1. Minutes of the meeting held on 13th January 2020 were approved

2. Declarations of interest

Peter Preston – Shipton on Cherwell. Christine Allsopp – St Mary’s Convent

3. Correspondence, policy and other matters for consideration

Buckingham SS Peter & Paul: Reordering of Lady Chapel. The CBO explained that the parish has had contact from St. Thomas Church in Kensal Town, London, explaining they would be willing to take the complete Lady Chapel altar by Nicholson proposed for disposal, without the need to break the piece up. Kensal Town St Thomas is in the Anglo-Catholic tradition, and so the altar would be a welcome addition, despite the rebuilt church there being later than the altar. A delegation visit with the 20th Century Society and Historic took place on 4th March, and although feedback from either had not been received, neither indicated any strong objection to the proposal on site. In order to give encouragement to both the parish and the recipient church, the DAC agreed to recommend the disposal of the altar by donation in its entirety to St Thomas, Kensal Town, subject to the comments of the 20th Century Society and Historic England.

DAC Staffing updates The SCBO gave an update on the recent appointment process and notified the DAC that the post of Casework Coordinator had been secured and would be advertised shortly.

Conservation of the Gratton memorial in churchyard: installation of kerbing and stone ledger commemorating conservation work, possible lifting/lowering of the existing plain ledger over the grave; slight repositioning of George Gratton’s portrait within the church and associated installation of a light; revision of the interpretative information board within the church to include new research. On Heritage at Risk Major Parish Church: Significance of fabric Memorials / burials Register: Yes affected: Medium-high affected: Yes No 9th March 2020 Minute: The committee noted that the CBC is now content with the proposed methods and materials for the conservation of the memorial and has no further comments. The DAC agreed to issue an NOA for the project subject to the following provisos: • That some brief interpretative information on George Gratton and his significance to the Vincentian and Grenadines community, in addition to the wording already agreed to commemorate the conservation, is included on the new commemorative ledger stone, and that details of the size and location of this new tablet, and a method for securing it in the ground, together with details of the treatment of the existing plain ledger are agreed with the subcommittee (the Archdeacon, Diocesan Archaeologist and an officer of the DAC), prior to works commencing.

• That the content, layout and size of any interpretative information board (if the size is different from the existing) is to be agreed with the subcommittee prior to installation. If the location for this changes, this too will need agreement by the subcommittee. It was strongly recommended that a transcribed inscription on the memorial stone should be included out on any new interpretative board. • That the standard wiring condition for the installation of the light over the portrait is adhered to.

Finally, the DAC urged that Mr Beesley and SV2G publish the details of this research and the conservation of the memorial via the relevant channels, such is the interest it is likely to generate.

It was agreed that, in order to maximise the length of time these stones would cater for the community, the other recommendations concerning using one-inch lettering, beginning lower down the stones with accumulated names prior to the installation of each, to be carved in Mr MacDonald’s workshop, were sensible. 9th March 2020 Minute: The DAC were not content with the proposal to clad the roof with an interlocking plain clay tile. It was felt that metal cladding is more appropriate for the low pitched roof of the Grade I listed church. Concerns were also expressed about the potential for leaks should a tile be damaged or missing. The committee recommended that the parish submit an application for a temporary felt roof covering for a period of 5 years to allow them to raise funds to replace the stolen cladding with terne coated stainless steel.

Pew frontal: The Vic Soc had stated a preference to retain the pew frontal from the set of pews in the SW corner, but the DAC did not feel this was practical or necessary. Suggest moving frontal to front of N side of pews in the nave.

Tiles: cases for both tile patterns in the cleared area were discussed, and no preference identified. New tiles ought to be robust enough to deal with wear from tables and chairs.

Tables and chairs to be used in ‘cleared’ SW corner: the selection of these will need careful thought if they are to cope with being stored in an external shed. DAC subcommittee to review proposals for tables and chairs once these are received.

Although the DAC raised no strong objections, the architect members wished to point out that the glass doors in the cloister were not fit for purpose as they would inevitably blow open in the draught. It would be better to determine the cause and origin of the draught so it can be ascertained how to remove or reduce it effectively.

Fire detection system

The DAC resolved that there was not enough information available on the fire detection system and asked for further details to be provided.

Lighting scheme

The DAC were not content with the proposed lighting arrangement for the Calvary, it was felt the pendant relocation and stark brightness did not work well. They also raised concerns over the proposed arrangement on the rood screen; it was felt the spotlights on the statues were too bright.

The DAC asked that fixing details for new lights and product specifications are added to the application.

The DAC were supportive of the re-use of the lighting pendants; however, they were unsure about the new location of some of these pendants. The DAC requested a clearer lighting layout, without circuit information and only showing light fitting locations to help them to understand and assess the lighting scheme holistically.
