2 Executive Summary The City of St. Charles required a comprehensive tool to determine the difficulty of curb construction throughout that do not have curb. To do this, a set of criteria was developed to examine each segment of roadway throughout the City without curbs and develop a score and ranking system for each segment. Criterion with similar characteristics were grouped into major grading categories, as follows:  Parking  Constructability  Planning  Drainage  Engineering  Cost To emphasize the importance of a criteria group, a weighting factor was developed to apply to each group’s scoring. The summation of the group scores yields the overall rank or ease adding curb to a section of no-curb . To quantify the scores, a database was created to record each segment score as well as the applied weighting factor. The database was then liked to the City’s GIS system for easy review of the constructability of the curb and gutter on streets throughout the City.

3 Introduction

3.1 General Overview The City of St. Charles has requested the professional experience of George Butler Associates (GBA) for the examination of both residential and commercial streets throughout the city without curb and gutter. The GBA team began with the analysis and prioritization of no-curb segments in Ward 1, which would be used as a pilot project before implementing a refined approach for the remaining Wards. A combination of data was collected from on-site investigation as well as information obtained from City GIS, and was used to develop a scoring system that would prioritize the installation of curb and gutter based on difficulty of implementation. Following review with City staff regarding the data collection methods and prioritization process used for the pilot area, a refined process was agreed upon for the evaluation of the remaining City Wards. 3.2 Purpose The addition of curb and gutter provides both an aesthetic and functional purpose. Curbs add a distinct demarcation of a roadway that is innate to driver expectancy, also adding a clear edge of property, while allowing for precise parking control and an increase in drainage efficiency. Additionally, the curb scores will assist in coordinating future construction of and roadside safety improvements. The City of St. Charles plans to add curb and gutter where needed based upon the difficulty defined by the GBA team and City Staff.

3.3 Procedure The city is divided up into wards ranging from 1 to 10. For efficient data collection, the wards will be analyzed separately. Criteria for the installation difficulty of curb and gutter on any given street were created by the GBA team and reviewed by the City staff for concurrence. Upon field inspection of street sections without curb and gutter, data pertaining to criteria was collected from current City GIS information as well as on-site inspection. In response to the cities concern for various aspects of curb and gutter installation including parking, constructability, planning, drainage, engineering, and cost, the collected data was divided into the before mentioned groups. A score will be attached to each group and will be weighted according to the City’s needs.

3.4 Benefits of Project The information acquired from this analysis will allow the city to strategically and efficiently plan the construction of curb and gutter throughout the city.

4 Data Collection Arc GIS files were presented to the GBA team to be used for the mapping and consolidation of the curb and gutter data. The files were analyzed and all street sections within wards 1-10 without curb and gutter were assigned an object ID, a number that links the curb with the adjacent street or . The object ID allows for the cohesion between data provided by the City of St. Charles and data collected by the GBA team. The GBA team utilized preliminary field visits to determine the criteria necessary to formulate a difficulty rating for the installation of curb and gutter. In accordance with the City of St. Charles’ requests, and GBA field investigations. The following groups of criteria were evaluated in order to accurately rate a ‘No- Curb’ street section:

 Parking o What is the width of the adjacent street? o Is there a No Parking Zone? o Is there need for extra parking? o Is there need for parking control? o Is there a lack of parking regulation?  Constructability o Is there an existing retaining wall? o Is a retaining wall required? o What is the condition of the existing ? o Is there an existing ? o If so, what is the condition of the existing sidewalk? o If curb and gutter is installed, will ADA improvements need to be installed? o What is the setback distance?  Planning o Does the installation of curb and gutter in this area fall in line with other Master Plan projects the city has planned? o What is the zoning classification of the area? o Is the adjacent owner public or private?  Drainage o Are there existing drainage structures? o Is the area in question a sump area? o Will the installation of curb and gutter cause excessive drainage at intersections? o Will the new curb section be too flat and ponding areas?  Engineering o What is the functional classification of the street/section in question? o What is the water quality potential of the area in question?  Cost o What is the number of utility impacts if curb and gutter were to be installed? o What is the number of miscellaneous impacts if curb and gutter were to be installed? o How much right of way is needed to proceed with construction? o What is the length of the section in question? Each criterion provides a score for their respective group as explained below. Each scoring group (i.e. parking, planning, etc.) will have an average upon which a weighting factor will be applied. A summation of the weighted scores produces an overall difficulty rating score.

5 Explanation of the Rating System The assigned scoring ranges from 0 to 10 allowing for score variability within the large amount of collected data. Criteria with a possibility of two answers were assigned either a 0 or a 10. Criteria with a possibility of three answers were assigned a 0, 5, or 10. The number of scoring criteria varies amongst the differing categories. To present an even playing field, a category average score was calculated before the final score. The average score is the total score for the category divided by the number of criteria in the category. A weighted scoring factor was discussed with and decided upon by the City of St. Charles, to be enacted upon the average category score. An excel spreadsheet was utilized to average the scores in each category, apply the desired category weighting factor, and sum each category score to produce a final score. The higher the score, the easier curb is to construct and the higher the overall benefit of constructing curb in the desired section. All assigned scores and scoring criteria are based on the opinion of the engineer. The importance and definition of the scoring criteria are described as follows: Street Width – the distance between the existing pavement edges. The installation of curb and gutter will make the street narrower. Streets wider than 20 feet will be labeled as sufficiently wide and will receive a score of 10. Street widths in between 15 and 20 feet will be labeled as moderately wide and will receive a score of 5. Street widths less than 15 feet will be labeled as narrow and will receive a score of 0. ‘No Parking’ Zone – The presence of a ‘No Parking’ Zone sign on the side of the section under examination. No parking signs indicate a regulatory enforcement to keep the street open and unobstructed. No-curb conditions make enforcement more difficult. Signed areas will receive a score of 10 and unsigned areas will receive a score of 0. Need for Extra Parking – based upon the opinion of the engineer. The addition of curb and gutter can better partition a roadside to allow for increased parking if next to a commercial area. If extra parking is beneficial then the data input is yes and will receive a score of 10. If extra parking not needed the data input in no and will be scored 0.

Need for Parking Control – based upon the opinion of the engineer. The addition of curb and gutter can better partition a roadside eliminating access to area where parking is not wanted. If parking control is needed the data input is yes and a scored a 10. If parking control is not required, the score is 0. Existing MSE Wall – a masonry wall or wall of any material that is functioning as an earth stabilizer within the construction limits of the curb and gutter installation. The existing wall will complicate the construction of curb and gutter. If the no- curb segment has an existing MSE wall located in the construction limit the resulting score will be 0. If there is not a MSE Wall the score will be 10. Required MSE Wall – based upon the opinion of the engineer. The addition of curb and gutter may cut into a slope where a wall is deemed necessary to stabilize exposed earth. If an MSE wall is required, the score will be 0. If a MSE wall is not required, the score will be 10. Existing Pavement Condition – based upon the opinion of the engineer. Pavement in better condition will be easier to saw cut, remove and replace than deteriorated pavement. Accordingly, pavement in great condition will score a 10 while pavement in moderate condition will score a 5. Pavement in poor condition will score of 10.

Existing Sidewalk – the existence of a paved path for pedestrians at the side of the road. If sidewalk is present, curb construction will be beneficial by adding a safety factor for pedestrians, and rate as a 10. If no sidewalk is present, the score will be 0. Sidewalk Condition – based upon the opinion of the engineer. The rating system is like the pavement condition rating, except that sidewalk will likely be replaced with curb construction regardless of its condition. Therefore, a sidewalk in poor condition will benefit by replacement and score higher than a sidewalk in good condition. The range is 10 for poor sidewalk and 0 for good sidewalk. Required ADA Improvements – Curb and gutter will in some cases terminate into existing sidewalks at street corners. Curbs are seen as an obstacle for pedestrians and the installation in such areas of concern must pass ADA approval. ADA improvements will make curb and gutter more difficult. If ADA. improvements will be required, the score will be 0, otherwise the score will be 10 Setback distance – the distance between the edge of pavement and the edge of the adjacent property. A larger setback allows for an ease in construction due to the increase in . A setback distance of less than 10ft will score a 0. A distance greater than 20 will score a 10 Zoning Classification – Higher zoning classifications typically allow improvements to be constructed closer to the property line. This increases the likelihood of encountering obstructions at proposed curb locations compared to lower zoned properties. Commercial properties also see less benefit from curb than residential properties that are closer to the roadway. These constraints will make curb construction more difficult, perceived value by commercial property owners lower, and right of way difficult to acquire. Higher zoning class such as commercial or industrial will have a lower score (0) than residential classes (10). Master Plan – The city of St. Charles has released master plans containing future construction jobs for the city. Sections without curb that fall under more than 2 master plan projects will receive a score of 10. Sections that fall under 1 or 2 master plan projects will receive a score of 5. Sections that do not fall under a master plan project will receive a score of 0. Owner of Adjacent Property- If the owner of the adjacent property is a public stake holder, obtaining easements will be easier. Accordingly, if the owner is private, individual easements will be more difficult. Public owners will score a 10, and private owners will score a 0. Existing Drainage Structures – Curb and gutter will require dewatering to avoid flooding of the road. If drainage structures are present, the existing piping will make it easier to construct the curb. The greater the number of structures the higher the score. If there are no existing drainage structures the score will be 0. Sump Area – low spot along the street that collects water in a rain event. The addition of curb and gutter will increase flow rates on the street. An inlet or other type of drainage structure should be installed to handle increase in flow into the sump area to avoid flooding or damage to the surrounding area. An area labeled as a sump area will receive a score of 0. Sections without sump areas will receive a score of 10. Excessive Drainage – the installation of curb and gutter will increase the discharge rate of rainwater. Longer streets will require the installation of an inlet or other drainage structure to compensate for the increase in discharge rate. Sections having excessive drainage as examined by the engineer will receive a score of 0. Shorter sections that interconnect with adjacent drainage systems or not having excessive drainage will receive a score of 10. Ponding Area – Ponding is the buildup of rainwater due to low lying areas that do not have a defined drainage path. Curb installation will create a drainage path for the ponding areas, and will prevent standing water along pavement edges and on adjacent properties. Areas along the segment being where curb construction will improve drainage conditions will be scored a 10. Segments that appear to have little or no effect on drainage will receive a score of 0. Functional Classification- Roadways with a higher classification will have increased and pavement sections. This condition will increase the difficulty of construction and increase the cost of replacing the adjacent pavement. Curb installed on the major classification will score a 0 and curb installed on the minor classifications will be scored a 10. Water Quality Potential-Roadways with the ability to provide water quality features such as raingardens or filter strips will increase the water quality of the runoff. These features usually require space and grade to create a horizon of material used in filtering the water. Areas that facilitate these features will receive a score of 10. While areas that are difficult to Utility Impacts- Utility conflicts, both above and below ground, can create significant obstacles to curb construction. The number of utilities and the size of each will impact the difficulty of curb construction. Areas that, in the opinion of the engineer have numerous or significantly large utilities will score lower than areas with no utilities. Accordingly, less than 2 utility conflicts will score 10, 2-4 conflicts will score a 5, and 4 or more utility conflicts will score a 0. Miscellaneous Impacts- Items in this category will be used to define any features that are not defined in other criteria. These features will increase the difficulty of construction curb and will be scored through a range. Fewer items will score higher than more items. Less than 2 impacts will score a 10, 2-4 impacts will score a 5, and greater than 4 will be assigned a score of 0. ROW required – the area adjacent to the roadway that will be required for curb construction is right of way. If right of way is required, the cost of installing curb will increase. The impact of right of way, either permanent or temporary, is measured in a scale from small to large. The smaller the necessary right of way the higher the score. if the right of way area is small (5 ft) the score will be 10. If the right of way area is large (15ft) the score will be 0. Cost of right of way will vary depending on commercial or residential property. Right of way for commercial property will be valued at $15 per sq. ft. Residential right of way is valued at $4 per sq. ft. Length of Section – the length of curb section that will be constructed will affect the overall cost of construction. The section must have similar properties that reflect a consistent score. That is, if the section features change from one end to the other, the section will be broken and scored separately based on its individual criteria. Conversely, long sections exhibiting similar properties may be scored jointly. However, their extra length will indicate a high cost when reviewing cost by street. A value of 250 ft will be used for an average street length. Streets less than 200 ft. will be scored a 10. Street lengths between 200 and 600 will be scored a 5 and street section longer than 600 feet will score a 0.

6 Group Weighting Factor The weighting factor for each group of categories puts importance to the group’s overall contribution to the final difficulty rating. Each group was reviewed by a team from the City and the GBA team. The weighting factor considers history of projects and future planning in the development of the score. The weighting factors range from one being the least important to ten being the most important group. The weighting factors are easily modified if the importance of the category has changed.

7 Data Collection Field Investigations To illustrate the field investigation and data collection the following no-curb street was selected to show a need for extra parking. The street selected was Bainbridge Street between N Second and Alley 259 located in Ward 1. The street is narrow with on drainage structure near the middle of the section. The section has both private and public ownership and no sidewalks. The average parking score for this section was 4 out of a possible 5, with a weighted score of 11. Overall the total weighted score was 163 or a medium on the priority list. Figure No. 1 show the completed Field Report for this section.

8 Results and Discussion The summation of the category scores and applied weighting factors result in an overall difficulty rating. The rating score is measured on a scale of high priority, medium priority, or low priority with higher scores being a higher priority and lower scores indicating lower priority. The results of the no-curb scoring are best displayed in the GIS map base. A database was used to compile data for each segment of no-curb roads. The database was then linked to the GIS map to map the no-curb sections. The difficulty of the section is represented by a green- yellow-red color scheme indicating the relative ease or difficulty of construction. An overall score of 185 or more will rank as High Priority and will be indicated on the GIS map with a green color. An overall score of 150 to 185 will rate as medium priority and will be indicated as yellow on the map. A score less than 150 will rate as low priority and will be indicated by the red color on the map. As indicated in the first part of the report these scores can be adjusted as category importance changes.

8.1 Ward 1 Results and Discussion Ward 1 was the pilot study area for the project. Ward 1 was the most diverse area with many legacy streets and alleys from some of the oldest platted areas. Of 133 no-curb segments investigated, 78 were scored as high priority, 46 were medium priority and the remaining 9 were low priority. Construction cost per foot ranged from $312 per foot to $80 per foot. Figure 8.1 shows the prioritized map of Ward 1.

8.2 Ward 2 Results and Discussion Ward 2 had 14 no-curb segments. 9 of Ward 2’s streets scored as a high priority for construction. 2 no-curb segments scored medium priority and 3 scored low priority. Construction cost ranged from $277 per foot to $80 per foot. Figure 8.2 shows the prioritized map of Ward 2.

8.3 Ward 3 Results and Discussion Ward 3 had 4 no-curb segments. All segments scored a high priority. Construction cost for all segments were $145 per foot. Figure 8.3 shows the prioritized map of Ward 3.

8.4 Ward 4 Results and Discussion Ward 4 had 30 no-curb segments. 18 high priority, 10 medium priority, and 2 low priority no- curb segments. Construction cost for the Ward 4 range from $90 to $151 per foot. Figure 8.4 shows the prioritized map of Ward 4.

8.5 Ward 5 Results and Discussion Ward 5 is the smallest ward with 2 no-curb segments. Both are medium priority and both have estimated construction cost of $160 per foot. Figure 8.5 shows the prioritized map of Ward 5

8.6 Ward 6 Results and Discussion Ward 6 has 31 no-curb segments with no high priority segments, 18 medium priority and 13 low priority segments. Construction cost range from $145 to $250 per foot. Figure 8.6 shows the prioritized map of Ward 6

9 Conclusion The results of the field investigation and scoring rubrics have yielded a mapping database that is easily loaded into a readable GIS format. Through this format, the relative ease of determining the constructability of curb and gutter for individual roadway segments can be determined at a glance. Through field investigation and collaborative reviews with the City, the no-curb segments throughout all wards have been investigated and ranked to determine the ease of construction. A database of the information has been constructed using an Excel spreadsheet that can easily rank or sort the no-curb segments by groups or by category criteria. This database is then linked to the GIS mapping system to show the no-curb roadway segments and is easily added as a single layer in the mapping. The database can be interactively changed by modifying the weighting factors according to changes in the importance of each group.
