Minutes of the Meeting of the Parish Council held on Tuesday 18 July 2017 in St Margaret’s Hall, Alderwasley

Present: Mrs H Wordley in the Chair, Mr K MacArthur, Mr K Matkin, Cllr Taylor and Clerk

12/17 Apologies for Absence Apologies were received and accepted from Mr D Deaville (illness), Mrs R Spendlove (holiday) and Mr H Oulton (holiday) 13/17 Declarations of Members’ Interests Councillor Wordley declared a personal interest in minute number 17/17(e) as the application was on land adjacent to her own land 14/17 Public Speaking Councillor Taylor reported that he had been informed that bases were being installed at Haytop Caravan Park and the enforcement Officer would react when the structures were erected. He said that AVBC are still in pursuit of the court case with the owners of Haytop regarding the recent breach of the injunction. He said that there had been some installations of containers and caravans on land at Palerow Lane and thought the area came inside the Parish boundary. Members asked him to get confirmation that this area was in the Parish 15/17 Minutes of the meeting held on 16 May 2017 RESOLVED to approve the minutes of the meeting held on 16 May 2017 and they were signed by the Chair as a true record. 16/17 Clerk’s report (a) Cemetery inspection – The annual inspection was carried prior to the meeting. RESOLVED to ask Mr Hodson to close trim the ivy on the wall next to the Holly hedge with a hedge trimmer and for Councillor Matkin to weed kill the path and the top end of the wall (b) Cemetery – (i) Review of the rules – RESOLVED to make no amendments (ii) Fees – RESOLVED to make no increases (c) Public speaking policy – Members considered the draft policy. RESOLVED to adopt the policy in its entirety (d) Village notice board – Members considered a request from St Margaret’s Hall Management Committee and suggestions from a Parishioner to have a key for the notice board. RESOLVED that the Council notice board is to be used for Council business and for the Management Committee event posters only. Councillor representatives on the Committee to manage a notice board key (e) Tree works applications – (i) TRE/2017/0086 T1 Ash – to dismantle ash with failed limb into the woodland and extension limbs growing over stables to the ground at West Mount, Chapel Hill, Alderwasley. Members considered this application. REOSLVED to make no comments (ii) TRE/2017/0092 – Crown lift and formative prune1 no..Yew tree at 1 Cupola Park, . Members considered this application. RESOLVED to make the following comments:

We have inspected the tree and note that it is a “mess”. We query under whose supervision the last works were carried out? In the best interests of a valuable tree we suggest the Tree Officer checks TPOs and conditions and monitors the suggested works

f)Update on the fencing at the old Memorial Hall site - the Clerk reported that she had received three quotations and instructed the contractor with the lowest quotation to carry out the work as soon as possible at a cost of £1,260.80 Signed...... (g) St Margaret’s Hall Management Committee statement of accounts at 31.3.17 – a copy of the accounts was received and noted

17/17 Consideration of planning applications

(a) AVA/2017/0639 - Conversion of building to toilet block for campsite at Tannenbaum Camp Site, Road, Alderwasley

RESOLVED to make no comments on this application

(b) AVA/2017/0660 - Extension to existing Outbuilding/Workshop at The Mill House New Road Alderwasley Belper DE56 2SQ

RESOLVED to make no comments on this application

(c) AVA/2017/0750 – Use of land for siting two static caravans for holiday purposes at Packhorse Farm Caravan Site, Belper Road, Alderwasley

RESOLVED to make the following comments

Whilst there is no issue with two static caravans for holiday purposes, this Council requests that there is a condition added if this application is approved that these caravans are not used for permanent residence and are only used for holiday purposes. The illustrative example of the static caravan represents to us a mobile home. This Council also requests that the site is inspected to see how many static caravans are already on site and a current plan of the site is recorded

(d) AVA/2017/0770 – proposed extension to an existing agricultural building at Wyver View, Whitewells Lane, Alderwasley

RESOLVED to make no comments on this application

(e) AVA/2017/0788 – two small log cabins for holiday lets at Blacksmiths Barn, Higg Lane, Alderwasley

RESOLVED to make no comments on this application

(f) AVA/2017/0747 – widening of previous approved garage (AVA/2015/1035) and relocation of external steps at Homefield, Wirksworth Road, Whatstandwell

RESOLVED to make no comments on this application

(g) AVA/2017/0803 – to build a small masonry faced concrete infilled buttress to reinforce this section of retaining wall on the bridge over the river Derwent at Holly Lane,

21/17 Date of next meeting RESOLVED to hold the next meeting on 19 September 2017 at St Margaret’s Hall, to start after the annual inspection of Kennel Wood – meet at the Kennels at 7.30pm.
