Western Isles Local Plan: Pre Inquiry Update SUSTAINABLE DEVELOPMENT COMMITTEE 13 JUNE 2007 WESTERN ISLES LOCAL PLAN: PRE INQUIRY UPDATE Report by Director for Sustainable Communities PURPOSE OF REPORT To provide an update on the Local Plan Inquiry process and consider further proposed modifications to the Local Plan. COMPETENCE 1.1 There are no legal or other constraints to the recommendations being implemented. The financial implications arising from the Local Plan Inquiry have not been included in core budgets for 2007-08 and monitoring of the associated unavoidable costs will be reported to Policy and Resources Committee as part of the normal financial monitoring process. SUMMARY 2.1 The statutory Development Plan preparation process allows for unresolved Local Plan consultation objections to be considered by an independent Reporter and, as noted at the last Committee series, provisional arrangements were made for a Local Plan Inquiry (LPI) to commence on 25 June 2007. However, no objectors have indicated to the Reporter that they wish their objection to be considered at formal LPI or informal hearing and accordingly the remaining outstanding objections will now be considered via written representation submissions. 2.2 A number of original objections to the Local Plan have been successfully resolved through negotiations and/or proposed modifications to the Local Plan. However, currently 7 objectors have indicated they are maintaining objections and a further 43 are assumed to be maintaining objections (i.e. the objector has not indicated to the Comhairle or Reporter that the objection is withdrawn). The position regarding objections is outlined in Appendix 1. 2.3 In response to recent negotiations, further proposed modifications to the Local Plan that will result in objection withdrawal are proposed in Appendix 2. The modifications also include clarification updates. 2.4 Following consideration of the objections and Comhairle agreed responses, the Reporter anticipates concluding his recommendations during August 2007. These will be reported to the Comhairle and any post inquiry modifications can be considered and incorporated into the Plan before the Plan is adopted by the Comhairle. RECOMMENDATIONS 3.1 It is recommended that the Comhairle: a) note the Local Plan Inquiry position outlined in paragraphs 2.1 to 2.4 . b) approve the further modification changes to the Local Plan as outlined in Appendix 2 of the Report. COMPETENCE 1.1 There are no legal, financial or other constraints to the recommendation being implemented. SUMMARY 2.1 This is an application for Planning Permission in Principle for the construction of one dwelling house at 21 Cross Skigersta Road, Ness, Isle of Lewis. The applicant is the Scottish Government, Rural Payments and Inspections Directorate. Five letters of representation have been received in relation to the proposal. The principal concerns of those who made representations are siting within the floodplain, location outwith the settlement, lack of infrastructure to connect to services, and lack of a suitable access. 2.2 Officers in the Comhairle’s Planning Service has received extra information from the agent to address constraints regarding foul drainage and flooding. SEPA has removed a holding objection following the submission of a topographical survey. Representations have been discussed below and the issues raised addressed. 2.3 While the siting of a dwelling at this location does not wholly reflect the existing settlement pattern, it is not considered that the development is contrary to the policies within the Western Isles Structure Plan and Western Isles Local Plan.

Population projections are produced every two years and are based largely on past trends and although they reflect past policy and economic impacts, they do not take account of future changes which may occur as a result of policy intiatives at a local or national level. It is important to note that projections become more uncertain the further ahead they go, especially for smaller areas, as these populations are affected more by the migration assumptions.     Lewis & Harris Auction Mart Stornoway - Isle of Lewis SALE REPORT WEDNESDAY 12th SEPTEMBER 2018 Lewis and Harris Auction Mart held its second sale of the 2018 season on Wednesday 12th September. The sale, held in conjunction with our partners at Dingwall & Highland Marts Ltd., saw the auction of 3541 store lambs and sheep of all categories. There was a very good show of quality lambs and prices stayed strong at the top of the market although the overall average lamb price was down £1.58 on the previous year. The top price achieved was £74 gross for crosses from 6 Glen Kyles, Harris. There was strong demand for quality gimmers, resulting in the record price of £125 being achieved, not once but twice for telex cross simmers, both from Point producers at 11A Portnaguran and 5 Shulishader. As well as the strong prices seen for gimmers, older ewes and feeding sheep also sold well with a top price of £102 achieved by telex ewes from 11A New Shawbost. Excavations on the site have shown that it was in repeated use for refuge in times of trouble in the 16th and early 17th centuries, acting as a power centre caught up in the wider political scene. The inhabitants of Dùn Èistean were a people with a strong local identity, using their traditional building techniques, adapting to available raw materials and drawing on the resources of the surrounding environment to support and defend the inhabitants in the face of incoming attack.
