This book put the matter in simple and concrete form, resulting in the Regulations being officially adopted in Paris on July 10, 1.912, followed by practically all of the recoin­ mendations contained in the book being put into effect. In 1913-14, it was very generally reported that Traffic Regulation was better in Paris than in any city in the world. The war, unfortunately, lias largely undone what had been accomplished. This, however, can be easily and should be speedily remedied. The Council of National Defense, U. S. A.. through its Highways Trams- port Committee, has devoted itself duripg the past eighteen months towards ,'-e s ai,-Iardization of General Ilighway Traffic Regulations. "The Science of Highway Traffic Regulation" brings the subject up to date, and if its precepts are followed will result in much saving of life, time and money. I take this opporl unity to correct a rather connuon misapprehension in regard to what the French papers have seen fit to call "Le Syst6me Eno." This system consists primarily in the education of the public in the Regula­ tions which thev are expected to follow. It is because of this basic principle that the system has been successful -wherever -iven a fair trial. Secondarily, the system comprises the adoption of all. the plans, methods and principles contained in "The Science of Highway Traffic Regulation which will have accomplished its errand if it can drive its'lesson home. My sincere thanks are due to the nianv organizations, committees, indi­ viduals and publications which have -iven valuable assistance in the work. Abstract This is a novel study of the German press’ visual and textual coverage of the wars in Bosnia (1992-95) and Kosovo (1998-99). Key moments have been selected and analysed from both wars using a broad range of publications ranging from extreme-right to extreme-left and including broadsheets, a tabloid and a news-magazine, key moments have been selected from both wars. Two sections with parallel chapters form the core of the thesis. The first deals with the war in Bosnia and the second the conflict in Kosovo. Each section contains one chapter on the initial phase of the conflict, one chapter on an important atrocity – namely the Srebrenica Massacre in Bosnia and the Račak incident in Kosovo – and lastly a chapter each on the international involvement which ended the immediate violence.

Its vote share of almost 37 % strengthens the party’s position and confirms the positive evaluation that voters made of its 2015-2019 mandate. Parties on the right-wing side of the spectrum were the most significant losers. The center-right Partido Social Democrata (PSD) and the conservative Partido Popular (CDS-PP) lost in seats, going from a joint 38,5% in 2015 to a combined result that does not add up to more than 32 % in 2019. The CDS-PP was hit particularly hard. One of the lingering questions during the election was whether the two largest parties on the radical left – the Communists and the Left Bloc – would be punished or rewarded for the parliamentary agreement established with the PS during the 2015-2019 mandate.

Specifi cally, she raises the crucial question which role media can play in turning migration into a secrutiy issue, thereby severely limiting the kind of policy ans- wers that are imaginable. Veronika Jóźwiak offers a snapshot of how Poland, an EU member state that is hosti- le to migration despite not being its target, formulates a political coalition along the refugee issue. Largely focused on the Visegrád 4 group with vocal opponents of migration such as Hungary, this coalition will have a say in how the EU develops in the near future. Rahela Jurković’s analysis also offers a glimpse into how refugees see their diffi cult journey to Europe, as well as the societies they pass through. Using qualitative inter- views, she contrasts the frequently hostile rhetoric of Croatian politicians with the deeply personal stories of refugees on their way to Austria. Anna Kyriazi is comparing the Greek bailout referendum on economic reform and the Hungarian migrant quota referendum on the relocation quotas proposed by the Euro- pean Union. The study shows that populists on both end of the political spectrum can use growing Europscepticism for political gains. Chiara Milan takes us back to the fi eld: she fi nds that the refugee situation of 2015 has given birth to a remarkable strength of solidarity in the post-Yugoslav states of the Balkan route.

    Connecting the Dots In the first days of August 2014, the Rosa Luxemburg Stiftung—New York Office brought together one hundred influential leftists from across the United States, Canada, and Europe for an “un-conference” on socialist strategies. The retreat was held at the Edith Macy Center, located in Westchester County about an hour north of New York City. Shortly before we arrived on Friday afternoon, a powerful storm swept across the Lower Hudson Valley and knocked out power lines throughout the region. Off the Harlem Line train and through the post-storm drizzle, guests trickled into a conference space that was nearly dark and eerily quiet, lacking the usual whirring of electricity and air conditioning. We took it as a sign: the calm before the storm of socialist strategizing to come. Over three nights and four days, heads of European socialist parties met with U.S. social movement leaders; Canadian environmental activists exchanged ideas with some of the brightest minds in progressive journalism; labor leaders from across North America touched base with European political strategists. People with fifty years’ experience in the struggle handed down knowledge—and received inspiration from—the next generation of fighters for the left. The result? New friends, comrades, and allies. New collaborative initiatives already in the pipeline. New strategies for twenty-first-century socialism? We can’t promise that, but we’re working on it, doing our part by helping to rebuild the left.1 Based Out of Europe The Rosa Luxemburg Stiftung, or RLS, is an unusual organization. In 1918 the Second Empire collapsed, the Kaiser abdicated, and the imperial government resigned. Only the socialists were relatively strong enough and, in the eyes of the public and the victorious Allies, unblemished enough to take com• mand of the state. At this historical moment, however, the socialists were divided. The chance to ih's$»3Q,Isocialism in Germany was lost due to the bitter fighting among the three principal left-wing parties. The divisions in the socialist camp, which had started earlier, but which broke into open warfare at the end of the Great War, were intensified by the crises the Weimar Republic faced and led to a great number of splinter parties.
