    SUIVIS DES MILIEUX AQUATIQUES SUITE A L’INCENDIE SURVENU SUR LES SITES DES ENTREPRISES LUBRIZOL ET NL LOGISTIQUE (Rouen) LE 26 SEPTEMBRE 2019 Résultats des analyses d’octobre 2019 sur les prélèvements post-incendie Objet : La présente note détaille les résultats des mesures réalisées en octobre 2019 à la suite de l’incendie survenu sur les sites des entreprises Lubrizol et NL logistique, sur les substances spécifiquement recommandées par l’INERIS, et plus largement sur un ensemble d’autres substances dont l’agence surveille la présence dans les eaux de surfaces et souterraines. La liste des points suivis en octobre ainsi que la méthodologie détaillée de traitement des données par l’agence sont en annexe. Ces traitements reposent sur la comparaison des concentrations quantifiées en post incendie avec les valeurs maximales observées et/ou les valeurs-seuils pour les substances pour lesquelles elles ont été définies (concentration sans effet prévisible pour l’environnement- PNEC). Ce qu’il faut retenir : 30% des résultats des principales familles chimiques suivies sont quantifiés sur les cours d’eau et un peu moins de 20% pour les eaux souterraines (le résultat est quantifié quand la concentration est suffisamment importante pour être mesurée avec un niveau de confiance acceptable). Globalement, sur les stations mesurées, peu de substances présentent des concentrations supérieures aux repères disponibles sur chaque station (rapport aux valeurs antérieurement observées et aux valeurs seuils quand elles existent). Parmi celles-ci, les métaux/métalloïdes et les HAP sont les familles les plus quantifiées en situation post- incendie ainsi que des dioxines sur 2 stations. Parmi ces dépassements, les métaux sont les plus fréquents.

It appears that the cartulary originally began on what is now Page 10, where there is an elaborate heading in red and black for the copy of the foundation charter of Joscelin and his wife Emmeline, who founded Saint-Amand c. 1030-1040. Later pages were added, and so the manuscript now begins with three royal charters from the French Kings Philip III and Louis IX. Charters are divided by a line break. At the beginning of each charter is a note indicating the manuscript pagination. The text coloration follows that of the original manuscript - almost all of the charters had a heading in red text that gives the name of the donor and a brief description of the donation. Most also had a marginal note in red next to the header that gave the name of the region where the land in question was located - these are given in square brackets at the beginning of the header (for a marginal notation on the left side of the page) or at the end of the header line (for a marginal notation on the right side of the page). All other words in square brackets were inserted by the editors to clarify the translation. In the body of each charter the spelling of the place names had been modernized.
