Subject: SOUTHWEST MONSOON-2008: DAILY FLOOD SITUATION REPORT

SUMMARY OF IMPORTANT EVENTS AS ON 24.07.2008

RAINFALL SITUATION IN THE COUNTRY • Heavy to very heavy rainfall with isolated extremely heavy falls has been reported in some parts of the State. • 01 human death has been reported in the State during last 24 hours . • Due to incessant rainfall, water logging has been reported in several parts of Patna and other places in the State leading to jam/disruption in vehicular movement. In Patna city, several low lying areas are reported to have submerged under water. • About 59,000 people are reported to have been affected in the State so far due to flood. • 01 relief camp has been opened in the flood affected areas. MEGHALAYA • Heavy to very heavy rainfall with isolated extremely heavy falls has been reported in the State . • 01 human death has been reported in the State during last 24 hours . ASSAM • Heavy to very heavy rainfall with isolated extremely heavy falls at a few places has been reported in the State. • 3.99 lakh people are reported to have been affected in the State due to flood so far. • 05 teams of NDRF continue to be deployed in the flood affected WEST BENGAL • Heavy to very heavy rainfall with isolated heavy falls in Sub Himalayan West Bengal has been reported. • 05 human deaths have been reported in the State during last 24 hours . • About 37.06 lakh people are reported to have been affected in the State. • 117332 people continue to stay in 299 relief camps. Advisory issued by MHA • On receipt of information from CWC, advisories have been issued by MHA to the State of Bihar regarding high flood situation of river Kosi at Basua in district Supaul. Human deaths • As per provisional information received from the affected States/UTs, 18 human deaths (Tamil Nadu-08, West Bengal-05, Kerala-03, Bihar & Gujarat-01 each) were reported during last 24 hours raising the total death toll to 625 from 607. IMD • Numerical weather prediction models continue to suggest southward shift of monsoon trough from tomorrow onwards and subsequently formation of a low pressure area over west-central and adjoining northwest Bay of Bengal around 27 th July . Under this scenario, rainfall activity is likely to increase considerably over Central and adjoining Peninsular during next 3-4 days. • The ongoing rainfall activity over coastal Karnataka and Kerala is likely to increase & also extend northwards into Konkan and Goa during next 3-4 days. • The intensity of ongoing rainfall activity over northeastern states, Sub-Himalayan West Bengal, Sikkim and Gangetic plains is likely to decrease from tomorrow onwards . CWC • There are 01 High , 22 Moderate and 28 Low flood situation sites in the country.

INDIA METEOROLOGICAL DEPARTMENT

Chief features • Numerical weather prediction models continue to suggest southward shift of monsoon trough from tomorrow onwards and subsequently formation of a low pressure area over west-central and adjoining northwest Bay of Bengal around 27 th July . Under this scenario, rainfall activity is likely to increase considerably over Central and adjoining Peninsular India during next 3-4 days. • The ongoing rainfall activity over coastal Karnataka and Kerala is likely to increase & also extend northwards into Konkan and Goa during next 3-4 days. • The intensity of ongoing rainfall activity over northeastern states, Sub-Himalayan West Bengal, Sikkim and Gangetic plains is likely to decrease from tomorrow onwards .

Warning • Isolated heavy to very heavy rainfall is likely over Northeastern States, Sub-Himalayan West Bengal, Sikkim, Bihar, Uttar Pradesh and Uttarakhand during next 24 hours. • Isolated heavy rainfall is likely over Coastal Karnataka, Kerala, Lakshadweep and Andaman & Nicobar Islands during next 48 hours.

Outlook for next two days • Rainfall activity is likely to increase along the west coast, parts of Maharashtra and Gujarat. • Rainfall activity is likely to decrease over Gangetic Plains, Northeastern States Sub-Himalayan West Bengal and Sikkim.

CENTRAL WATER COMMISSION According to the Central Water Commission (CWC) report dated 24TH July, 2008 , there are 01 High, 22 Moderate and 28 Low flood situation sites. The detail of High and Moderate Flood Sites are as under:

HIGH FLOOD SITE Bihar (i) River Kosi at Basua is flowing at 48.46m with falling trend , which is 0.46 cm below its previous HFL of 48.87 M (11.07.2004) and 0.66M above danger level of 47.75M.

MODERATE FLOOD SITE Assam (ii) River Brahamputra at Dibrugarh is flowing at 105.60m against the danger level of 104.24m with a falling trend. (iii) River Brahamputra at Neamatighat is flowing at 85.71m against the danger level of 85.04m with a falling trend. (iv) River Brahamputra at Tezpur is flowing at 65.25m against the danger level of 65.23m with a falling trend. (v) River Brahamputra at Dhubri is flowing at 28.86m against the danger level of 28.62m with a steady trend. (vi) River Burhidhing at Khowang is flowing at 102.43m against the danger level of 102.11m with a rising trend. (vii) River Puthimari at Puthimari (NHX) is flowing at 51.87m against the danger level of 51.81m with a falling trend. (viii) River Beki at Beki NHX is flowing at 45.30m against the danger level of 45.10m with a rising trend. Bihar (ix) River Ganga at Bhagalpur is flowing at 31.09m against the danger level of 31.09m with a rising trend. (x) River Burhi Gandak at Rosera is flowing at 42.95m against the danger level of 42.63m with a rising trend. (xi) River Bagmati at Benibad is flowing at 49.34m against the danger level of 48.68m with a steady trend. (xii) River Adhwara Group at Kamtaul is flowing at 50.13m against the danger level of 50.00m with a rising trend. (xiii) River Kamla Balan at Jhanjharpur is flowing at 50.45m against the danger level of 50.00m with a rising trend. (xiv) River Kosi at Kursela is flowing at 30.35m against the danger level of 30.00m with a steady trend. (xv) River Mahananda at Dhengraghat is flowing at 36.29m against the danger level of 35.65m with a rising trend. (xvi) River Mahananda at Jhawa is flowing at 31.54m against the danger level of 31.40m with a steady trend. (xvii) River Pun Pun at Sripalpur is flowing at 51.25m against the danger level of 50.60m with a rising trend.

Uttar Pradesh (xviii) River Ghaghra at Turtipar is flowing at 64.35m against the danger level of 64.01m with a rising trend. (xix) River Ghaghra at Elgin Bridge is flowing at 106.19m against the danger level of 106.07m with a rising trend. (xx) River Ghaghra at Ayodhya is flowing at 92.95m against the danger level of 92.73m with a steady trend. (xxi) River Rapti at Gorakhpur is flowing at 75.82m against the danger level of 74.98m with a rising trend. (xxii) River Rapti at Bansi is flowing at 85.15m against the danger level of 84.90m with a rising trend. Jharkhand (xxiii) River Ganga at Sahibganj is flowing at 27.80m against the danger level of 27.25m with a steady trend. West Bengal (xxiv) River Ganga at Farakka is flowing at 22.76m against the danger level of 22.25m with a rising trend.

Detailed situation

UTTAR PRADESH • Heavy to very heavy rainfall with extremely heavy falls has been reported in East Uttar Pradesh during last 24 hours. Areas where significant rainfall occurred are (in cm): Ayodhya, Gonda, Khalibad-12.0 each, Shardanagar-11.0, Mukhlispur-10.0, Gorakhpur & Kakardharighat-9.0 each, Basti-7.0, Sultanpur-6.0 and Balrampur6.0 . • No human death has been reported in the State during last 24 hours. • River Ghaghra and Rapti continued to be flowing above their danger levels at different places in the State.

BIHAR • Heavy to very heavy rainfall with isolated extremely heavy falls has been reported in some parts of the State during last 24 hours. Areas where significant rainfall occurred are (in cm): Sikandarpur-13.0, Lalbegiaghat- 12.0, Kamtaul-11.0, Galgalia-10.0, Araria-9.0, Birpur & Jhanjarpur- 8.0 each, Basua-6.0 and Dengraghat, Chargharia & Saulighat-5.0 each. • 01 human death has been reported in the State during last 24 hours . • About 59,000 people are reported to have been affected in the State so far due to flood. • About 140 villages in 04 districts (Muzaffarpur, Supaul, Patna and Saharsa ) have been severally affected due to flood in the State. • 181 boats have been pressed into service for rescue and relief operations in the flood affected areas of the State. • 01 relief camp has been opened in the flood affected areas. • River Kosi at Basua is in High Flood situation in the State. Other rivers i.e. Ganga, Burhi Gandak, Bagmati, Adhwara Group, Mala Balan, Kosi, Mahananda and Pun Pun continued to be in spate.

MEGHALAYA • Heavy to very heavy rainfall with isolated extremely heavy falls has been reported in the State during last 24 hours. In Cherrapunji, 33.0 cm rainfall has been recorded. • A flash flood is reported to have occurred in West Garo Hill district of the State on 23 rd July 2007 due to which about 2376 population has been affected apart from damages caused to public property. • 01 human death has been reported in the State during last 24 hours .

ASSAM • Heavy to very heavy rainfall with isolated extremely heavy falls at a few places has been reported in the State during last 24 hours. Areas where significant rainfall occurred are (in cm): Kakrajhar-10.0, Dhubri – 8.0, Dhollabazar-7.0 and Goalpara-6.0. • No human death has been reported in the State during last 24 hours . • 3.99 lakh people are reported to have been affected in the State due to flood so far. • 165 people continue to stay in 02 relief camps in the flood affected areas of the State. • 05 teams of NDRF continue to be deployed in the flood affected areas for rescue and relief operations. • River Brahamputra, Burhidhing, Puthimari and Beki continued to be flowing above their danger levels at various places in the State.

WEST BENGAL • Heavy to very heavy rainfall with isolated heavy falls in Sub Himalayan West Bengal has been reported during last 24 hours . Areas where significant rainfall occurred are (in cm): Jalpaiguri-17.0, NH 31- 11.0, Mathabhanga-10.0, Hasimara & Nagrakata-9.0 each, Kalaikunda-8.0, Coochbehar-6.0, Durgapur-5.0 and Alipurduar-4.0. • 05 human deaths have been reported in the State during last 24 hours . • About 37.06 lakh people are reported to have been affected in the State due to flood so far. • 117332 people continue to stay in 299 relief camps . • 198 medical teams and 56 boats continue to be deployed in the flood affected areas for rescue and relief operations. • River Ganga is flowing above its danger level at Farakka.

DEPLOYMENT OF NATIONAL DISASTER RESPONSE FORCE (NDRF) ON 24TH JULY,2008  In Assam, 03 teams (about 120 personnel ) deployed at Hailakandi, Dhemaji and Lakhimpur and another 02 teams ( about 8 0 personnel) stationed at Mirza as preparedness for floods.  In Jammu & Kashmir, 01 team consisting of 45 personnel continues to be deployed for Amaranth Yatra.  In Uttaranchal, 01 team consisting of 45 personnel deployed for Kailash Mansarovar Yatra route at Pithoragarh district.

RAINFALL SITUATION IN THE COUNTRY DURING LAST 24 HOURS • Heavy to very heavy rainfall has been reported in some parts of Assam, Bihar, Konkan, Goa, Meghalaya, Uttar Pradesh and West Bengal. • Light to Moderate with isolated heavy falls have been reported in a few parts of Andhra Pradesh, Chhattisgarh, Himachal Pradesh, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Orissa, Tamil Nadu, and Northeastern States. • The rainfall activity in the rest of the country is not significant.
