WALTZ’S THEORY OF THEORY 201 Waltz’s Theory of Theory Ole Wæver Abstract Waltz’s 1979 book, Theory of International Politics, is the most infl uential in the history of the discipline. It worked its effects to a large extent through raising the bar for what counted as theoretical work, in effect reshaping not only realism but rivals like liberalism and refl ectivism. Yet, ironically, there has been little attention paid to Waltz’s very explicit and original arguments about the nature of theory. This article explores and explicates Waltz’s theory of theory. Central attention is paid to his defi nition of theory as ‘a picture, mentally formed’ and to the radical anti-empiricism and anti-positivism of his position. Followers and critics alike have treated Waltzian neorealism as if it was at bottom a formal proposition about cause–effect relations. The extreme case of Waltz being so victorious in the discipline, and yet being so consistently misinterpreted on the question of theory, shows the power of a dominant philosophy of science in US IR, and thus the challenge facing any ambitious theorising. The article suggests a possible movement of fronts away from the ‘fourth debate’ between rationalism and refl ectivism towards one of theory against empiricism. To help this new agenda, the article introduces a key literature from the philosophy of science about the structure of theory, and particularly about the way even natural science uses theory very differently from the way IR’s mainstream thinks it does – and much more like the way Waltz wants his theory to be used. -

Realism conceives of states as actors and international regimes as variables that affect national strategies. Alternatively, we can think of states as structures and regimes as part of the overall context in which interests are defined. States conceived as structures offer rich insights into the causes and consequences of international politics. And regimes conceived as a context in which interests are defined offer a broad perspective of the interaction between norms and interests in international politics. The paper concludes by suggesting that it may be time to forego an exclusive reliance on the Euro-centric, Western state system for the derivation of analytical categories. Jurisprudence is the Science of Law. All students of Jurisprudence are in as complete agreement on this general definition of their subject as they and all others using the terms are in disagree- ment and uncertainty in answering the next questions, namely, what is science and what is law. Workers in the Natural Sciences, espe- cially in those known as the Experimental or Laboratory Sciences, have resented and protested the use of the term Social Sciences to designate History, Economics, Political Science or Government or Politics, Sociology and allied studies, and have insisted upon known laws, certain and susceptible of objective and mathematical proof, predictability, possibility of experimentation or other characteristics as necessary to a real science. -

C.NORTHROPt WORLDsurvival and progress in an atomic epoch depends on an effective international law. Yet several recent students of the subject conclude that any further attempt to improve international relations by legal means is not merely unrealistic and impractical, but also likely to result in more harm than good. Is this to be the final verdict? The purpose of this inquiry is to answer this question by analyzing the major contemporary theories of jurisprudence and their bearing on international law. LEGAL POSITIVISM Legal positivism delimits the subject matter of law to the cases and proposi- tions in law books and to the legal institutions which apply those propositions. In domestic law this restriction of the law to the positive law has been found wanting. Dean Roscoe Pound's strictures against this "give-it-up" philosophy are well known.1 Justice Holmes' and Brandeis' pragmatic conception of law as a social instrument for facing and resolving social problems rather than running away from them is now a commonplace. Increasingly important is Myres McDougal's observation that not merely British legal positivism but also American legal realism leave one with a type of law which is incapable of meeting either the opportunities or responsibilities of the contemporary world.2 It has remained, however, for a legal positivist, P. E. Corbett, to give the final reductio ad absurdurn to such a system of jurisprudence in his Law and Society in the Relations of States.3 Consider, for example, the theory of auto-limitation introduced by Jellinek to account for legal obligation in international law. -

Ledgister Dissertation dated May 2012 This study examines the contributions of Joshua and Cato as government and opposition political leaders in the politics and political development of SVG. Checklist of variable of political development is used to ensure objectivity. Various theories of leadership and political development are highlighted. The researcher found that these theories cannot fully explain the conditions existing in small island nations like SVG. SVG is among the few nations which went through stages of transition from colonialism to associate statehood, to independence. This had significant effect on the people and particularly the leaders who inherited a bankrupt country with limited resources and 1 persistent civil disobedience. With regards to political development, the mass of the population saw this as some sort of salvation for fulfillment of their hopes and aspirations. Joshua and Cato led the country for over thirty years. In that period, they have significantly changed the country both in positive and negative directions. These leaders made promises of a better tomorrow if their followers are prepared to make sacrifices. The people obliged with sacrifices, only to become disillusioned because they have not witnessed the promised salvation. The conclusions drawn from the findings suggest that in the process of competing for political power, these leaders have created a series of social ills in SVG. -

POLITICAL JURISPRUDENCE MARTIN LOUGHLIN I: INTRODUCTION Political jurisprudence is a discipline that explains the way in which governmental authority is constituted. It flourished within European thought in the period between the sixteenth and nineteenth centuries and since the twentieth century has been in decline. That decline, attributable mainly to an extending rationalization of life and thought, has led to governmental authority increasingly being expressed in technical terms. And because many of the implications of this development have been masked by the growth of an academic disciplinary specialization that sacrifices breadth of understanding for depth of knowledge, sustaining the discipline has proved difficult. -

How do authoritarian regimes hold onto power? Who opposes migration and why? When is the public more likely to hold political leaders accountable for poor governance? This course introduces the academic discipline of political science by exploring what its literatures have to say about these topics and others with substantive importance to global politics. We will read and discuss recent academic work utilizing a variety of methodological tools to answer these questions. In addition, the course is designed to help students navigate practical issues related to the effective conduct of political and social science research. We will review research practicalities ranging from choosing a research question to finding data and submitting articles to journals. Throughout the course, students will prepare a research proposal on a topic of their choice, which they will present to the class and submit in written format at the conclusion of the term. Course Objectives Throughout the course, students should expect: ▪ To develop knowledge about several major literatures in political science, gaining familiarity with ongoing debates and established findings. ▪ To acquire familiarity with a variety of primarily quantitative research methods used in political science and other social science disciplines. ▪ To develop understanding of how to consume and evaluate academic research, including how to recognize positive contributions, identify weaknesses, and provide constructive feedback in oral and written forms. -

Foreign Policy Analysis is a well-defined subfield within the International Relations field, with its own sections in the International Studies Association and American Political Science Association (Foreign Policy Analysis and Foreign Policy, respectively). Our orientation in this course is more theoretical and process-oriented than substantive or interpretive. We focus on policy inputs and the decision-making process rather than on policy outputs. An important assumption underlying this course is that the processes through which foreign policy is made have a considerable impact on the substantive content of policy. We follow a loose a levels-of-analysis framework to organize our survey of the theoretical literature on foreign policy. We examine rational state actor, bureaucratic/ organizational, institutional, societal, and psychological models. We look at the government decision-makers, organizations, political parties, private interests, social groups, and mass publics that have an impact on foreign policy. We analyze the various constraints within which each of these sets of actors must operate, the nature of their interactions with each other and with the society as a whole, and the processes and mechanisms through which they resolve their differences and formulate policy. Although most (but not all) of our reading is written by Americans and although much of it deals primarily with American foreign policy, most of these conceptual frameworks are much more general and not restricted to the United States.
