The impact of a largely abandoned steel industry is being tempered somewhat by the promise of natural gas exploration and extraction. The urban character of the City of Steubenville is balanced by the extremely rural nature of the County’s outward regions to the north, south, and west. Development patterns have carved business corridors from Steubenville westward into Wintersville and beyond, aided by improvements to U.S. Route 22, and along the Ohio River valley via State Route 7, commensurate with a rich history of steel and energy production. Other portions of the County retain an agrarian character, with a local interest in the preservation of their prime farmland and natural resources. In 2010, officials from the Jefferson County Regional Planning Commission expressed an interest in developing a new land use plan for the County. Within the next year, a funding opportunity was identified by the Ohio Rural Community Assistance Program (Ohio RCAP) to develop such a plan. The funding source was the Rural Community Development Initiative (RCDI) program from the U.S. Department of Agriculture. Work was initiated in 2011, and the Planning Commission appointed a Core Committee to oversee the planning process and plan content. The Committee met over the course of the approximately two‐year planning process to provide input from a variety of disciplines, review completed work, and offer input regarding the plan and the process. The overall vision of the Plan is expressed as follows: “Jefferson County, Ohio, will be the center of a prosperous, attractive region flourishing together to provide an enviable living and working environment, quality education, vibrant communities, a thriving economy, with diverse recreational and cultural opportunities.” The general purpose of the plan was “to identify a practical and up‐to‐date vision with strategies designed to help Jefferson County move into the future. The resulting document sets forth key strategies to improve and enhance quality of life, infrastructure, and workforce and economic growth for the entire County. The primary aim of the Plan is to “help all communities in the County – cities, towns, and rural areas – to build on their rich assets, capitalize on opportunities, and address current and projected needs” – a county‐wide vision and framework for change and growth. Because its scope is so close to that of this land use plan, and because it has covered many of the topics of interest often discussed in a comprehensive plan, the intended outcomes and related short‐ and long‐ term strategies are summarized on the table beginning on the next page: 2 Jefferson County Land Use Plan 2013 1: Introduction Goal Area 1: Enhance the Quality of Community and Family Life Outcome 1: Retain and S1: Create a diverse program of internships and/or apprenticeships Attract Young People.     NON-HIGHWAY FACILITIES INVENTORY The BHJ region has traditionally relied heavily upon different modes of transportation for the movement of both people and goods. Industries throughout the valley have utilized rail, river barge, and highways to ship and receive goods and supplies. There has also been a long history of public transportation within the region. The integration of all possible modes of transportation is vitally important for the future growth and development of the region. As the transportation network develops and stakeholders grapple with fundamental funding and environmental constraints, it has become increasingly important to make the most efficient use of the entire transportation system. Intermodal diversification and integration provides time and cost efficiencies while preserving the existing transportation system. This section is an inventory of the non-highway means of transporting people and goods within the BHJ region through railroads, water ports, airports, public transit, human services transportation, and shared ride alternatives. Although these modes have historically played an important role in the region’s past in one form or another, an interconnected “seamless” transportation network will help conserve energy, financial, and other environmental resources. In turn, such conservation measures will promote future growth and economic development. RIVER PORTS The region’s Ohio River Navigation System consists of two project pools. From the north, the New Cumberland Pool stretches 14.3 river miles through the region along the shores of Hancock County, WV, and Columbiana County, OH beginning at Mile 40, the Pennsylvania Stateline, and ending at River Mile 54.3, the New Cumberland Locks & Dam. The Ohio River then flows over the New Cumberland Dam into the Pike Island Pool ending at Mile 84.2, the Pike Island Locks & Dam just south of the Jefferson County line at Yorkville, OH.

    Executive Summary The Client Group, made up of Representatives of the Frontier Group of Companies, Inc. (FGC), the Business Development Corporation (BDC), the City of Weirton Administration (City), the Northern WV Brownfields Assistance Center, The Thrasher Group, Inc., and DJS Ventures, Inc., has developed this document for the redevelopment of the area previously used by Weirton Steel and some limited areas included within the Three Springs Industrial Park. This plan was developed using current economic and market analysis, along with an assessment of the existing infrastructure condition in mind. Working with the City Utility Boards and a few potential candidates that could move into the Weirton Metropolitan Area, the following approach was determined to make sense for all parties involved. The goal of the analysis was to determine the best way to help continue and develop the five market clusters that the region has been successful with growing the local economy in recent years: • Value-added Metals • Petro-Chemical • Energy • Transportation Economy • Healthcare While the analysis was proceeding, the FGC continued working on cleaning up the buildings previously used by Weirton Steel and ArcelorMittal, including the demolition of various structures and utilities. This work is nearing the end, except for the buried foundations that will be reviewed next. The Client Group has reviewed various concepts and has chosen to move ahead with the redevelopment concepts proposed in the attached report. It has been acknowledged by all parties that in order for this project to be successful, the partnership formed through this process needs to continue. Recently, this partnership has met with several federal and state officials and has been identified as a true Public Private Partnership.

    PROJECT CONSIDERATIONS INTRODUCTION This section outlines the BHJ Metropolitan Region’s long-range transportation needs. The BHJ Metropolitan Planning Organization (MPO) developed these projects and programs through data collection, technical analysis, and public input from a number of public meetings for projects such as a new Ohio River Bridge south of Wellsburg, WV, Access Improvements to the Veterans Memorial Bridge, and a Coordinated Public Transit/Human Services Transportation Plan. BHJ MPO is comprised of the Transportation Study Policy Committee, the Technical Advisory Committee, and professional staff. The following goals and objectives guided project selection process: A Financially Responsible Plan that represents the region’s fair share of federal and state economic resources and political importance, Retention, expansion, and re-development of Regional Industrial Centers through promotion of an multi-modal (air, highway, rail, and water) transportation network that enhances the transportation linkages between freight movement and land use, Maintain and construct a safe, secure, and flexible Ohio River Bridge System that is reliable for existing industry, their employees, and all residents to provide access within and outside the metropolitan area to retain existing business and promote future economic growth throughout the three- county metropolitan region, Construct a modern West Virginia State Route 2 highway corridor that is safe and accessible to existing and future industrial and commercial markets, reduces the number
