And each year, we meet in a new city that offers special opportunities for learning, discovery, and the stimulation of engaging with a new and fascinat- ing place and culture. In 2012, the Congress addresses the neglected but critically important issue of ‘urban speed’ – as outlined in General Rapporteur Stefan Rau’s introduction on page 11. The Congress will also include an International Planners’ Forum for papers on diverse topics of great interest. In 2012, the Congress is being hosted in the City of Perm, the easternmost city in Europe, a city with a special place in Russian history, and a city which is recognised for its achievements in promoting the cultural economy and dy- namic urban planning. I acknowledge the outstanding work of the Local Organising Committee and ISOCARP’s Congress Team in ensuring that this will be another very reward- ing and memorable Congress, and encourage you to be part of it. We see urban planning as a key discipline for the city, gen- erating new ideas and technologies, offering solutions for the improvement of the urban environment, and giving impetus to the development of infra- structure. Over recent years, Perm has been at the forefront of urban planning in Rus- sia, and is now the centre of new approaches for improving the image of the modern metropolis. The Perm Master Plan is based on best practice in Euro- pean and domestic planning. It takes into account both the local context and the latest trends in the design of urban space. Our primary goal has been to create a comfortable and safe city, a city for people, a good place for living and working. We are keen to learn from others, to enter into dialogue and cooperation, and to engage in the analysis and discussion of topical issues in contemporary urbanism. I am convinced that the ISOCARP Congress, bringing together ex- perts and practitioners, can give significant impetus to our endeavours. In particular, it will be a great learning opportunity for our young architects and planners. RUPA works to create an urban planning knowledge network, improve plan- ning education, raise professional standards, and encourage the best inter- national practice in Russian planning processes. Special attention is paid to education and knowledge exchange processes. RUPA organises seminars, workshops, professional competitions and conferences. The members of RUPA participate in planning, development and city market- ing projects, working hand-in-hand with local, regional and national authori- ties, academicians, land owners, developers and citizens. One of the main results of the liberalization is the emergence of inefficient spatial structures of regional public transport systems in Russian regions. While the problem of optimization of urban public transport system has been extensively studied, the structure of regional public transport system has been referred less often. The question is whether the problems of spatial structure are common for regional and public transportation systems, and if this is the case, whether the techniques developed for urban public transport planning and management are applicable to regional networks. The analysis of the regional public transport system in Perm Krai has shown that the problems of cities and regions are very similar. On this evidence the proposals were made in order to employ urban practice for the optimization of regional public transport system. The detailed program was developed for Perm Krai which can be later on adapted for other regions. JEL Classification: R42.

    Acta Slavica Iaponica, Tomus 26, pp. 1‒24 Articles Russia’s Perspectives on International Politics: A Comparison of Liberalist, Realist and Geopolitical Paradigms* SHIN Beom-Shik The purpose of this article is to examine Russian perspectives on interna- tional politics. This study will focus on the following questions: What are the characteristics of the Russian understanding of major changes in international politics since the collapse of the Soviet Union; and, what are the implications of Russia’s perspectives on international politics for IR theory in the post-Cold War era? There are two approaches to analyzing Russia’s perception of internation- al politics. The first focuses on mapping foreign policy orientations in Russia and their influence on official Russian foreign policies. The second analyzes elites’ and masses’ perceptions of the general dynamics of international politics rather than foreign policies. When we examine discussions on the orientations of Russian foreign poli- cies, we discover a number of different schools. Scholars adopt different cri- teria for categorizing Russian foreign policy orientations. Junior research fellow [email protected] May 31, 2019 Abstract This paper describes the results of research project on optimal pricing for LLC "Perm Local Rail Company". In this study we propose a regression tree based approach for estimation of demand function for local rail tickets considering high degree of demand heterogeneity by various trip directions and the goals of travel. Employing detailed data on ticket sales for 5 years we estimate the parameters of demand function and reveal the significant variation in price elasticity of demand. While in average the demand is elastic by price, near a quarter of trips is characterized by weakly elastic demand. Lower elasticity of demand is correlated with lower degree of competition with other transport and inflexible frequency of travel. I. Introduction Local rail transportation in Russia is an important part of public transport system, as it is often the only way for people to move between locations. This article introduces the reader to the migrations that led to the formation of this group, and to the main cultural characteristics that determine the originality of the Eastern Udmurt. Their settling in the Bashkir lands took place due to the penetration of the Russian power in the Volga region, which happened in the sixteenth century through warfare that damaged the local population. They started to settle in more peaceful regions, and the migration was continued in the subsequent centuries, reaching the peak with the forceful Evangelisation of the eighteenth century. This culture is rich and original: it has retained many Udmurt features as the ethnic religion that is still alive, and has merged with Turkic features in several important aspects, such as language, costume, and music. This is the first part of a study that will continue with the observation of Eastern Udmurt organisations and the relation to their core territory, nowadays the Republic of Udmurtia.
