Abstract As part of the Pennsylvania Department of Transportation’s (PennDOT) airport pavement management efforts, the Bureau of Aviation (BOA) retained Applied Pavement Technology, Inc. (APTech), assisted by DY Consultants, to evaluate the condition of the pavements at 95 public-use airports and heliports and to update their existing airport pavement management system (APMS) originally implemented in 2001. The results of this project are presented in this report and can be used by the BOA and the Federal Aviation Administration (FAA) to identify, prioritize, and schedule pavement maintenance and rehabilitation actions at these airports. During this project, the conditions of the pavements were assessed using the FAA pavement condition index (PCI) methodology – the industry standard in aviation for visually assessing the condition of pavements.

    High Flight’s FAA clearance allows CCBC-BC3 aviation academy to take off May 22, 2019 Fabio Ruberto, director of operations at High Flight Academy, located at the Pittsburgh-Butler Regional Airport in Butler, is shown inside a Cessna on April 24, 2019. The Community College of Beaver County, Butler County Community College and flight trainer High Flight Academy have created the CCBC Aviation Academy at High Flight in partnership with BC3, which debuts this fall at the Pittsburgh-Butler Regional Airport for Butler County high school juniors and seniors. (Butler, PA) The Community College of Beaver County and Butler County Community College will establish this fall for Butler County high school juniors and seniors an aviation academy intended to provide a pathway into professional pilot, air traffic control and unmanned aerial vehicle careers. CCBC and BC3 will join as partners with flight trainer High Flight Academy, which operates from the Pittsburgh-Butler Regional Airport in Butler and in March received its Federal Aviation Administration certification as a Part 141 Flight School. The certification enables High Flight to instruct and prepare aviation academy students for their private pilot certificate and instrument flight rating. “Without the 141,” said Fabio Ruberto, High Flight’s director of operations, “we could not become a partner with CCBC or BC3.” The CCBC Aviation Academy is the only program in the United States to offer to high school students the opportunity to explore careers in professional pilot, air traffic control and unmanned aerial vehicles such as drones, according to CCBC. CCBC instructors will teach ground-school subjects such as introduction to aviation, flight theory and aircraft systems in the four-semester, 28-credit program to be held at High Flight and available to students who have a minimum grade-point average of 2.5.

    Bulletin 4 Spring 2017 Director’s Insight: 2017 will be an exciting year for the Bureau of Aviation (BOA). Toby Fauver, Deputy Secretary for Multimodal Transportation, was chosen to serve on the U.S. Department of Transportation (DOT) Working Group on Improving Air Service to Small Communities which was created in accordance with Section 2303 of P.L. 114- 190, the FAA Extension, Safety, and Security Act of 2016. The 2016 FAA Reauthorization Bill established the Working Group and directs the Secretary to issue a report to Congress by July 2017. Representative Members will explore several issues including whether funding for airports, the Essential Air Service Program (EAS), and the Small Community Air Service Development Program (SCASDP) is sufficient, as well as initiatives that could support pilot training. The Working Group has convened several times identifying potential strategies that will positively impact the above-mentioned issues. I recently attended the 2017 National Association of State Aviation Officials (NASAO) Legislative Conference in Washington D.C. The conference provided an opportunity for the states to interact with top DOT and Federal Aviation Administration (FAA) officials in conjunction with insight from U.S. Congressman on the top aviation challenges on Capitol Hill. A few of the challenges include a timely multi-year FAA reauthorization bill that has been temporarily extended an unprecedented number of times, AIP funding levels, air traffic control reform, and the diversion of all aviation fuel tax revenue back into the Aviation Trust Fund. As mentioned in the previous bulletin, NASAO holds an annual convention that is rotated around the country with east, west and central alternating.
