Abstract This thesis contends that the historiographical boundaries and focus of labour history, political history, of policy making and nationalisation have resulted in an incomplete understanding of trade unions attitudes towards, and influence upon, post-war British economic policy. In particular, the predominant concern of labour historians with strike patterns and their causes, particularly within the coal industry, has been at the expense of other forms of trade union activity. Whilst the more general historiography of the period and that of policy making address these issues, they do not tend to do so below the peak level organisation of the TUC and of Whitehall and Westminster. This has lead to miners unions being portrayed as a somewhat monolithic organisation predominantly concerned with disputes, strike prone with poor industrial relations, but politically conservative and generally supportive of the Labour Party and Government policy. In taking a multi-level analysis, with particular emphasis on Scotland, and examining the evidence from the NUM's interaction with Government, party, National Coal Board and the industry'S conciliation and consultative machinery, this thesis argues that a more diverse pattern of trade union attitudes and influence existed. It is suggested that the TUC had a relatively minor role to play in the development of coal nationalisation policy after 1947. Furthermore, the national level of the NUM was unable to adapt fully to its new-role under nationalisation because areas such as Scotland continued to exercise considerable power and influence. In this it is demonstrated that Scotland could take a divergent attitude to the national level of the 11 union, particularly over wages, and ultimately meet with some success. The Scottish Area of the NUM also displayed poorer industrial relations to the national and local levels. In particular, the evidence from colliery level consultation demonstrates that there was a more positive and constructive side to local union activity within the nationalised industry than the focus on disputes hitherto suggested. Therefore, this thesis concludes that there is sufficient evidence from the experience of the NUM to suggest that a more complex and diverse pattern of trade union behaviour existed between 1945 and 1955 in the nationalised coal industry.     RODNEY BARKER THE LABOUR PARTY AND EDUCATION FOR SOCIALISM No socialist since Robert Owen has had any excuse for being unaware of the relationship between educational reform and social and political change, and a perception of this relationship was a feature of nineteenth century socialism and liberalism. The attention which the educational principles and policies of socialist, labour, and radical movements in Europe have recently received has thus been well deserved.1 The socialists have however come off better than those organisations which have been designated as merely "labour", and two valuable contri- butions to the literature dealing with Great Britain - Professor Simon's Education and the Labour Movement, 1870-1920, and Dr Reid's article on the Socialist Sunday Schools - are concerned with the programmes and beliefs of left wing socialist bodies, rather than with those of the ideologically more diffuse but politically more important Labour Party. Both these contributions may perhaps profitably be placed in a new perspective by an examination of the attitudes adopted within the Labour Party and within its industrial half-brother the Trades Union Congress, to the problems raised by the content and character, as opposed to the structure and organisation, of the education available to the working class. This education took two principal forms. On the one hand was the official educational system, comprising the publicly maintained and the voluntary schools, the various teacher training and further educa- tion colleges, and the universities. In 1913 the Committee took on the form of the Fabian Research Department led by figures including Beatrice and Sidney Webb, George Bernard Shaw and Robin Page Arnot. Originally the department took the form of a forum for competing theories of industrial organisation but then took on the function of providing a service for trade unions by collecting information for them rather than about them and in 1918 its membership was broadened outside of the Fabian Society and became the Labour Research Department. Many influential figures were involved in the Labour Research Department including Barbara Drake, Joseph Rowntree, Leonard Woolf, Archibald Fenner Brockway, Emile Burns, Harry Politt and Noreen Branson. The Labour Research Department carried out investigations into many of the major issues affecting Britain and the wider world, including women, trade unions and strikes, imperialism, the rise of Fascism and the outbreak of war, housing, racism and education. The results of these investigations were often published in their journals, which included Labour Research, Fact Service and Bargaining Report. The Department were one of the chief critics of the Fascist Movement and published a number of publications including Who Backs Mosley? which exposed the Blackshirt Movement and They Helped Hitler which highlighted how the Chamberlain government had supposedly been involved in German rearmament.

    Hull History Centre: Papers of Robin Page Arnot U DAR Papers of Robin Page Arnot 1880 - 1979 Biographical Background: Robin Page Arnot was born at Greenock on the Clyde on 15 December 1890, the grandson of a Chartist and son of John Arnot, a self-educated journalist who became editor of The Greenock Telegraph. Following elementary school and seven years at the Greenock Academy, Arnot received a scholarship to study in the Faculty of Arts at Glasgow University, specialising in Ancient Greek. Having already joined the Greenock branch of the Social Democratic Federation (SDF) in 1907, he became actively involved in socialist politics in Glasgow through the University Fabian Society and was instrumental in the establishment of the University Socialist Federation in 1912. Arnot left Glasgow for London in the spring of 1914 to join the Fabian (later Labour) Research Department (LRD) as a researcher, the central subject under analysis being control of industry. Following the resignation of G D H Cole, he was appointed Secretary, a post which he was to retain until 1927 (he remained on the Executive Committee of the Labour Research Department for over fifty years) and which brought him into close contact with members of the trade union and labour movements. Political divisions did not take long to emerge within the Labour Research Department between Collectivists and Guild Socialists. The latter counted Arnot, G D H Cole and William Mellor as adherents and were influenced by the climate of industrial militancy in pre-war Britain. Following the outbreak of the First World War, Arnot's political convictions led him to resist military service - he was characteristic of many of his contemporaries on the Left in being a simultaneous member of the Social Democratic Federation, the Fabian Society and the Independent Labour Party (ILP).
