After discussions at the level of the City Council on 26 April 2004 and 29 November 2004, the Council passed resolutions approving the establishment of the BID, s.r.o. company with a 35% stake in the company and a 65% stake for Bratislava County.

Cultural Summer 2004 The XXIX year of the traditional summer festival of culture and theatrical art was organised by the Bratislava Cultural and information Centre, which was formed by the merger of three local government subsidised organisations on 1 January 2004. REPORT OF INDEPENDENT AUDITOR FOR THE CITY COUNCIL AND LEADERS OF THE CITY OF BRATISLAVA

I conducted an audit of the appended financial statements of the accounting entity of the City of Bratislava, with registered seat at Primacialne Namestie 1, 814 99 Bratislava, which comprises a balance sheet compiled as of 31 December 2004, and related profit and loss account for the year ending on the said date, together with notes. The management of the accounting entity is responsible for the said financial statements. My responsibility is to provide a stance toward the financial statements based on my audit.

I conducted the audit in compliance with the International Standards on Auditing (ISA). Pursuant to these standards, I am obliged to plan and exercise the audit in such a manner so as to obtain adequate assurance that the financial statements do not contain any major irregularities. The audit includes verification of evidence documenting monetary sums and other data given in the financial statements based on tests. Furthermore, the audit contains an appraisal of applied accounting principles and an appraisal of key estimates made by the management of the accounting entity, as well as an appraisal of the presentation of the financial statements as a whole. I am confident that my audit provides an appropriate basis in support of my stance.

The accounting entity conducted an inventory of assets and liabilities pursuant to § 29 and 30 of Act 431/2002 Coll. on accounting, when a summary inventory list with calculation of ascertained discrepancies in the inventory was not made, and with the decision on how to classify such in accounting as of 31 December 2004. Regarding the tangible fixed assets of the City of Bratislava the fixed asset procurement account contains investments which by31 December 2004 had not yet been assigned for use (Janikov Dvor worth SKK 49 million, Zamocka worth SKK 72 million, Bebravska worth SKK 84 million, the purchase of land worth SKK 34 million, and Metro worth SKK 276 million). Assets that had been taken over for use should have been assigned to the pertinent asset accounts, whereby the rest should be assessed from the perspective of use in the future period. In the long-term financial assets account the accounting entity posts an ownership interest in the company Slovakia Bus worth SKK 0.5 million (bankruptcy was declared on the company assets in 2001) and in the company Halbart Slovakia worth SKK 5.050 million (which has ceased operations). To the date the financial statements were compiled, the accounting entity should have (pursuant to § 24 and 25 of Act 431/2002 Coll. on accounting) appraised all ownership interests in cases where the valuation is lower than the valuation given in the accounts. Pursuant to an in-depth inventory carried out to 31 December 2004, the accounting entity registered cases in the accounts of receivables and payables which had arisen and were due in the years from 1991 to 2000. Clearance of such doubtful receivables would reduce the value of assets of the accounting entity by more than SKK 346 million.

In my opinion, with the exception of the influence of circumstances stipulated in the preceding paragraph, the financial statements express a true picture of all key circumstances concerning the financial situation of the entity as of 31 December 2004 and the financial results for the year ending on the said date, in compliance with the Slovak Act on Accounting.
