I sincerely hope we have been able to C. Parthasarathy live up to expectations. Chairman, Swachh Survekshan 2019 posed a unique challenge in the Karvy Data Management history of survey research in India, requiring us to complete Services Limited on-ground assessment across 4237 Urban Local Bodies and Cantonment Boards in a mere 28 days. The final scoring and ranking was to be completed in a further 15 days. I am extremely proud of the fact that a team of over 4500 assessors on the ground and nearly 500 people at the back end worked tirelessly to deliver the project without any time overrun or compromise on quality. However, such an effort would not have been possible without the constant guidance and support we received from the Ministry of Housing and Urban Affairs and the spirit of cooperation and support that we received from State Mission Directors and ULB nodal officers. We are truly grateful for the time and interest invested by them in helping us achieve such an Swachh Survekshan ambitious target. -

Public Works Department in the year 1964 and the same continued up to 1979. During the year 1979, an independent Directorate was created but charge of the Director continued to be held by the Engineer-in-Chief (B&R) or the Chief Engineer of H.P. Public Works Department, till 1993, when an independent Director was appointed as Head of the Department. 2.0 INTRODUCTION Town and Country Planning is a social transformation development process to ensure creation of functionally workable, economically viable, socially acceptable, environmentally sustainable and aesthetically pleasing living environment for humanity in both, rural and urban habitats, through optimum, just and balanced use of scarce land resources in view of demographic, socio-economic, techno-legal dynamics, which is foremost necessity of the day. Town and Country Planning ensures planned, systematic, sustainable development of urban and rural habitations and is a prerequisite for all modern development schemes. Development Plans, Sectoral Plans and Town Planning Schemes go a long way in catering to civic and other urban services infrastructure, transportation and other requirements that ensure dynamism and a healthy living environment for humanity. -

Resources, Strategies, and Structures for Establishing Career Services in Developing Countries: Illustrations from India Sachin Kumar Assistant Professor, Government College, Chowari, Chamba, Himachal Pradesh, India Abstract The issue of career guidance in the economically developing world context has attracted attention from the careers community, both from the theoretical/academic perspective and from the service delivery/policy perspective. After describing the context of economically developing countries, in this paper the framework suggested by the International Labour Organization (ILO) for developing career guidance systems in low-and middle-income countries is used and a brief status report of career services in India as a representative country, under six themes is presented: (a) understanding the country context; (b) development of career information; (c) promotion of work choice, search, and maintenance skills development; (d) organisation of service delivery; (e) staff development to support service delivery; and (f) improvement of governance and coordination. Next, the recommended steps for establishing a career services system in an economically developing country are listed. These steps include: reviewing existing career services, creating baseline data on career development behaviours, creating a robust labour market information base, identifying possible target groups and their locations, training career professionals, and a coordinated and concerted policy making and implementation. The Karnataka Forest Department has restricted the number of trekkers on routes like Skandagiri and Kudremukh, which reeled under the trash epidemic. Up north, Uttarakhand has woken up to the implications of the traffic crisis. The Nainital administration has decided to stop incoming vehicles once parking space is full. They have a solution: park tourist vehicles outside city limits and construct a shuttle service to ferry them into town. -

Abstract: Education plays a critical role in the development of a nation whether it is social or economic growth. A nation can be educated, when its entire population is educated. Education opens a whole new world of opportunities for a girl, it gives her the confidence to tackle different problems of life, become economically independent, make better choices, resolve family or community issues satisfactorily, stand for her rights and guide her children. Women constitute almost half of a country’s population, when 50% of the population is denied education. Empowered women contribute to the development of the society, community and nation in numerous ways. A woman with education is a powerful person, she has the power to educate the children in her family, guide them in taking decisions, contribute economically and offer valuable inputs for improvement on home and social front. Women education is an essential need to change their status in the society and also empowerment intellectually. Chamba is one of the 12 districts of Himachal Pradesh were the literacy rate is 72.17 percent. The male literacy rate is 82.59 and female literacy is 61.67 percent. Women education in Chamba has been a most important preoccupation of both administrative and civil society because educated women can play a very important role in the society for socio- economic development, besides political, and legal.
