I reproduce the draft agenda of CLJM prepared by our dear Shailesh of RANCHI for my approval. I had to simply nod my head in approval and pat our RANCHI team for an excellent preparation.

Not to undermine others, I must admit that it is a balanced agenda prepared beautifully in brilliant language.

Above all, we can easily make out that it is a product of excellent team work.

AGENDA FOR THE CIRCLE LEVEL JOINT MEETING

06-06-2017

1. EXPANSION OF BRANCHES IN THE STATE::

Our presence in is in all District, and we are thankful to our Management that now we are having 138 branches in Circle. We also want more expansion of branches in Jharkhand State to serve the people and to garner more business for our Bank. Recently, we are informed that the name of 5 centers have been cleared and we request circle to initiate opening of these Branches and specially Urban and Semi Urban Branches at the earliest.

❖ We would like to suggest following potential centers where in , our Branches must be opened at the earliest → ❖ BHURKUNDA, HAZARIBAGH, BORYA RANCHI, MURI/SILLI, HARMU ROAD, BAHU BAZAR, BOKARO SECTOR 9, PETARBAR, KUMARDUBI, , BASUKINATH, KANKE BLOCK, BARIDIH, GHORABADA, CHANDIL, HATA, MUSABANI, MALUKA TO BE SHIFTED IN JAGANNATHPUR

❖ This is the right time that the circle should go all out to encash the opportunity of opening new Branches, certainly our CASA segment will grow. Before deciding the name of centers for opening the branches, matter to be discussed with CBOA. Being a responsible organization and their cadre, CBOA can provide actual picture of those area where branch is going to be opened.

2. IMMEDIATE SHIFTING AND RENOVATION OF A FEW BRANCHES OF THE CIRCLE::

Immediate attention is to be made to shift our Branch, The matter was taken up in the earlier but no initiative have been so far done by Circle . The present building of the Branch is in very bad shape and it may collapse any day causing harm to employees as well as customers. Circle to take up the matter on TOP MOST priority. Recently opened Kathal More Branch is also working in pathetic situation hence required immediate shifting in New Premises.

Renovation work in Branches, i.e. , KHASMAHAL, GOLMURI, SERAIDHELA, KUSAI, GOVINDPUR, PARASBANIA, CHAS, TELCO, DHURWA.

Apart from that AC to be provided in the branch, Specially in the area where temperature is too high and in some branches those are SHIKHAR Branch.

3. BANK’S QUARTERS / FLATS FOR OFFICERS / MANAGERS / SR. MANAGERS::

This matter was taken up in the earlier CLJM but nothing/no initiative have been so far done by the Circle. Immediate attention is to be given to at least for formation of the team for site verification etc.

❖ During transfer season, our Officers/Managers face acute problem in searching quarters. We request our Circle Management to initiate steps for purchasing Flats at Ranchi, Jamshedpur and centres to avoid hardship to our officers during the transfer season.

❖ We suggest that a team may be formed at all the above centers to locate suitable flat/quarters and feasible proposal to be sent to Head Office for favorable consideration. Our Bank is already having its own flat at various centers throughout length and breadth of the country.

4. CANTEEN FACILITY IN CIRCLE OFFICE::

There is very small place provided for canteen to take food during lunch hours.

A Place nearby present Canteen room is vacant. It may be used for the purpose of canteen.

5. SUPPLY OF INVERTERS TO OFFICERS/MANAGERS::

No letter/follow up made with the head office so far in this matter which was taken up for discussion during the earlier CLJM.

❖ Since power cut and load shading is more in the state of Jharkhand, We request that the matter may be taken up with appropriate authorities for supply of invertors to the eligible officers/managers. It is well known that, there have been acute shortage of Power in the state and the supply is also erratic. We want to reiterate here that our neighboring KOLKATA circle during acute load shedding in provided inverters to their officer employees.

6. OPENING OF HOLIDAY HOME AT DEOGHAR AND RANCHI::

We are informed by the sections concerned that, no follow up have been done from the circle in this regard. Such being the case the very purpose of CLJM gets defeated.

❖ Jharkhand is known for its Topography, Weather, Falls and Hill Station and for the Worship of nature. Our RANCHI and surrounding is having Natural beauty and and DEOGHAR in one among nine JYOTIRLINGAS and tourists from every nook and quarner of the country visit here to have DARSHANA of Lord SHIVA.

❖ We request the circle management to take up the matter with appropriate authority so that holiday homes are opened at both these centres.

7. INCREASE IN THE NUMBER OF FRAUDS BY OUTSIDERS::

We have noticed in the past that number of outside fraudsters have increased considerably and big such gangs are operating in the state. We demand immediate installation of CCTV in all our Branches including ATMs to have footage of the culprits so that they could be identified and caught. Other peer Banks have already installed CCTV in all their Branches and ATMs.

8. HUGE PRESSURE OF CROSS SELLING OF PRODUCTS::

❖ Now a days huge pressure is created for cross selling of products like INSURANCE BUSINESS and MUTUAL FUNDS etc. Though, all our officers/managers are going all out for securing more business under Insurance and Mutual Funds, the business of the Branch is also effected by approaching customers for such cross sellings. Secondly, after sale service

❖ Since, it is a corporate call, we all are participating whole heartedly, but there should not be tremendous pressure on this product.

9. TRANSIT HOME FOR STAFF ::

There is no Transit Home at Ranchi, Jamshedpur and Dhanbad which causes a lot of problem for the transferee officers at the time of joining the branch at above centers. Here we would like to bring the kind attention of the management that no Lodging expenses are paid by the bank for that period and the same has to be borne by the incumbent only. Keeping in view of above you are requested to open the transit home for all.

10. TRAINING OF ADVANCES FOR BRANCH IN-CHARGE::

Recently many officers are promoted as Manager and working as Branch In-Charge, though they are not having sufficient knowledge of Advances as they have experience of only 3-4 years. We request Circle Management to conduct minimum 3 days proper training of Advances in Ranchi. Area wise candidate to be selected for training.

11. FRAUD IN HOUSING LOAN OF OUR 4 STAFF ::

This matter was earlier taken up in CLJM but no positive result has come. Now Staff A/c are declared as Fraud A/c, though officers are repaying the installment in time. It is the matter of concern that they are not having their house Legally but repaying the installment on time. We request circle management to take up the matter with Head Office and reverse the loan A/c of staff. We are sorry to say that matter is still pending though regularly taken up in CLJM, then no follow up have been done from the circle in this regard. Such being the case the very purpose of CLJM gets defeated.

12. SHIFTING OF ATM OUTSIDE THE BRANCH PREMISES ::

A Few numbers of ATMs are lying idol (less no. of transaction) should immediately be shifted to outside the branch premises, so that optimum use of ATM even on holidays, can be ensured

13. POOR APA RATING ::

All officers / Manager worked day and night in every call of Circle like, CASA campaign, Recovery in Loss, D3 and D4 assets, Third party product and woked in huge pressure during demonetization. Branches had also done well, but APA RATING is not satisfactory. Circle is not impartial while giving APA rating. For achieving same parameter, there is many case of variation in marks. During this FY Circle has not follow the guidelines to give APA marks. For example in scale 4 branch, in Officer’s case, marks to be allotted by Manager and DM will review the marks. But marks allotted by Scale IV and reviewed by Circle. Circle to reconsider the case of appeal to increase APA Marks.

It is also the matter of concern that, the person who have got good marks ( 66 or 55) in written exam, can not get promotion in scale 2, 3 and 4.

14. RENEWAL OF DOCTORS CLINIC - ::

We are thankful to Circle Management for providing DOCTORS CLINIC in Circle Office Premises. Now Agreement with previous doctor is discontinued. Fresh proposal to appoint Doctor to be asked and to be appointed as soon as possible.

15. OUTSIDE INFLUENCE AND THREATENING IN BRANCH FUNCTINING

It came to our notice that in one Branch of Ranchi, Present Branch Incharge called 2 outsider persons and given threatening to one of the officers, to do whatever they told otherwise he will not be provided basic infrastructure and rating will also be reduces. We immediately taken up the matter with Circle and explained every thing about that and requested for immediate action for such outside influence. But despite our several reminders no inquiry or action has been initiated, Though CCTV footage can proof every thing.

Such type of favourism and protect the culprit will create IR Problem in Circle in the days to come. Circle to initiate inquiry and action against them.

16. CALLING OFFICERS / MANAGERS ON HOLIDAYS.

It is become a regular practice to call the officers and managers of Holidays, in the name of ATM Service (Outside and Inside Branch), for Marketing of product and for other reasons too. Being a progressive association we also believe to do for mother bank. But any officer called on Holidays, it must be duly compensated.

17. IR Problem at Circle.

It has been reported by our one of the Region about Negative and demotivating approach of RO Head. In FY 2016-17 APA rating given by him is very less and even reduced the marks given by Branch Incharge at RO Level. We apprehend that this type of action may be spread in other Regions also.

Our officers/managers worked day and night and performed well.

If performance of RO is appreciated then how the all Branch personal get less APA rating. This is also matter of concern that there is nil promotion from Scale III to IV.

18.CHARGESHEETS, SUSPENSIONS AND EXPLANATION IN THE CIRCLE::

We sincerely thank the Circle Management for having least number of charge sheets pending and we hope that the same trend shall continue in the days to come. But, there is increasing trend in issuing explanation letter from different section without knowing the fact. For every matter section are issuing explanation in individual name in the name of marketing, NPA etc. It must be reduced to keep the moral of staff High. This is matter of great concern that on wrong reporting of an executive, explanation has been called to staff of Ranchi Main Branch, and no action has been initiated against such wrong reporting. Such type of incident will not the indication of good Industrial Relationship.

19. ACCOUNTABILITY POLICY AND AN UNFORTUNATE AMENDMENT

It is an achievement of CBOA that Our Accountability policy come into existence in 2012 HO Cir 72/2012.

Now , an amendment is introduced now as mentioned below vide HO circular 194/2017 dated 12 04 2017 vide clause 2A..

Avoidance in decision taking/ delay in decision making under notion that “no work no accountability.” Non fulfilment / non achievement of expected business parameters and also avoiding of taking bonafide business decision without justifiable reasons shall fall under the ambit of accountability.

It has indeed spread a shockwave among the officers from scale I to scale VII as the accountability policy is applicable to all of them.

It has negatively impacted the morale of the officers who are vested with sanctioning powers which primarily spreads from Scale II to scale VII, right from branch head to circle head.

We request you to record and register our anguish against such amendment and requested to repeal the amendment .
