THE MINISTER OF DEFENCE (SHRI RAJ NATH SINGH) responding to the issue raised by several hon. Members, said: It is not that the farmers have been pushed to the pitiable condition over the past four to five years alone. The miserable condition of the farmers is largely attributed to those who have been in power for long. I, however, want to place on record that our Government has been making every effort to double the farmers' income. We have enhanced the Minimum Support Price and did take a decision to provide an amount of Rs.6000/- to each and every farmer under Kisan Maan Dhan Yojana irrespective of the parcel of land under his possession and have brought it into force.     International Journal of Multidisciplinary Approach and Studies ISSN NO:: 2348 – 537X Prognosis of Human Rights and Child Trafficking in Bihar: A Sociometric Analysis Nikhat Shama Research Scholar, Department of Political Science Jamia Millia Islamia , New Delhi ABSTRACT: Human trafficking, or trafficking in persons, is a form of modern-day slavery and millions of people around the world, including children are victims of this crime (DeStefano, 2007).Violations of human rights are both a cause and a consequence of human trafficking (Robinson, 2002). Every country in the world is affected by human trafficking, whether as a country of origin, transit, or destination, and commonly, as all three. Human trafficking is not just a problem in other countries; cases of human trafficking have also been reported in India, which shares a large border with Nepal and Bangladesh. Under the garb of migration, the traffickers have become active and a large number of young girls are being trafficked from both Bangladesh and Nepal to various places in India, especially to Kolkata, Mumbai and Delhi. Despite increased attention and response to the topic of human trafficking, the empirical state of the literature has seen only marginal developments over time, leaving the magnitude of the problem unknown.The literature on trafficking reflects the dilemma of writing on a subject that is not easy to research and document and yet is too grave an issue to ignore. Considering the hidden and criminal nature of the problem, the data presented by most reports is valuable in face of this scarcity. While the adopted definitions, perspectives and approaches to the problem of trafficking may vary the concern with finding effective solutions is common to these studies.

    DISTRICT PROFILE WEST CHAMPARAN INTRODUCTION West Champaran is an administrative district in the state of Bihar. West Champaran district was carved out of old champaran district in the year 1972. It is part of Tirhut division. West Champaran is surrounded by hilly region of Nepal in the North, Gopalganj & part of East Champaran district in the south, in the east it is surrounded by East Champaran and in the west Padrauna & Deoria districts of Uttar Pradesh. The mother-tongue of this region is Bhojpuri. The district has its border with Nepal, it has an international importance. The international border is open at five blocks of the district, namely, Bagha- II, Ramnagar, Gaunaha, Mainatand & Sikta, extending from north- west corner to south–east covering a distance of 35 kms . HISTORICAL BACKGROUND The history of the district during the late medieval period and the British period is linked with the history of Bettiah Raj. The British Raj palace occupies a large area in the centre of the town. In 1910 at the request of Maharani, the palace was built after the plan of Graham's palace in Calcutta. The Court Of Wards is at present holding the property of Bettiah Raj. The rise of nationalism in Bettiah in early 20th century is intimately connected with indigo plantation. Raj Kumar Shukla, an ordinary raiyat and indigo cultivator of Champaran met Gandhiji and explained the plight of the cultivators and the atrocities of the planters on the raiyats. Gandhijii came to Champaran in 1917 and listened to the problems of the cultivators and the started the movement known as Champaran Satyagraha movement to end the oppression of the British indigo planters.

    SITUATION REPORT No. 5 FLOODS 2008 OVERALL SITUATION The humanitarian situation in Bihar continues to be very grim. As of 15th September, one more district – Kishanganj - is affected, bringing the total number of affected districts in Bihar to 17. The five worst affected districts are Supaul, Madehpura, Araria, Saharsa and Purnea. While the first three districts are flood affected, Saharsa and Purnea are comparatively less affected, but are hosting a large number of the displaced population from the neighbouring affected districts. The water level in the flood affected areas has been receding as Kosi River is in a falling trend, with not much rains in its catchment areas. However, rainfall predicted for this month in Bihar, could lead to further flooding, thus affect ing the relief activities by agencies. In addition to the floods in Bihar, annual rainfall continues to cause floods in Assam and Uttar Pradesh. National Rural Health Mission aims at strengthening the rural health infrastructures and to improve the delivery of health services. NRHM recognizes that until better health facilities reaches the last person of the society in the rural India, the social and economic development of the nation is not possible. The District Health Action Plan of Siwan district has been prepared keeping this vision in mind.
