This dissertation demonstrates how the CICI’s utopian vision of international peace was actively challenged by national tensions and agendas in the interwar period. It examines the idealistic goals of the movement by focusing on the narratives and motivations of key committee members as they worked toward their own ideas of peace. The challenge of nationalism is illustrated through an analysis of major disagreements between CICI members as well as through biographical case studies of lesser-known members. The pursuit of “moral disarmament,” or the process of changing mentalities towards war, was a central component of the CICI’s work. Both education and film were envisioned as ways to influence the public and engender anti-war sentiment. This work argues that the League of Nations’ conception of internationalism was Eurocentric and moral disarmament was formulated within an Anglo-American context. Both of these limitations narrowed the influence of the CICI’s peace work to certain geographical areas of influence and effectively marginalized less powerful nations and individuals within it. Crager (Texas Tech University)Published on H-US-Japan (March, 2009) Commissioned by Yone Sugita Japanese Interwar Diplomacy In Japan and the League of Nations, Thomas W. Burkman recounts the history of Japan's foreign affairs from the close of World War I through the beginning of the Second Sino-Japanese War. Traditional understanding of Japan's role in the world during this era has been grossly simplified, according to the author, and a new and more balanced treatment of this topic was necessary to help bring about a fuller understanding of the developments in East Asia and the Pacific region prior to the Second World War. Although generally considered to have been an aggressive world power that largely eschewed international involvement to pursue its national interests, the empire, as Burkman insists, was very much committed to the promotion of ideals espoused by Woodrow Wilson and embodied in the League of Nations. Even though the Japanese readily embraced internationalist ideas, and participated fully, Japanese internationalism was influenced by peculiarly Japanese ideas concerning power and place. The author believes that when Wilsonian internationalism began to wane and when the economic pressures of the global depression began to set in, Japanese policymakers sought to protect national interests in the region rather than holding fast to internationalist policies that would make the empire vulnerable to foreign powers.

Foreign Policy Analysis is a well-defined subfield within the International Relations field, with its own sections in the International Studies Association and American Political Science Association (Foreign Policy Analysis and Foreign Policy, respectively). Our orientation in this course is more theoretical and process-oriented than substantive or interpretive. We focus on policy inputs and the decision-making process rather than on policy outputs. An important assumption underlying this course is that the processes through which foreign policy is made have a considerable impact on the substantive content of policy. We follow a loose a levels-of-analysis framework to organize our survey of the theoretical literature on foreign policy. We examine rational state actor, bureaucratic/ organizational, institutional, societal, and psychological models. We look at the government decision-makers, organizations, political parties, private interests, social groups, and mass publics that have an impact on foreign policy. We analyze the various constraints within which each of these sets of actors must operate, the nature of their interactions with each other and with the society as a whole, and the processes and mechanisms through which they resolve their differences and formulate policy. Although most (but not all) of our reading is written by Americans and although much of it deals primarily with American foreign policy, most of these conceptual frameworks are much more general and not restricted to the United States.

The answer that generated popular approval concerned the defence of Belgian neutrality, defiled by German invasion in the execution of the Schlieffen Plan. Less appealing, and therefore less invoked for public consumption, but broadly consistent with this promoted justification, was Britain’s long-standing interest in maintaining a balance of power on the continent, which a German victory would not only disrupt, according to Foreign Office officials, but replace with a ‘political dictatorship’ inimical to political freedom.1 Yet only 6 days before the British declaration of war, on 30 July, the chairman of the Liberal Foreign Affairs Group, Arthur Ponsonby, informed Prime Minister Asquith that ‘nine tenths of the [Liberal] party’ supported neutrality.

    Theories of International Relations* Ole R. Holsti Universities and professional associations usually are organized in ways that tend to separate scholars in adjoining disciplines and perhaps even to promote stereotypes of each other and their scholarly endeavors. The seemingly natural areas of scholarly convergence between diplomatic historians and political scientists who focus on international relations have been underexploited, but there are also some signs that this may be changing. These include recent essays suggesting ways in which the two disciplines can contribute to each other; a number of prizewinning dissertations, later turned into books, by political scientists that effectively combine political science theories and historical materials; collaborative efforts among scholars in the two disciplines; interdisciplinary journals such as International Security that provide an outlet for historians and political scientists with common interests; and creation of a new section, “International History and Politics,” within the American Political Science Association.1 *The author has greatly benefited from helpful comments on earlier versions of this essay by Peter Feaver, Alexander George, Joseph Grieco, Michael Hogan, Kal Holsti, Bob Keohane, Timothy Lomperis, Roy Melbourne, James Rosenau, and Andrew Scott, and also from reading 1 K. In a rare public appearance Mr. Walsh will attend the 8 pm screening of "Gentleman Jim," his 1942 film in which Errol Flynn portrays the boxing champion James J. Corbett. One of the giants of American filmdom, Walsh has worked in all genres — Westerns, gangster films, war pictures, adventure films, musicals — and with many of Hollywood's greatest stars — Victor McLaglen, Gloria Swanson, Douglas Fair­ banks, Mae West, James Cagney, Humphrey Bogart, Marlene Dietrich and Edward G. Robinson, to name just a few. It is ultimately as a director of action pictures that Walsh is best known and a growing body of critical opinion places him in the front rank with directors like Ford, Hawks, Curtiz and Wellman. Richard Schickel has called him "one of the best action directors...we've ever had" and British film critic Julian Fox has written: "Raoul Walsh, more than any other legendary figure from Hollywood's golden past, has truly lived up to the early cinema's reputation for 'action all the way'...." Walsh's penchant for action is not surprising considering he began his career more than 60 years ago as a stunt-rider in early "westerns" filmed in the New Jersey hills.
