First, it conducts a survey of past and present Northern Sea Route (NSR) cargo flows. Then follow discussions of the route’s commercial potential as a transit route, as well as of its economic importance and relevance for each of the Russian Arctic regions. These discussions are summarized by estimates of what types and volumes of NSR cargoes that can realistically be expected in the period 2000-2015. This is then followed by a survey of the status quo of the NSR infrastructure (above all the ice-breakers, ice-class cargo vessels and ports), with estimates of its future capacity. Based on the estimated future NSR cargo potential, future NSR infrastructure requirements are calculated and compared with the estimated capacity in order to identify the main, future infrastructure bottlenecks for NSR operations. The information presented in the report is mainly compiled from data and research results that were published through the International Northern Sea Route Programme (INSROP) 1993-99, but considerable updates have been made using recent information, statistics and analyses from various sources. -

Meanwhile, relationships between different demographic parameters are of general interest. Tolstikhina et al. (Tolstikhina, Gavrikov, Khlebopros, Okhonin, 2013) showed that fertility and life expectancy are negatively correlated among countries of the world. The same relationship of fertility and life expectancy has been studied by us in this research at an intraregional level through the example of Krasnoyarsk Territory. The demographic data from 1995 to 2013 have been used to describe dynamics of the relationship. The main method used was weighted fitting of the data by a linear function, with weights being the population of the territory administrative regions. No statistically significant relationship between the fertility and female life expectancy has been found in 1995, i.e. -

One of the main results of the liberalization is the emergence of inefficient spatial structures of regional public transport systems in Russian regions. While the problem of optimization of urban public transport system has been extensively studied, the structure of regional public transport system has been referred less often. The question is whether the problems of spatial structure are common for regional and public transportation systems, and if this is the case, whether the techniques developed for urban public transport planning and management are applicable to regional networks. The analysis of the regional public transport system in Perm Krai has shown that the problems of cities and regions are very similar. On this evidence the proposals were made in order to employ urban practice for the optimization of regional public transport system. The detailed program was developed for Perm Krai which can be later on adapted for other regions. JEL Classification: R42. -

The detailed study of employment experience helps to reveal the main problems of employment in Russia: structural changing, unemployment, commercial secrets, know-how, legal regulation, labour markets, production decline, innovation structures. The paper concludes with some illustrations of the volume of women employment in Perm Region, the structure of unemployment, factors which form the labour market. The authors made complex research of employment dynamics in Perm Region (the period from 1992 up to 2000). They tried to find out the economic and legal reasons of this phenomenon and to explain them. Acta Slavica Iaponica, Tomus 26, pp. 1‒24 Articles Russia’s Perspectives on International Politics: A Comparison of Liberalist, Realist and Geopolitical Paradigms* SHIN Beom-Shik The purpose of this article is to examine Russian perspectives on interna- tional politics. This study will focus on the following questions: What are the characteristics of the Russian understanding of major changes in international politics since the collapse of the Soviet Union; and, what are the implications of Russia’s perspectives on international politics for IR theory in the post-Cold War era? There are two approaches to analyzing Russia’s perception of internation- al politics. The first focuses on mapping foreign policy orientations in Russia and their influence on official Russian foreign policies. The second analyzes elites’ and masses’ perceptions of the general dynamics of international politics rather than foreign policies. When we examine discussions on the orientations of Russian foreign poli- cies, we discover a number of different schools. Scholars adopt different cri- teria for categorizing Russian foreign policy orientations. The dataset contains more than 24,000 records of rodent and insectivore species from 23 districts, including Saransk. A major part of the data set was obtained during expedition research and at the biological station. The work is based on the materials of our surveys of rodents and insectivo- rous mammals conducted in Mordovia using both trap lines and pitfall arrays using traditional methods. (2020) on the Crimean Peninsula serves as an example of such research. Based on the environmental monitoring materials of Joint-stock company "Sibir-Polimetally", as well as Altai State Technical University scientific research, an analysis was made of the ecological state of the surface waters of small streams in the south-west of the Altai territory: the Nikitikha, Krutishka and Korbolikha rivers. The main pollutants in these water bodies are identified. The research results are relevant for the Altai territory, where small watercourses in the area where industrial enterprises are located can be a source of pollution of large waterways, which are of great economic importance for the Siberian region. 1 Introduction The Nikitikha, Krutishka and Korbolikha rivers flow in the south-west of the Altai Territory (Russia). Krutishka flows into the Korbolikha river, the latter together with the Nikitikha river, are the tributaries of the Alei River, which, in turn, flows into the Ob River (Fig. 1). The main source of possible pollution of the Nikitikha river is Rubtsovsk Metall Processing Plant based in the Rubtsovsk district of Altai Krai. The Korbolikhinsky polymetallic mine, located in the Zmeinogorsky district of Altai Krai, is a potential source of heavy metal pollution in the waters of the Krutishka and Korbolikha rivers. The studied pollutants were selected taking into account the specific character of these enterprises. -

It is based on both original data and published data dating from 1861 to October 2000. Northern Asia is defined as the territories of Siberia, the Russian Far East, Mongolia, northern provinces of China, and both Korea and Japan (Hokkaido only). The catalogue lists 216 valid species belonging to 41 genera. The following data are supplied for each species: a range character- istic, all available records from northern Asia with approximate coordinates (mapped), all misidentifications and doubtful records (not mapped), habitat preferences, references to available biological data, taxonomic notes on species where necessary, references to lists of regional fauna and to catalogues of general importance. 24 species are excluded from the list of the Northern Asian salticids. 5 species names are newly synonymized: Evarcha pseudolaetabunda Peng & Xie, 1994 with E. mongolica Danilov & Logunov, 1994; He- liophanus mongolicus Schenkel, 1953 with H. baicalensis Kulczyñski, 1895; Neon rostra- tus Seo, 1995 with N. minutus ¯abka, 1985; Salticus potanini Schenkel, 1963 with S. -

The article considers the main prerequisites and the directions of development of Northern and Arctic areas of the Krasnoyarsk Krai based on creation of reliable local transport and power infrastructure and formation of hi-tech and competitive territorial clusters. We examine both the current (new large min- ing and processing works in the Norilsk industrial region; development of Ust-Eniseysky group of oil and gas fields; gasification of the Krasnoyarsk agglomeration with the resources of bradenhead gas of Evenkia; ren- ovation of housing and public utilities of the Norilsk agglomeration; development of the Arctic and north- ern tourism and others), and earlier considered, but rejected, projects (construction of a large hydroelectric power station on the Nizhnyaya Tunguska river; development of the Porozhinsky manganese field; place- ment of the metallurgical enterprises using the Norilsk ores near Lower Angara region; construction of the meridional Yenisei railroad and others) and their impact on the development of the region. It is shown that in new conditions it is expedient to return to consideration of these projects with the use of modern tech- nologies and organizational approaches. It means, above all, formation of the local integrated regional pro- duction systems and networks providing interaction and cooperation of the fuel and raw, processing and innovative sectors.
