AIRCRAFT OPERATION: The airborne movement of aircraft in controlled or non-controlled airport terminal areas and about a given en route fix or at other points where counts can be made. There are two types of operations - local and itinerant. An operation is counted for each landing and each departure, such that a touch-and-go flight is counted as two operations. AIRCRAFT TYPES: An arbitrary classification system which identifies and groups aircraft having similar operational characteristics for the purpose of computing runway capacity. AIR NAVIGATIONAL FACILITY (NAVAID): Any facility used for guiding or controlling flight in the air or during the landing or takeoff of an aircraft.

    NON-HIGHWAY FACILITIES INVENTORY The BHJ region has traditionally relied heavily upon different modes of transportation for the movement of both people and goods. Industries throughout the valley have utilized rail, river barge, and highways to ship and receive goods and supplies. There has also been a long history of public transportation within the region. The integration of all possible modes of transportation is vitally important for the future growth and development of the region. As the transportation network develops and stakeholders grapple with fundamental funding and environmental constraints, it has become increasingly important to make the most efficient use of the entire transportation system. Intermodal diversification and integration provides time and cost efficiencies while preserving the existing transportation system. This section is an inventory of the non-highway means of transporting people and goods within the BHJ region through railroads, water ports, airports, public transit, human services transportation, and shared ride alternatives. Although these modes have historically played an important role in the region’s past in one form or another, an interconnected “seamless” transportation network will help conserve energy, financial, and other environmental resources. In turn, such conservation measures will promote future growth and economic development. RIVER PORTS The region’s Ohio River Navigation System consists of two project pools. From the north, the New Cumberland Pool stretches 14.3 river miles through the region along the shores of Hancock County, WV, and Columbiana County, OH beginning at Mile 40, the Pennsylvania Stateline, and ending at River Mile 54.3, the New Cumberland Locks & Dam. The Ohio River then flows over the New Cumberland Dam into the Pike Island Pool ending at Mile 84.2, the Pike Island Locks & Dam just south of the Jefferson County line at Yorkville, OH.

Projects at Rostraver Airport include: - Rehabilitation of Runway 8-26 crack sealing and markings - $32,370 - and Rehabilitation of Parallel Taxiway - $35,456. The 95% grant funding requests for these projects were submitted to the Federal Aviation Administration to comply with program deadlines. The authority will be asked to consider ratification of the submission at the regular meeting. Executive Director Gabe Monzo reviewed a joint submission with the Westmoreland County Department of Public Safety for a $900,000 Emergency Operations Center grant through the Federal Emergency Management Agency (FEMA). A $225,000 local match will be required for the project if the grant is awarded. The $1,125,000 facility, which has been proposed in several incarnations since 1985, would be located at Arnold Palmer Regional Airport and would serve as Unity Township’s primary EOC and as an alternate EOC for the county.

(APTech), assisted by DY Consultants, to evaluate the condition of the pavements at 95 public-use airports and heliports and to update their existing airport pavement management system (APMS) originally implemented in 2001. The results of this project are presented in this report and can be used by the BOA and the Federal Aviation Administration (FAA) to identify, prioritize, and schedule pavement maintenance and rehabilitation actions at these airports. During this project, the conditions of the pavements were assessed using the FAA pavement condition index (PCI) methodology – the industry standard in aviation for visually assessing the condition of pavements.
