Created in 1965, the Delaware Valley Regional Planning Commission (DVRPC) is an interstate, intercounty and intercity agency that provides continuing, comprehensive and coordinated planning to shape a vision for the future growth of the Delaware Valley region. The region includes Bucks, Chester, Delaware, and Montgomery counties, as well as the City of Philadelphia, in Pennsylvania; and Burlington, Camden, Gloucester and Mercer counties in New Jersey. DVRPC provides technical assistance and services; conducts high priority studies that respond to the requests and demands of member state and local governments; fosters cooperation among various constituents to forge a consensus on diverse regional issues; determines and meets the needs of the private sector; and practices public outreach efforts to promote two-way communication and public awareness of regional issues and the Commission. Our logo is adapted from the official DVRPC seal, and is designed as a stylized image of the Delaware Valley. The outer ring symbolizes the region as a whole, while the diagonal bar signifies the Delaware River. The two adjoining crescents represent the Commonwealth of Pennsylvania and the State of New Jersey. DVRPC is funded by a variety of funding sources including federal grants from the U.S. Department of Transportation’s Federal Highway Administration (FHWA) and Federal Transit Administration (FTA), the Pennsylvania and New Jersey departments of transportation, as well as by DVRPC’s state and local member governments. This document describes the service proposals suggested by the general public, government agencies, elected officials and Authority staff, and presents the technical and financial analyses that determine whether the proposals merit implementation. The Plan includes projects for City Transit and Suburban Transit. There are no proposals for Regional Rail. This year marks the 19th Annual Service Plan and its associated planning process. This and the previous efforts reflect SEPTA’s ongoing commitment to improve the performance and productivity of transit routes and regional rail lines through careful measurement of both ridership changes and operating cost based upon a numeric scoring methodology. This method, fully described for each proposal, includes measures for revenues, operating costs, and impacts to existing riders. Additionally, each proposal must meet minimum performance standards, adopted by the SEPTA Board, prior to review within the service plan process. -

Treatments include raised pavement marker installation whose goal is a measurable reduction in the nighttime and wet weather accidents, pavement improvements at locations identified as having significant crash history due to pavement related skid problems, and utility pole delineation. This program will also provide for the removal of fixed objects which have been identified as safety hazards. In addition, funding will be provided for the development and implementation of quick-turnaround projects at locations which show excessive occurrence of accidents as well as remediation of potentially hazardous conditions. These improvements to the Camden Waterfront entryway will support Battleship New Jersey and other waterfront venues. Cooper's Ferry Development Association will manage this project. The following special Federal appropriations were allocated to this project: FY08 Omnibus Appropriations Bill, $422,100 (ID #NJ285). -
