, including what is or not suitable for a research centre and what has to be improved. The report shall include a first evaluation of the staff skill. For the frog a protocol to upgrade the present production technologies for spawning, hatching, larva rearing, nursing and weaning, and a system to monitor and evaluate the progress. An action plan for bio-secure breeder production and species domestication for frog including the detailed protocols to be developed, and the monitoring system.  Deliverable 2: A training programme including training materials for centre technicians in frog hatchery techniques. The programme will be used continuously for FARDeC technicians, but specific training sessions have to be done for NARDI technicians in frog production.  Deliverable 3: A final workshop with PowerPoint presentation will be developed for FiA, DAD and centres staff (maximum 45 attendants), at the end of the mission, to present the Consultant works and the proposed programmes and protocols.  Deliverable 4: A final report on the trainings done during the mission: session, time, number of trainees, activities, results, etc., an analysis of what shall be the following actions to be performed to reinforce the capacity of centre technicians (including the results of the workshop discussions) considering the staff, the facilities, the financing and the management, and a detailed business plan for frog production.

General requirements for all the mentioned reports include:  Reports will be provided in English;  Reports will be presented in three (3) hard copies and in electronic format (pdf and native formats);  Hard copy reports will be provided in A4 format.  The template needs to fulfil the requirement of the reporting to the EU Delegation; it will be given at the beginning of the assignment.

Reports would be prepared initially in draft, and finalized within 1 week following receipt of FIA and AFD comments; these would generally be provided within three (3) weeks of receipt of the draft report.

CONSULTANT QUALIFICATION

The Consultant qualification shall correspond to the following.

Frog hatchery expert . University degree in Marine Biology, Fisheries Science or Aquaculture. . Broad and recent experience with frog hatchery and nursery, using different technologies and preferably with Asian species. . Minimum of 15 years working experiences in the sector. . Working experience of aquaculture, seed production and research development in developing countries and particularly SEA. . Working experience with public institutions. . Good skill in training development for biologists or technicians. . Good writing skills and experience in developing strategic papers.

. Good command of English.

NATIONAL ASSISTANCE TO INTERNATIONAL CONSULTANT To perform efficiently his duty, the Consultant should be assisted by a Junior National Assistant (JNA) in charge of supporting the Consultant during the training activities (direct assistance, translation), of the monitoring of the centre technicians during training and application activities, of workshop preparation and reporting. The input for the project by the JNA is estimated at a minimum of 75 working days.

The Client will be providing to the selected Consultant a list of potential JNA, to be chosen at the beginning of the mission. The Consultant will have the opportunity to conduct on-line interviews with the proposed candidates during his/her quarantine after arrival in Cambodia. The Consultant may also propose his/her own selected JNA.

The JNA will be paid by the Consultant and the Consultant will be responsible of his work and shall certify/sign the JNA timesheets before transmission to the Client.

PROJECT INPUTS Services, facilities and property to be made available by the Consultant

The Consultant shall be adequately equipped. The Consultant will be responsible for finding and covering the cost of accommodation nearby FARDeC while in Cambodia, together with transportation means to and from FARDeC. The Consultant has the possibility to find a good standard hotel in the small city (Nakloeung) located close to the centre (7 km) or has the possibility to find accommodation in Phnom Penh (75 km). All transportation costs will be covered by the Consultant to and from FARDeC and NARDI.

Services, facilities and property to be made available to the Consultant by the Project No office will be provided in Phnom Penh by the Project to the Consultant. Office space will be supplied by the Client at FARDeC.

Responsibilities of the Project vis-à-vis the Consultant’s team The Consultant will have access to all relevant and existing information to support the activities of the project. All existing relevant documentation will be provided by the Client e.g. Project Implementation Manual, Studies and Reports developed under CaPFish-Aqua during the different phases of the project, as well as any other relevant reports related to CaPFish-Aqua.

The Client will assist the Consultant in obtaining all administrative permits and permissions to enable him to carry out his responsibilities under the contract.

The Client will support the cost of the Final Workshop.

To develop training sessions in NARDI on catfish production, the Client will support the transportation costs from FARDeC to NARDI.

SPECIFIC REQUIREMENTS DUE TO COVID-19 PANDEMIC OBLIGATIONS Considering the COVID-19 pandemic crisis, most of the Governments have developed sanitary obligations and requirements to enter their country. As of December 1st 2020, the Cambodia Entry Requirements are as follows:  Possess a COVID-19 negative medical certificate (in English language) issued no more than 72 hours prior to the date of arrival and proof of medical insurance coverage of at least USD 50,000;  Undergo a COVID-19 test upon arrival and wait in official facilities to receive laboratory results. All passengers must undergo a 14-day quarantine under supervision of local authorities, and at a location designated by Cambodian authorities, even if no travellers on an arriving vessel/flight test positive. Health authorities will then oversee another COVID-19 test on the 13th day of self- isolation.  All foreign travellers entering Cambodia have to pay a deposit of USD 2,000 upon arrival at airports for mandatory COVID-19 testing and potential treatment services. Travelers should be prepared to see this deposit applied to a minimum of USD 165 for mandatory COVID-19 testing and approximately USD 1,281 more to support quarantine costs (hotel food, laundry, etc.).

Expenses related to those requirements and procedures should be embedded within the Consultant remuneration.

Cambodian Visas: On March 28, the Government of Cambodia suspended the e-visa and visa-on-arrival programs until further notice. In addition, Cambodian Embassies will only accept applications for diplomatic, official, and business visas and will not issue tourist or other visas to enter Cambodia at this time. Country of residence of Experts has possibly specific requirements and restrictions to be followed to enter Cambodia.

CONTENT OF THE PROPOSAL OF THE CONSULTANT The Consultant shall submit the following:

1. A CV (using the template provided) highlighting similar experiences conducted by the Consultant. 2.
